A UN climate conference is moving into its final hours, seeking to release millions of dollars to help poor countries adapt to the effects of climate change.

Despite facing heated criticism from international delegates trying to negotiate a pact to deal with global warming at the UN climate conference in Poland, Canada's environment minister insists Ottawa is being "constructive" at the talks.

Environmental groups have called Canada's position at the talks "shameful," saying the Canadian delegates are acting like spoilers at a time when other world leaders are trying to cope with a serious problem.

During a short telephone interview from the conference, Environment Minister Jim Prentice thrice said Canada wants to be "constructive."

"We very much want the world community to arrive at a final binding agreement in Copenhagen in 2009," he told CTV's Canada AM on Friday.

Prentice went on to note how UN Secretary General Ban Ki-moon told him that Canada has played an important role "historically" in international affairs.

However, international leaders have said the current Canadian government appears to be thwarting negotiations, with one world leader going so far as to say Canada is "blocking progress."

"I think they're definitely disappointed," Megan McKeen, a 17-year-old youth delegate at the conference, told Canada AM on Friday about the international community's reaction to Canada's unpopular stand.

"Canada should be in a position where we are stepping up and showing leadership. That's what developed nations are expected to do in a situation like this."

European countries are calling for a 20 per cent reduction in greenhouse gases by 2020. While the Canadians have said they would go along with the target, they won't set target levels to 1990 figures, which many developed nations say are needed for an effective agreement to curb global warming.

Even here at home, Harper's Conservative government is facing a backlash from the native community. Canada was only one of four countries in the world not to include language recognizing the rights of native peoples in a conference plan to deal with deforestation.

Prentice said his government is concerned about the "drafting of the text" as it relates to aboriginal issues. He said Canada "fully expressed the ability of aboriginal peoples to be consulted in these issues."

McKeen said Prentice needs to do less talking and provide effective action.

"I can't say we're pleased with the talks," McKeen said, noting Prentice acknowledged the importance of the youth delegates at the conference.

"The best way for him to acknowledge us is to commit to the targets and help us," she said.

The conference in Poznan, Poland, is expected to wrap up Friday with an aid package for poor countries to adapt to the effects of climate change.

The international community is trying to come up with a binding comprehensive environmental deal by next year to replace the Kyoto Accord.

Canada should be leader on this issue, it's unfortunate that we're not. And I cannot believe I am still seeing people not having any concern for the environment. I think it's pretty obvious something is happening with our climate ie: (it's the middle of December and it is going up to about 15 degrees C on the Atlantic Coast!). We've got to wake up here people. We only have one planet Earth, and we have to take care of it. Without it, we and everything thing else in this world, would not exist.

190 nations are represented at this conference. Canada won several Fossil awards at the Bali conference. There was a leaked federal document instructing negotiators to "block talks". We are a shame!

800 U.S. mayors have signed on to Kyoto. We have a Conservative party and leader mainly from Alberta who have the oil companies in their pockets.

Get informed and read Thomas Friedman's new book "Hot, Flat and Crowded" why the U.S. should go GREEN - he is the top award winning economist. It has been proven to be good economics to develop alternative green technologies. Canada should be leading the world on this.

Obama gets it and is on record he isn't interested in Alberta's tar sands. Ed Stelmach is desperate to drill more oil, removed royalities & has been flogging the tar sands in Europe. Very shortsighted, Alberta will be a "have not" country like Newfoundland after they overfished the cod. The cod never came back.

Why the reluctance to bail out the auto industry. It is from the dinosaur age. Friedman says it is like announcing mail order catalogue business on the eve of EBay.

In a few years time you will see the wisdom of Stephan Dion's carbon tax. We have it in B.C. Every economist acknowleges it is the way to go, not just from an environmental standpoint but economically.

