Prime Minister Stephen Harper told a global audience Thursday that Canada won’t immediately commit to deep carbon emission reduction targets -- a comment that drew quick criticism from other world leaders.

Harper said that one of the largest obstacles in the way of slashing greenhouse gasses is a lack of technology, despite well-intentioned political statements to the contrary.

“It is very difficult to significantly lower emissions growth,” said Harper, speaking at the World Economic Forum in Davos, Switzerland.

“They simply cannot be reduced by declaring a target and saying they will be met by power of will, because that isn’t going to happen.”

Other leaders, however, swiftly contradicted Harper.

South African President Jacob Zuma said that attacking the problem of climate change is of the utmost importance.

“On climate change, we need to solve the problem so that we don't perish,” he said.

That concern was echoed by both Spanish Prime Minister Jose Luis Rodriguez Zapatero and Mexican President Felipe Calderone.

“The cost of doing nothing now will be much higher than to take action today,” Calderone said.

Harper’s comments come as the U.S., China, India and other key nations prepare to submit climate targets by Jan. 31.

The targets follow last month’s climate conference in Copenhagen, where Canada faced heavy criticism over a perceived lack of will to cut emissions.

Though Harper also used the Davos speech to talk about reforming global banks and increasing health aid in the developing world, it was the climate talk which resonated with critics.

“It makes me embarrassed as a Canadian that a prime minister would get up and say, once again, ‘Look, I’m sorry, we can’t do anything.’”

Harper has already backed off a pledge to cut emissions by 20 per cent by 2020. Any climate targets have now been pegged to U.S. endeavors.

Global trade and growth

During the speech, Harper also set the agenda for June’s G20 summit in Toronto.

The agenda will focus on:

  • financial sector reform
  • stimulus programs
  • global trade and growth strategies

Harper said global attitudes towards protectionism, tariffs, and other trade barriers need to change for recovery to be complete.

“Strategies that make it more difficult for somebody to do business inevitably make it more difficult for everybody to do business.”

“It doesn’t matter what global structures we devise for our mutual betterment; if we don’t have the right global attitudes, they will not work.”

The G20 includes a group of the world’s eight richest countries and 12 largest emerging economies. It is now the leading group for world economic decision-making.

During the G20 summit in Pittsburgh last year, member nations agreed to set stricter controls on bankers, remove trade barriers and provide stimulus packages to get the world economy back on track.

Ensuring economic recovery continues

Business leaders and economists at the Davos forum want the G20 to work on making sure economic recovery continues.

Canada is co-hosting the G20 this year in partnership with South Korea, which will hold a second G20 summit in Seoul in November.

Korean President Lee Myung-bak agreed that countries should focus on following up on previous commitments, including financial regulations and revamping the World Bank and International Monetary Fund.

Lee said developing countries should get a louder voice at the G20.

He also suggested the G20 create a "global financial safety net" that would help countries deal with sudden reversals in capital flows.

The world’s emerging economies often take it especially hard when investors pull their money without warning.

Harper said Canada will also promote a “major initiative” to improve the health of women and children in developing nations, but he did not specify what the program would entail.

The Davos meeting brings together 2,500 bankers, politicians and thinkers in an attempt to set the global economic agenda for the coming year.

All of you praising Paul Martin make me laugh. Do you all forget when he was the PM. What a wonderful job he did. Couldn't make a decision if his life depended on it. He had his chance and even you Liberals didn't vote for him. If you want to praise Martin for the banks lets praise the Conservatives for free trade. You know the thing that has been so benificial for our economy but the Liberals were opposed to. And before you all start bleating that it was the old PC's and not the reform conservatives remember one thing. Before the Reform Party or the Canadian Alliance these people were all members of the Conservative party. That is a fact that your brains always seem to forget. And that whole Harper deregulating the banks stuff is nonsense. We made it through this crisis with the Conservatives being in power for 3 years so i'm guessing anything they've done with the banks only improved things. Teh only thing you should be patting yourselves on the back for is that you figured out how to turn on your computers.

I can see now why, and with good reasons our PM decided to prorogue the parliament for 17 days....Let me think, to have 17 days of the Libs wanting an answer as to why the afghan peoples tortured their own prisoners after we turned them over at the price of seriously tarnishing the reputation of our brave men and women serving our country in Afghanistan and now being in Haiti for Humanitarian relief (I know I was there in 2008 after the hurricanes with HMCS St. Johns delivering over 465 tons of food to people starving and helpless). Mr. Harper I personally thank you for proroguing the parliament and let the opposition continue to show their true 2 faces arrogant attitude.. Sorry I forgot one from my last comment. Maybe Harper is respected around the world for the burying information about afghan detainees being tortured. The Canadian military doesn't seem to respect him for this, they just ordered a full investigation. Did I forget to mention people around the world don't respect him for his anti democratic proroguing of parliament. So like I asked in my other post what is he respected around the world for?

