A magazine for new immigrants in Canada releases some preliminary results exclusively to Canada AM about the issues that concern immigrants in the upcoming federal election.

A majority of Canadian immigrants feel they don't have enough information to vote with confidence in the upcoming federal election, a new poll concludes.

The poll, conducted by Canadian Immigrant Magazine, found that 74 per cent of newcomers who are ready to vote for the first time feel like they don't know enough about the electoral process.

Of that 74 per cent, nearly half (48 per cent) said they didn't know they were allowed three hours paid leave to go out to vote, said Naeem Noorani, the magazine's publisher, in an interview with CTV's Canada AM on Wednesday

Noorani called this result "important" considering the latest Statistics Canada data that shows that over the last five years, 70 per cent of Canada's population growth was from immigration. He also pointed the StatsCan prediction that by 2011, about 100 per cent of the country's labour force growth will be from immigration.

The government has put out election material in nearly 30 languages but Noorani says politicians need to do a better job of reaching out to people, especially since many of them don't have regular access to the Internet.

"The question is, how do we get this information to them in a way that will engage them in the development of this country?" he said.

The magazine also asked its readership about the issues that are of concern to them. The state of the economy was their main concern followed closely by health care.

The survey also found that skills recognition, law and order, and family reunification were important concerns that immigrants would like Ottawa to address.

With less than a week left before the election on Oct. 14, Canadian newcomers say they are equally split in their support for the Liberals and the Conservatives. The survey showed that 27 per cent immigrants supported each party.

Noorani said after the poll was published and the results started to become clear, political parties called the magazine to explain what they have been doing to reach out to newcomers.

Noorani said politicians have addressed some of the issues pertaining to immigrants but that mostly the issues have been "top level" and don't reach into the root of the problem.

"It's not enough," he said.

About 100 people have responded to the survey. However, the poll doesn't close until 9 p.m. Wednesday.

"We wanted to find out from readers what it is that they think, what are the issues because the other aspect is that issues that immigrants have are hidden, they don't come out in polls," Noorani said. "Polls don't talk about issues like family reunification, they don't talk about skills recognition - that's a huge one.

"Immigrants are still driving cabs. They could be doctors, lawyers, engineers and they're still driving cabs," he continued.

I came to Canada August 21, 1991 with my parents.
Even before I came to Canada I knew more about Canada then someone who was born here.
I was only 13 years old. Even before I arrived in Toronto I knew all the major intersections in Toronto (Mind you only from Markham Rd to Yonge Street and from Steele to Front Street) I knew Bay street was the Wall Street of Canada. I knew TTC is the public transit.
By October 2001 I got a job at McDonald flipping bugger. I always had a job. Work Part time when I was in school. I paid my share of taxes.
My parents always remind us what they have to go through to bring us to Canada. I owe it to them.
Same thing I would say to my fellow immigrants. CANADA let you in here. We are giving an opportunity to make it or not. It’s up to us what we make of it.
Please vote the party you think will do better for this country down the road. Not for yourself. Think about the generation ahead. We don't need any government who will run up debt and leave them for the next generation.

It is refreshing and encouraging that new members of Canadian society are no longer made to feel it is their obligation to vote Liberal. The Conservatives have a lot to offer immigrants, as well as long-standing Canadians. Given the problems/scandals of the past Liberals, we do NOT owe the Liberals anything.

Notwithstanding the fact that many natural-born Canadians don't understand the electoral process or even cast a vote, it must be part of the immigration process to teach immigrants about our electoral and political system.

Perhaps Jack Layton with his "kitchen table" approach to national politics should take it upon himself to go door-to-door to teach immigrants how to vote. Or maybe Mr Dion could impose a "no vote" tax that would impose a tax on those who don't vote. Ms May would simply yell and finger-wave at those who don't vote. Mr Duceppe wouldn't really care so long as it didn't affect his support in Quebec.

I suppose this is somehow all Stephen Harper's fault and along with all the other social ills that plague our country, the Conservatives are the architect of our demise and the Liberals and/or NDP are the only ones who can save us... PLEEAASE! If either of those two jerks gain office, I'll become an immigrant myself (to some other country).