Obama let it be known he was going to introduce a cap and trade system and two days later Harper says Canada is going to have cap and trade. Not very original, he will be under pressure from the Americans to do something about climate change.

not acting at this conference could seriously hinder canada's progress in the future. climate change is real whether you like it or not. and even if it wasnt, the rest of the world believes its real and is committed to doing something to mitigate it. canada will only hurt itself by doing nothing. this could be viewed as an opportunity to begin investment in new renewable energy resources and green jobs. The US is about to make a transition that to most people will be hard to believe. canada should get some sense and get on board. the government's actions just go to show that the right wing is the wrong wing. look at where it got the us....

Sure.We can fix this by following Europe.Maybe we can emulate China.If they get a free pass,why wouldn't we?
No.I'm not denying that climate change is real.I am denying that Europe,or David Suzuki,or Al Gore have any really useful solutions.And I am denying that Kyoto was properly negotiated by out team.It is well recognized that Canada got a bad deal there.Just like Afghanistan we ended up at the bottom of the pile.
You like Europe? MOVE.You think China should get a free pass,BUY more of their cheap crap.After all,it seems many people think a car built in Canada creats more pollution and GHG's than one built in China.
Trust me,if I saw that "magic bullet" in Canada,I would be the first to jump on the bandwagon.I look forward to solutions that will work.But sending truckloads of money to China so their workers can make the steel we need,and our workers collect welfare is NOT an option.
We do need to move.But those moves need to be cautious and prudent.If they are not,a decade from now we could easily be looking back on a huge mistake.Very littel progress,and now,an economy that can't afford to change directions.
WE must not be driven into poor choices by extremists on either side of this debate

I'm glad this is starting to get some coverage. Canada is being very unhelpful at the negotiations. Since global warming became recognized as a threat, Canada has consistently responding by pumping up our emissions like crazy while other nations acted more responsibly. We should acknowledge our past reckless behavior and correct it by adopting 1990 baselines.

Prentice is following along with his leader. I was in Europe in the summer and Canada has tarnished its reputation under Harper. For those who write about leadership, we in fact have thrown Canada's leadership reputation under the bus. To believe we are building a good reputation is delusional. It must be pretty hard for Prentice to go to these types of meeting and to represent Canada. I mean, Canada backed out of the Kyoto Accord and has been standing around on the global warming crisis ever since. Instead of leading by example, Harper would rather throw up his hands and say that Canada can't do anything while China and the U.S. don't do anything.
Meanwhile, a moderate Conservative like Prentice is left to hold the bag. Poor guy, like the loner on the playground!

Canada is already doing its part to minimize greenhouse gases. We have a devasted auto industry that can no longer produce gas guzzling cars/trucks. Oil fields that will soon shut down due to the low cost for oil. People out of work that no longer have to commute and pollute. We should put more regulation in place so we can lose more jobs to China and India that have no targets and regulations. More lost jobs means less greenhouse gases. Great plan people. If you support Canada signing on to Kyoto give you head a shake.

To "New World" No way will the US ever get to sign on for any Global Environment agreement. For example. Texas has a huge Natual Gas field that just happens to be under an existing City. So the Oil company is allowed to buy a house and raze it, to set up a drilling rig. How's that for being neighbourly?

I'm a little concerned by the number of times "taxes" and comments about how other countries shouldn't have an opinion on us because it's our country and what we do is what we want to do with it. It makes sense, who wants to be told what to do? But it's the same dangerous mindset that's reminiscent of how the US ignored the varying international opinions on their foreign policy. Let's say that global warming is indeed real. With that assumption, it has the potential to harm everyone including ourselves, and the 3rd world countries would suffer most (as usual, when problems strike). That's why the "they don't pay our taxes" or "we dont want to waste our tax dollars" approach is dangerous and isolating from a global perspective. Let's say the issue is a health issue, like the AIDs pandemic in third world countries, and if we weren't doing enough. It'd be much more difficult to use the 'tax' argument. I'm not saying these two issues are the same thing, but we need to recognize that if true, global warming has the potential to bring harm to many people around the world.