You that say Harper is respected around the world, please tell me what he is respected for. Was it for the fossil award. Is it the fact that he can't seem to show up to a meeting with world leaders on time. Or was it his attacking the opposition party on the world stage, showing the world how hungry he is for power. Maybe the respect comes from thinking that clubbing baby seals to death is humane. I know he's not respected for trying to take credit for the strong banking system that Paul Martin created. Please tell me I'm dying to know! The poll numbers show 70% of Canadians don't respect him, so why would anyone from another country have any respect for him. Anyone with half a brain can see the only respect he gets is from a handful of delusional conservatives.

I suppose Harper is trying to pass off to the world that the successful system of Banking in Canada was his idea, and that of his government. Whatever this man does as a representative of our country is an embarrasment.Our banking system saved us from a more devastating recession than what we had / have. Steven Harper is not the government of Canada. There are over a hundred Tory MP's and more MP's from other parties waiting to do the people's work. Other cabinet ministers and parliamentary secretaries can speak for the government (not like Harper shows up much to answer questions when Parliament is in session). The government has three times in four years forced its own bills to be cancelled.It's just humorous to see Conservatives claim credit for a history of sound banking that was in place long before they came to Ottawa. All Harper did was fail to dismantle regulations in place because the opposition wouldn't allow American-style neo-conservative deregulation to be passed here.

I agree other countries could benefit from the policies Paul Martin put in place. Actually Harper has deregulated our banks to a point where the liberals don't really want to be in power. Most experts agree that Harper's actions, will likely cause a collapse in our housing market. It's great to see Canadians have woken up to see this guy for what he is. The liberals are ahead in the polls. Even with Harper trying to use the Haiti crisis to gain political points, he's digging a grave4 for the cons. He's right.American banks and investment firms have capital requirements far to low to cover the risks they take.Mortgages are sold to people who have no chance of paying for them, and then the government has to cover the losses. No nation can have a good economy without a sound banking industry.If people have no confidence in the way the banks operate,there will be few willing to invest in them. Investment capital is becoming more of an issue,in part,because every generation saves less,and borrows more.WE all want a growing economy so we can have decent jobs and more services.The problem is,to many of us want someone else to pay for the products and services we consume. Then,we get ivestors who are not really investors any more.They are more like traders and speculators.Instead of buying shares in a company,and earning by collecting on the dividends,they demand high rates of return by forcing the prices up,so they can sell for a quick profit.All this with little disclosure of the real risk to those not on the "inside".Real investors just looking for a decent return,are sold hedge funds and derivatives that almost no one understands at all. FEAR and GREED.That's the crux of all these problems.And,of course,a generation of people living on credit,and not at all concerned about how we are spending money that rightfully belongs to our children and our grandchildren. I truly hope this economic meltdown will be a wake up call to us all.But right now,they want us to spend to stimulate the economy.But at the same time,the wise thing is to pay off debt. A bit like a rock and a hard place,it seems to me.

Just for all you guys who claim that Harper has made "broken promises". That cliche argument won't stand against politicians unless you can name me one politician, on any level, in any country that has kept EVERY promise they have made. There are none, they are politicians, that's what they do, some try harder than others. My award for well said goes to "Don In Edmonton".There is s huge amounto of work on infrastructure going on here in BC.Almost all of with the participation of the federal government.I know,these days,Liberals cannot tolerate any thing good being said about their country,but they really need to suck it up.Success for Canada is far more important than the success of ANY political party.Clearly,the posts here tell me that Liberals have that notion reveresed. The term Flip Flop",is one I can relate to.Can the poster who used it remember the FTA or the GST? He is right of course, our banks are in much better shape than their counterparts in the rest of the G20, but he is also the same man who wanted to de-regulate our banking system ala the US banks but was unable to due to his minority situation. Mr Harper fails to tell the G20 that he took $200 Billion worth of mortgages off the books of our Canadian banks so they could free up capital to loan - They went out and followed Harper's advice that there were some good buys in the stock market and bought a few foreign banks - This is the story that should be followed!

