MONTREAL — When government funding for a foundation dedicated to climate research dries up at the end of the year, scientists say the aftershocks of its departure will be felt not only in Canada but by researchers around the globe.

The 2010 federal budget, unveiled this month, offered no new cash to the decade-old Canadian Foundation for Climate and Atmospheric Sciences, a group that has been financing research on everything from melting glaciers to drought on the Prairies to the thawing permafrost.

The disappearance of a foundation that has made contributions to global initiatives on climate change is worrying for some in the international scientific community.

"There have been many countries that I think have been key players and I've always looked at Canada as being one of them," said Keith Seitter, executive director of the American Meteorological Society.

"It's disheartening to hear that there may be efforts there to actually pull back on some of them."

Through the foundation's networks, Canadian scientists have contributed to the World Climate Research Programme and the North American Carbon Program.

More than 40 researchers funded by the foundation have also worked on assessment reports published by the Intergovernmental Panel on Climate Change.

Since its creation in 2000, the Canadian Foundation for Climate and Atmospheric Sciences has been a major source of financing and co-ordination for projects that gather and crunch data.

The foundation has bankrolled $110 million of research, but hasn't received any new funding since the Conservative government was elected in 2006.

Last winter, it made a formal request for $25 million annually over 10 years.

Its existing mandate runs until March 2012, but without a fresh cash injection the 12 research networks currently under its umbrella will be shuttered by the end of 2010.

Seitter said it's surprising to see Canada pull the plug, especially at a time when many nations are boosting climate and atmospheric research.

"Most countries are really continuing to invest heavily in both aspects of that because they recognize it as a serious global issue," Seitter said in an interview from Boston.

"All of those sorts of networks are vitally important to provide the worldwide coverage of high-quality data that we need, and the Canadians have actually been terrific resources for the whole climate issue."

Environment Minister Jim Prentice's office says even though there's no new funding for the foundation, the government remains committed to basic climate-change research.

A spokesman for Prentice said that under the International Polar Year program the government has invested about $100 million in 44 scientific projects, including climate-change research.

Frederic Baril said Arctic research facilities have also received an $87-million investment over two years.

"This is not the end of climate-change research in Canada," he wrote in an email.

"We recognize and appreciate the work that has been undertaken by the foundation."

"Other people in other countries don't see this as being a good thing -- they say 'Oh wow, that's not a good idea,' " he said.

"It's difficult for us. We feel it's a little bit short-sighted in the sense that climate is one of the larger environmental problems that face Canadians."

Even if the research is eventually restarted, if it does come to an end, gaps in the data would create challenges in that any future information gathered would not be consistent with years of work, he said.

"(The foundation's) lifespan has been such that it's allowed some networks to continue work for long enough that they've got an important body of information," Voogt said.

Canada also risks losing many of its climate experts to foreign projects, he added.

"You're taking your gold-medal hockey team and you're splitting up a lot of the players, and some of them are going to leave the country," Voogt said.

University of Manitoba professor Ronald Stewart, who co-leads the Drought Research Initiative network, said scientists from abroad have been trying to emulate their work.

"The world would lose a leader in comprehensive drought research," Stewart wrote in an email.

"We are trying our best to apply our knowledge now, but it is the tip of the iceberg as to what we could have done. We have affected international programs and our science is viewed highly by all."

Dawn Conway, the foundation's executive director, said the research networks will submit their final reports to the government before the end of the mandate.

Without a new government commitment, many of the climate researchers under the foundation will be forced to put away their equipment and close their doors by the end of the calendar year, Conway said.

"Climate and weather have a tremendous impact on the Canadian economy, if you think of drought or tourism," she added.

"This work needs to be done. We need that knowledge."

Jim Prentice's comments have no value to me. I have been to his Town Hall Meetings in the past and have heard the same old contradictions. As for getting out of the deficit there are more ways than one to do that. First go back to th 7% GST. I don't think there are many Canadians who notice the reduction as having any effect on my standard of living.

Didn't any of you people posting comments read the story, or did you all stop as soon as you saw the words "Climate Change"?I would have thought that with arctic sovereignty being a hot issue that we would be more interested in whats going on up there and want more research on the matter. This is a shame, but I'm not surprised to see what little respect this government has for good science.

Sad, sad comments people. We have lost some of the most basic characteristics of what it means to be human I think. Morals and altruism out the window.Altruism - behavior by an organism that is not beneficial to or may be harmful to itself but that benefits others of its species (and even other species)Fund the research and then act on the results altruistically and morally. It is quite simple.Yes, the 2nd IPCC report detailing the effects of climate change contained some errors due to subjectivity. The 1st report however, concluding climate change was in fact man-made, was based on very sound objective science done by groups just like the one that had their funding cut.

If the Canadian Foundation for Climate and Atmospheric Sciences had been on top of the misrepresentations and unprofessionalism that's come to light in the IPCC report, their credibility would be a lot better.As it is, the Canadian government has been setting policy based on the IPCC, and the CFCAS has not done much in the way of critical assessment.Therefore, stop wasting money on them.

Mary-Ann Terpstra, the problem is the 2/3 of voters who care support 3 different political parties. One of those parties won't form the government in my lifetime and one is highly unlikely to form the government in my lifetime. Canadian voters who don't want Stephen Harper as Canada's Prime Minister need to stop splitting the vote on the left. The conservative and reform parties realized the importance of one party on the right and look where that got Canada.

