It's only nine days old, but already there have been complaints about retailers gouging customers on the eco fee added to thousands of products in Ontario.

The new fee quietly came into effect on July 1, the same day as the Harmonized Sales Tax, and affects a long list of products including aerosol containers, fire extinguishers, fluorescent tubes, syringes and needles, and all toxic, corrosive and flammable products.

However, some consumers reported they were getting charged above and beyond what the fee called for. Stewardship Ontario, the organization responsible for the fee, said they are looking into it.

Not a tax, a levy: Stewardship Ontario

Liberal MP Yasir Naqvi said none of the money would line government coffers.

"They are levied by the industry, and collected by the industry to ensure the products are being properly diverted and recycled."

Further, Stewardship Ontario insisted the fee is not a tax. Rather, it should be considered a levy.

Blame for not informing consumers

The first phase of eco fees were introduced on July 1, 2008. The fees go to various stewardship councils across the province to ensure hazardous materials don't end up in landfills.

The fees range from a few cents to several dollars, depending on the product. For example, the rate for batteries is based on weight.

Naqvi said Stewardship Ontario has existed since 2003, and just recently more items were added to the program, quietly.

He placed the blame on the organization for not informing consumers.

"They should have done a far more better job in communicating any changes that came July 1."

What they do is focus where and how our governments work or don't work. It is easy to be an environmentalist when it doesn't cost you anything. When sleazy politicians charge "eco fees" it focuses the cost of environmentalism and the makes people look at exactly where and how the money is spent. This is good becasue it starts to root out inefficiency. We are now at the maximum tax levels sustainable by society. Further tax increases are regressive, hurting the economy, and so government are going to have to cut. Having a visible fee makes it easy to justify or not and is a good financial discipline.

So, eco fees are really just another tax, (or a "levy" as a politician would say) but they are ones that are visible and targetable. Lets see how long they last under scrutiny. It is better to hae new taxes that are targeted than those general revenue ones that you can't justify.

It seems that Mr. McGuinty is getting out of hand. His constant and blatant lies are costing us dearly. We must put a stop to this. We all need to write to our MPP and let them know how angry we are about the HST and the HIDDEN Eco tax. When does it all end? It has got to stop and the only way to do it is to keep complaining by phone, letters, e-mails and demonstrations. We have been quiet for to long and we must take action. I not only blame Mr. McGuinty, what about Mr. Hudak? As leader of the opposition, he just sat there on the sidelines and allowed this to happen! People of Ontario, it is time to rise up and voice our anger. To contact your MPP (member of provincial parliament), just go to the provincial sites of the P.C's, Liberals and NDP. Please, voice your anger. Keep on phoning. Keep on writing letters and e-mails. Do it and don't stop. Ontario is YOUR PROVINCE! Your money pays for these MPP's and YOU are their boss. YOU tell them what needs to be done and YOU tell them how you feel. The provincial election is in Oct. 2011. We still have time people of Ontario. VOICE YOUR ANGER TOWARDS THE HST AND HIDDEN ECO TAX!!!

This is nothing butnother tax grab as McGuinty dose not have the guts to put a stop to it. (he aproves of it)

So to that end start taking everything back to the retailers where you purchased it as you have paid for this priviage now and they must deal with it then.

PLEASE PLEASE do not forget at election time that most if not all Liberals are guilty of this TAX Agression, McGuinty may have thought it up but none of his spineless, gutless, wonders (his Liberal tribe) stood up against it/him and it is our fault as we trusted them, the question is will it be our fault again? If we vote them back in of course it will, I say clean house, NO LIBERALS PERIOD, vote for those who will REMOVE THE HST, but more important who will put into place/Law a RE-CALL avenue where we can remove those who lie, cheat and work against us and that which they promised to do if they should get elected.

To DOUG I hope and prey you are right but we have to over ride all those who vote Liberal because their grandpa did their dad did and so they will do as well, you know all those who have no mind of their own and can't see the end of their nose to spite there face and we all know their out there!!

Is this fee applied across the country or in Ontario only? If it's only in Ontario I will be going to Quebec to buy items with the larger fees.

This is ridiculous... I mean. I give up. No matter who we vote in this will never end. I'm going to go back to an agrarian lifestyle... Who am I kidding? They just levy me for being to good to the environment. Ugh... I'm tired of working just to lose 60% of my wages to either income tax of taxes when I purchase things.

since I'm paying for proper disposal up front I will ensure all hazardous products leaving my house will be placed with my household garbage and end up in a landfill.

How stupid ...

For the 675 ml of dish soap which is used daily, 674.5 mls eventually goes down the drain. Is that harmful?

Then they want to set a levy on the remainder 0.5 mls to ensure the container is disposed correctly.

Its a government initiative so it doesn't have to make sense or be logical.

Wonder if there is a person at the other end of the blue box sorting out different containers?

This eco tax might have some merits if it was used appropriately. As a population, we are over taxed and keep paying for measures who do little to protect the environment. It is too simplestic to believe that if we tax medications, oils and other polluting substances, we the public would dispose of these products appropriately. This eco tax will not stop anyone from throwing their expired medication down the toilet because there is no incentive to do otherwise. The LCBO added a bottle fee to ensure that these bottles would be returned instead of finishing in our city garbage dumps. This is in my opinion just another money grabbing scheme who does nothing for the environment but a whole lot for the industry charging these fees.

Just another tax grab. Maybe if there was proof that this was going to help then maybe I would support it, but I can not. TOO MANY LIES. The morons in Toronto will support the Liberal government just like they did last year in a by-election, because the Liberal government continously pumps money into Toronto. Remember you have a voice, speak up. Remember HST TAX, HEALTH CARE TAX and this new GARBAGE TAX.

McGuinty and his white collar union supporters think that the public are total sheep and will quickly forget about the HST and now the eco fees.

Wrong!! This is why we collectively elected Mike Harris in the first place and it is why we will get rid of McGuinty come next election.

Wait for him to start shovelling out the money to bribe us as the election nears.

Tax or levy who cares. It is an additional amount of money that we have to pay for certain products to do something with them when we are finished with them. My question: How does my paying a few cents on a can of paint ensure that it is disposed of properly? I have received no instructions from these stores as to how I properly dispose of these "hazardous" items. My solution is to return all empty containers to the store that charged me the "tax" in the first place. My other solution is to buy everything I can in the US whre it is generally cheaper by about 30%.

I just wish policitians would try to be honest.

Soon your receipt for a can of Peas will look like this:

Peas - $0.19.
Peas shipping fee - $0.15.
Peas can fee - $0.14.
Peas admin - $0.42.
Peas - Fair Trade Fee - $0.10.

TOTAL PEAS: $1.00.

Of course, all we'll get to see on the ad and shelf is $0.19...