i find it interesting that conservative bloggers continually reference the sponsorship scandal of a few years back. the scandal was investigated, wrongdoers were identified, prosecuted and some are serving jail time. past history. Now if i bring up some of harper's earlier inane comments regarding firewalls around alberta etc, conservatives get upset. When we refer to the problems of the reform party, they get upset. So what is the difference. Things that are done in the past you can't change. they are a part of history. What you can change is what happens in the future and therein lies the problem with harper. He hasn't articulated a strong vision for canada and seemingly has become more engrossed in foreign affairs. Canada needs to become a more powerful force in the world economy. A sound banking system is good to have but is not a plan for job creation and moving the economy ahead. I like what I heard from Obama last night regarding his plans to improve the American economy. At least he outlined some specific steps on how he plans to do that. We have yet to hear that kind of detail from Harper. We need more than just cutting budgets and attacking the deficit which is probably what is going to be in the upcoming throne speech. He is already starting to cut back on some of the stimulus measures such as home renovation so the tone will be changing from stimulus spending to deficit reduction. That is important but in and of itself does not create jobs.

Harper is a good PM and helped Canada become well respected around the world even if many of our left leaning brothers and sisters don’t like him. As long as a Party is governing close to the center (which Harper and team are) the most critical and toughest part of governing is the economy and always will be. I think enough Canadians recognize this and if we had another election right away Harper would hang onto the same strong minority. Don’t forget the day and age of majority governments is for the most part over due to the Block and the resurrected PC Party. You’re doing a good job Mr. Harper, keep up the good work. As time goes on keep working hard and stay humble.

Asking the G20 to clean up their act is like asking a country to change its entire financial identity. It doesn't boil down to 1 paragraph in a law bill; its about drastically changing fundamental ideology that applies to every single law bill and every single law. Parliament being prorogued did not shut down democracy, Iggy and Jack and the Lib dominated senate did that. What it did was allow Canadians a break from hearing lame accusations and seeing Iggy and Jack stand up saying they were asking questions about what Canadians already know the answer to. Now that they cannot constantly attack on the hill they actually are doing what they should have been doing, finding alternate means to govern this country. Sadly that too has an agenda as well because they know we do not want an election and rather than seeing how government can work together they are still subtlety planning an election by scheming. Again Iggy, give Canadians some credit, you say you know we don't want another election yet your plan is to woo us into having one with policy planning. The problem with some academics is that they get so high up on their horse that they forget that you don't need a degree to understand life and you don't need multiple degrees to comprehend when someone is trying to pull the wool over your eyes. Iggy, treat Canadians like we have intellect, that would be intelligent, then you might just win us over....

This morning, in one of our local newspapers I found which in my mind is a "scathing" criticism by James Travers of Harper's leadership. The headline read: "Canadians are waking up to Harpers parliamentary abuses"In fairness Travers does make comparison to Jean Chretien's approach to governing "secretly from the center" but what bothers me - is Travers failure to acknowledge Harper's growing presence on the world stage and his ability to get things done.I personally think that it is a stretch to bluster about Harper's malignment of our democratic principles - particularly because the last I heard we still have the power "to turf people out" if we don't agree with their policies. And until the opposition and the government take a more pro-active role in themselves taking parliament seriously and not using it for making points or as President Obama said in his State of the Union Address, it shouldn't be that on every vote we not focus on who won - but how did the electorate fare as a result of our decision.He also added ""As hard as it may be, as uncomfortable and contentious as the debates may be, it's time to get serious about fixing the problems that are hampering our growth."So let's start focusing on getting things done and not behaving like a circus in the democratic arena called Parliament. With this kind of commitment, it gives true relevance to what is important.Mamy of us may not agree on what we perceive to be a "harsh" management style and may be perceived as non-democratic. But is it enough to call it parliamentary abuse?Let's for once, focus on something our Prime Minister has done well and keep our eyes on the ball on how luck we are to be Canadians.

Harper is such a hypocrite! He has broken many promises on the world stage and here at home. For instance, his promise on more accountability from our government, his promise and law on fixed electon dates, and internationally his promise to donate 4.5 million dollars to relief efforts in Italy after the earth quake in Aquila (money/services that still has not been delivered). It amazes me how Harper continues to be a hypocrite to Canadians and to the world!!! Its time that Harper leaves the PM job!