Disbanding climate change research when some scientists believe we have gone past the point of no return simply does not seem wise.I am extremely concerned about climate change. I do not see any kind of understanding of the energy conversion of ice to water and what happens to that energy when there is no more ice to absorb it.People do no see how serious this is because the temperature is not changing that fast, but they do not see that the ice melting is severely dampening the temperature from rising, for now...

The only thing I can say to you global warming naysayers is this:"I hope to God you're right." In the meantime, it would be nice if at least ONE of you, before bashing the AL Gore's and David Suzukis of the world, can actually argue something intelligible about why climate change is not a problem on this planet, instead of sounding like bigots whose heads are buried in the sand. Because to be perfectly honest, that's about all you and the politicians and so-called scientists that you support, sound like. Don't believe me, go back and re-read all of the anti-climate change post today...not one shred of scientific evidence to back them up. I'll take the scietific graphs and climatic observations (e.g melting in Antarcitica & the Arctic) - at least I can those are convincing and irrefutable. As for you Mr. Harper, I support your initiaitve for cleaner energy (e.g. wind, nuclear, geothermal, solar), and this would perhaps give well-paying jobs to those who may be out of work if international pressures close in on the oil patch or tar sands, but if you CUT the funding to climate change research, this long time Tory supporter will cross the floor and not only vote against you in the next election, but will actively campaign against you as well. This action is nothing more than big-head bigotry that is downright embarassing for a Canadian government to undertake...

Interesting how climate change doubters are firing in all directions. They even try to demonize David Suzuki for his "wealth" without actually appreciating the fact that he is wealthy because of his knowledge. Many of those that feign doubt are trying to protect their own financial interests and stakes and I know many are from Alberta. A province that has the most to lose as the the enviornmental movement and peak oil production has arrived. No, your children will not be making a career from oil. Alberta will have to just become a Los Vegas of the north and much like that city, sin city will emerge from the frozen tundra.

Canada is going to be hammered by the effects of climate change and this will continue long after Harper and his climate deniers are long gone. The Harper gov't needs to be pushed to do more climate science - not less particularly focused on mitigation and adaptation. A sad situation!!

Climate research is important for many reasons other than the politcal firecracker that the debate on man's role in and ability to control climate change has become.This research is important to farmers struggling with unprecedented drought and to public safety when it comes to prediciting increasingly violent weather.Our world is changing and it matters very little who wins the argument about whether more causal factors are man made or natural if we die out as a species because we failed to make any effort to understand the changes and deal with them.Have we really become so simple minded that we are unable to see beyond the posturing of partisan politicians and apply some reasoned independent thought to the obvious reality of our situation?

If this research is so important , i am sure they can sell it to somebody , but i for one aint buying . Is the planet getting warmer ? Of course , if it wasn't there would still be an ice sheet covering most of North America . Is pollution bad ? DUH !!! Now stop telling us what we already know (and don't ask for 25 mill a year) and go do something useful like cure cancer . People will pay for that.

All the foundations I am aware of are supported by charitable donations and philanthropists, not government. When they need more money, they ask their donors. Government should not be supporting NGO's regardless of how useful their work is. To be a truly independent foundation, they should not rely on government money. That way they can honestly speak with an independant voice, uninfluenced by political parties of any stripe. So get busy: start using that administrative part of your budget for raising funds!

I guess the Conservative government echoes Maxime Bernier's sentiments about climate change alarmism. The IPCC set the standards of climate change supersition and continues to deny any major mistakes in their "scientific research" on climate change. How is it possible for the IPCC scientists to get the Nobel Peace Prize when they politicized the issue of climate change? It just blows my mind away how they were able to create hysteria all over the world with their fraudulous research. They got their findings from WWF who in turn didn't even reference its own research. Shame! The facts about climategate will continue to spew from databases from Phil Jones-style scientists in the future. I can't wait! Meanwhile, the Conservative government is doing what it can not to sell out Canada's soul to ecofanatics in Kyoto-style deals.

Research needs to continue in Canada regarding climate change and we should have the best people on it. People who believe climate change is not happening are in denial or just don't care."An Inconvenient Truth" is just one example of how we are being affected by climate change. David Suzuki and other scientific researchers have been saying this for years.A problem cannot be solved if it is not acknowledged. I think our current government realizes climate change is a problem but it takes a lot of time to re-engineer how we use energy and reduce our carbon footprint locally and internationally.On the optomistic side, this is an opportunity to create thousands of jobs if the government will listen and continue with it's progress.It is not something we should do, it is something we have to do!

Climate and atmospheric research existed long before this program was introduced and will exist long after this one ends. The academic community has been receiving government funding for decades. Current issues do not dwarf past research initiatives. Alarmism 2 years before the program ends appears to come across as job insecurity rather than a sincere concern for the subject matter. Everyone is vying for their piece of the public's attention.

The problem with this issue and, moreover, the full public acceptance of "Climate Change," is that (contrary to the repeated assertions of the crazed proponents) the science isn't solid. Rather, it's too fragmented, often politically biased, and rather incomplete...although largely well-intentioned. WE NEED MORE RESEARCH TO GET TO THE BOTTOM OF THIS ISSUE, NOT LESS. Speaking personally, I grew sick and tired some time ago of listening to non-scientists and armchair wizards debate Climate Change. I don't trust Al Gore and David Suzuki, but I also don't trust certain politicians, ideologues, and contrarians who pretend to be experts. Let's stand behind the requisite science, folks. While I can appreciate our government's practical fear of supporting invalid science orchestrated with questionable motivations (behind closed doors) by "tainted" research groups and/or institutions, I think we need to be careful about yanking money away from established work and funding selected research based upon simple perceptions.