What everybody should remember is that we vote a team in, not just the captain. Most likely, Harper of Dion's names will not be on your ballot, it will be names of people working in your riding for your riding. Get your priorities straight; it's the people we send in Ottawa that make up the parliament, not the party leaders. We actually don't even get to choose who should lead the parties because that right is reserved to party member who pay the fee.So when I hear about how Harper is an efficient economist (true or not) I don't really care because that's not is job. He should have a competent minister of finance to take care of the bulk of that workload.The number one job of a p.m. relies on good judgement of character and what we call "people skills" and plain old wisdom that goes beyond thirst for power and control.
A quick look at Harper minister cabinet and is dismissive attitude toward canadians says a lot about is competence as a P.M...
I'll take a team without a coach over a coach without a team anyday, at least the team can still play the game!

Immigrants who want service jobs at Tim Hortons and the neighbourhood gas bar will vote Conservative.

Those wanting the economy to grow and technology to advance will vote Liberal.

The very modest Green Shift tax will be the stimulus needed to get industry working in a concerted effort to lower carbon usage and emissions.

I say modest because at $40 a ton, the Liberal charge is actually $25 less than the $65 the Conservatives have said they will charge when they finally bring in their environmental plan.

You may be right that the party leaders may not be directly reponsible for educating the public on the election process. But who do you think created the legislation and policies as well as allots the funding for Elections Canada and other government programs that provide this education?

In the end, it still comes down to the government in power and the elected members to the HoC.

First, the Harper government may have created jobs, low entry level jobs. But have cut jobs and eliminated programs that are higher paying.
Second... This isn't taxing Canadians or new Canadians, it is shifting the tax burden to the greatest polluters and creating tax cuts for everyone else.

As for for who can represent us internationally. There is no question that STEVE Harper is looked upon as a Bush supporter and an enemy to the environment. His minister of Foreign Affairs one Peter McKay is no different, on his knees ready to please Condleezza Rice, US Sect of State!

Stephane Dion will represent us with pride and will be a LEADER in the global crisis of Global Warming.

I am tired of all the scaremongering the Conservative party has been doing and look forward to the LIBERAL MINORITY GOVERNMENT on Oct 14th!

How Ironic...my Citizenship App papers go off to Sydney, NS, this morning so I'll have to wait my turn to express my Canadian-ness. I moved into Paul Martin's(who?) Canada; and things seem to have slowly improved since a change of leader. I'd go for Harper this time if possible. His best bit?; Buddies back home go cold when 'Bagdad' gets mentioned. Whatever else he's done right/wrong he's save you guys alot of lives & money in that respect.

Immigrants have more than enough info...and we have lazy so called canadians who also won't get off their butts and cast a vote. By the way, ask any immigrant or the aforementioned lazy canucks where they can get a freebie handout from the government and that can lead you to it.

I find this story heartening. It points to the desire of immigrants to Canada to take part in the electoral process in a meaningful way. That is a good thing and something to be encouraged wherever possible. ...

I find it funny how everyone is blaming one man for their lot in life....when immmigrants enter this country they enter as free citizens...alot of have never know this kind of freedom before....they are welcomed by most and although its hard to explain about the different parties that govern, they do have a responsibility to themselves to find out about them. Alot of people who have been in Canada do not know as much about the parties as some immigrants do. People vote on what they are told by the media, they do not read the Party Platforms. People of this country need to educate themselves so that they can be responsible citizens and not go with flow just cause they are told to. The old saying goes if your friends jumped off a bridge would you jump too? I say to all immigrants read the party platforms and base your vote on that knowledge, do not let someone tell you who to vote for as then you are voting for the wrong reasons. Good luck to all!

Obviously the individual featured in the article, also needs a bit of training on the electoral process. Employers are not obligated to give "three hours paid time" to allow someone to vote. Employee's hours have to be such to allow three consecutive hours from work for the person to vote. When we worked 8 to 5, and the polls closed at 8 o'clock we didn't get paid any extra...
Also, to blame Mr Harper because immigrants don't know the process is so ludicrous, it verges on dumb....For the posters here that blame this man for everything, find something else to blame all of your woes on..

It's not just immigrants that aren't informed. Any Canadian citizen that doesn't take the time to educate themselves on politics is to blame. We're an age of internet, it's not hard to go on the parties websites and read up on them, also read newspapers... Elections Canada could maybe do a little more on their part to educate people, for example make a basic politics course in high school (Especially in Quebec where all we learn about is Quebec and nothing about CANADA)..why don't we start by doing this and see where it goes?

I find it amusing how anyone will support Mr. Harper. When there is a problem Mr. Harper blames the previous government and when there has been something good, Mr. Harper pats himself on the back. Mr. Harper has been Prime Minister for almost 3 years, when does he assume full responsiblity?