Proroguing parliament has the best thing that has happened to the government. What is the point of sitting in parliament and constantly bickering back and forth? You did this wrong, we want this person to step down, blah blah blah, etc. Maybe, the Liberals will actually go out and talk to the people and get tuned in to what Canada wants, instead of being boosted by a minority of brown sniffers who will agree with anything they say or think. Enough with the petty differences. I think Obama stated it perfectly last night and completely applies to Canada's political parties as well, "stop voting NO because you can."

Harper speaking about promises, . Let's see, he should know about promises, promises like " senate reform ". You know, his biggest promise in the last two elections was " senate reform ". Well he has re-formed the senate to do his bidding, but he hasn't honoured his promises. As for accountability, i don't even want to go there. On a different note, i see the Prof. is defending his hero Steve against invisible posters again. Pye you have got to find somebody real to play with.

First of all, people needs to understand that regardless if Harper prorgued or not. Even with parlianment sitting and it won't prevent prime minister from attending to Haiti conference or to this summit...I love it when cons always covered up their actions by misleading others.

Again Harper is taking credit for good systems that he inherited. Hopefully he doesn't mess them up with neocon policies like he has messed up the good Canadian Government finances he inherited (by cutting corporate and GST/rich taxes to create a deficit). This credit by association, just like the Haiti and military credit by association, is obviously aimed at replacing the tortured prisoner press with photo ops. Mr. Harper: instead of trying to sell the image that your government is not mean-spirited at home, why don't you try acting like you respect democracy and the Canadian people (i.e. actually have heart and substance).

For the benefit of those who are confused. Don't be. Here's the Explanation. Apparently, it would seem that Harper cannot attend Haiti or G8/G20 conferences or the Olympics at the same time as allowing this Country's Democratic Institutions and Statutes to Function so he shuts them down by first shutting up the Watchdogs and secondly Proroguing Parliament. But that seems awefully suspicious! Surely any Canadian Government can chew gum and walk !!! It is blatantly clear that Harper wanted to be absent from Parliament , whatever this might take! Something must have gone seriouisly wrong that he needed a TIME OUT ! Prisoner Abuse.

To Confused Regina.... It is indeed Liberal and NDP lies saying that Harper is on an extended vacation. Mr Harper has indeed been working through the Christmas break during the Haiti crisis while Iggy and Layton were off vacationing outside Canada. Our Prime Minister was indeed in Montreat at a Conference and now he is in Switzerland at a G20 Conference continually working on our behalf while Iggy and Layton have been posing in front of Parliament crying about the 17 day Proroguation. They say they want to work but all they are doing is whining about what the Conservatives are doing and making plans to raise taxes so they can spend like drunken sailors should they ever get back into power. And they will raise taxes given their track records of the past. The Liberals and NDP forced the gov't into a hugh stimulus pkg creating a large deficit but now they won't own up to it but blame Harper for this deficit that Canada is faced with. If the Liberals had their way, the stimulus monies would have been spent already foolishly and more stimulus monies created to put Canada into debt further. I do believe that Mr Harper is keeping Canada on the right track given the difficult circumstances and a fragile world economy.

I was just reading the other day whee Iggy and Jackie were letting us all know that Harper was at home doing nothing, and was on an extended vacation since he prorogued parliament. Since then I have read about him attending a Haitian Relief Summit in Montreal, and now he is at the G20 Summit? Please can someone clear up what is going on within our Government so I am not so confused?

Nevertheless, it makes for a good non-issue to cling to when your party, and its Leader (Ignatieff), are still trying to figure out how to get the lid off the jar of political peanut butter.

The PM wants the G20 to keep their promises..... People sometimes break their own promises. How many of his promises has Harper Broken? Gerard Kennedy did not say he would raise taxes. He said that the climate that would be necessary for people to accept a tax increase has been eroded by the Tories because with all the Money Spent so far, little or no evidence exist today to substantiate this, especially in infrastructure. In other words, people would be willing to pay more provided they can see results. Right now there are no results to show for all the spending. So if people are not going to pay more, the government will have to spend less and that is what Harper will do in March and inevitably the country will fall back into recession. Obama will not cut down on Government spending until 2011 !!! I will not be surprised if Harper Flip Flops and does the same come the Budget in March !

For some reason I can't find a single thing in the news about that, but if Prime Minister Harper had said that it would have been all over the news. Prime Minister Harper is trying his best to get the G20 countries to do what they have promised. They really do need to reform their financial systems, without doing this they have only placed a bandage when in fact they should have performed major surgery. Canadian banks are sound. In the end it looks like you and I (the consumer) decide the outcome !