I am part of this issue, My husband is a permanent resident, and only canadian citizens can vote, he isnt and he is watching me with this election stuff,, i have seen what the libs have done with immigration and the fact that they charged $1525. for a permenent resident application on family class and they were just as slow as they could be processeing the application took me over 18 months and quite a few visitors ext. so when the harper gov got in and lowered the cost i was really happy, to late for me to get repaid for some of my cost but that is ok, so he is doing some good work,,and to the new immigrants welcome to canada, but only citizens do have the right to vote, so just sit back watch and learn or try,, but you can talk to the candidates so go for it, input is what they need, and your voice is power, you see they have to listen to you or they dont get the vote, so do your job and make them do theirs.

Its a person's responsibility to understand the political process... it is available to everyone quite easily, even those outside of the nation.

Why is this a news story that people aren't knowledgeable about the election... a lot of the people who are Canadians also don't know everything about the election.

So why do people like Dd say it is Harper's responsibility to get people prepared, when it is the responsibility of the voter to take part in the government... not the other way around.

...We have a shortage on doctors, nurses,all health care professionals. The infrastructure is in shambles hospitals, schools etc. The family reunification burdens our healtcare system i.e. one young immigrant brings in his elderly, sick parents, unts, uncles etc. The immigrants are not happy because they can't find proper work. When will the government put a moratorium
on immigration to fix the existing problem we have at the present time. More people in the country is not the solution. They only think about more votes.

You do realize that many new immigrants who just got their citizenships still don't speak English or French very well. How do you expect them to make an informed decision if the messages from each party haven't gotten through to them? Language barrier is always a big problem. And there's also the problem of "lost in translation".

As an immigrant myself, I remember during the first election after we became Canadian citizens, people telling my family that we should vote Liberal simply because "Ontarians(Torontonians) have always voted Liberal". I actually bought it at the time. Luckily, I wasn't of age to vote and therefore I didn't "go with the flow", so to speak, and waste my vote based on an uninformed decision. But I won't be surprised if there're still people going around spreading the same message.

I totally disagree with this finding. Canadian immigrants have the advantage of knowing how the world looks at Canadian policies. I am ashamed to say that the foreign policies of our conservative government brought Canada's name nothing but disgrace. We are now being viewed by most nations as American and Israeli puppets. I will thus vote Liberal in the hope of a more decent foreign policies that are based on our charter of human rights and not on the blind support for our allies crimes!.

There are no excuses for not voting and not being informed at least at a basic level about politics - immigrant or non-immigrant. The information is there in numerous forms and in various languages. Canadians have to quit blaming others and blaming the government as they abrogate their responsibilities.

OK here is how I feel about it:

Dion , Harper and Layton are flying on the Executive Airbus to a gathering
in British Columbia when Dion turns to Harper and says, chuckling, "You
know, I could throw a $1000 bill out the window right now and make someone
very happy ."

Harper shrugs and replies, "Well, I could throw ten $100 bills out the
window and make ten people happy."

Not to be outdone, Layton says, "Well I could throw a hundred $10 bills out
the window and make a hundred people happy."

The pilot rolls his eyes and says to his co-pilot, "Such arrogant jerks back
there. Heck, I could throw all three of them out the window and make 32
million people happy."

I'm not sure this is a valid issue when you consider the same problem exists for a lot of potential voters for other reasons. In a given day I can ask a half dozen people about election issues and voting processes and get half of them to admit they end up confused. That doesn't minimise the issue for new immigrants, of course. The problem is widespread.

And to "beentheredonethat," these people are as Canadian as they can be. If they are eligible to vote they are citizens. We're not talking about illegal immigrants here. And for those who were going to label the idea in that comment Conservative in nature, I'm a Conservative, and I believe strongly in immigration with controls similar to what we have today.

Let's be clear on one point that was reported in this article. It seems like it is reporting that everyone is entitled to 3 hours off work to vote. This is NOT the case.

According to the Elections Act ...

132. (1) Every employee who is an elector is entitled, during voting hours on polling day, to have three consecutive hours for the purpose of casting his or her vote and, if his or her hours of work do not allow for those three consecutive hours, his or her employer shall allow the time for voting that is necessary to provide those three consecutive hours.

By the way, Stepehen Harper or any other party leader for that matter is not responsible for educating the public on the details of the election process - that would be the responsibility of Elections Canada.

I, for one, have taught several immigrants what they need to do to vote. And surprise, surprise, none of them want to vote for Harper. (A decision they all made long before I told them what to do to register and vote).