Don't believe anything the enviro-lobbyists say. European nations are backing away from their commitments because they are finding CO2 cuts don't do anything but hurt their economies unnecessarily.
1998 was an unusually hot year - since then, for a decade, temperatures have not risen - the tendency is cooling.

Scientists - especially those with some understanding of the atmosphere and earth-atmosphere interface - are increasingly questioning the theories promoted by IPCC. Those theories are supported only by computer models.

Canada has been wise to avoid the Gore-Suzuki hype. Neither of these know anything about climate.

There are high expectations of the federal government to solve the climate change problem,but realistically much of the decision making takes place at the municipal and provincial levels.There are many progressive options available to effectively impact not only global warming but to reduce pollution which is such a burden on our health care system.The problem of waste management can be solved through not only reducing what is going into the waste stream but it can go one step further through high tech incineration or the latest technology,plasma gassification.This will not only reduce our carbon footprint (as there will be fewer trucks required on the road)but will result in the generation of electricity.The biggest hurdle is the N.I.M.B.Y.'s (not in my back yard),many progressive people have came forward with solutions only to have them rejected by those who do not understand these new technologies or aren't willing to do their part in supporting their community.Plasma gassification is being utilized in not only retrieve energy from garbage but also from other biomass' such as coal,wood and manure.This technology in particular has been proven to be most efficient not only as an energy producer but has little environmental impact in comparison to most current options.There is also windmills,which they say are highly efficient in the great lakes basin.But I see not only an unwillingness from government but also from utilities.In Ontario we have Ontario Power Generation whch,like the Ontario government is highly lobbied by the nuclear industry and the uranium mining companies.It has been said that Ontario could easily exceed its current hydro demand several times over with wind power but we are planning two costly new nuke plants.The city of Toronto could save millions and also earn millions on plasma gassification,yet they continue to haul to Michigan.

somebody here asked "why we're not allowed to create our own environmental policies". Though the concept on it's own makes sense as in 'why arent we allowed to control what our own country does', we need to realize that the environment is a global issue. That's the reason why there's so much pressure on countries that delay an international agreement in environmental policies. From the perspectives of environmental scientists, our degree of contribution to this issue albeit a small percent of global contribution is still a contribution to the overall global picture, and that's why it's important to have Canada on the same page as the rest of the world.

Another thing to mention is people keep mentioning about how global warming is a hoax, etc. Maybe, maybe not, it's hard to tell at the moment. However it's proven that the scientific mechanism behind global warming is real. Greenhouse gases trap heat, with gases like CO2 and methane being main contributors (methane is a stronger greenhouse gas, but CO2 has a stronger overall contribution) and the theory is sound, with increasing greenhouse gases. Sure it's convenient to blame the melting ice, temp. changes on natural cycles, but it doesn't negate the fact that the scientific process of heat trapping is proven. It's just a matter of how much we actually are contributing, and if it is significant. Remember many people took ozone depletion as fake, until it was literally proven to be happening.

I guess I could say, this is probably the one area that Harper's government has disappointed me in. The lack of commitment to take progressive action and work with the global community for an international framework to tackle the issue. I do agree that developing countries need to be involved, but so does Canada.

We as a global community need to really get down to the basics of things. God has never, will never and can never intervene to either cause or undo a climate catastrophy. I think that the major problem with religious thought is that prayer works, or God can do things, or that since god exists: we can do whatever we want, cuz god wont let it get out of hand.

Once people realize the historical fraud and global delusion of religion, real progress will be made on a lot of issues: including world peace, poverty and climate change. 'Gods' are as viable a solution to problems as buying lotto tickets is a retirement plan. Except a lotto winner actually exists.

Its time that Canada is isolated for this morally bankrupt stance. It takes 2 barrels of oil worth of energy to produce one from the tar sands... do the math. The tars sands are not viable with present technology and the Conservative/Reform pro-West govt knows it. I suspect Obama also knows it and has plans to reduce US imports of Canadian oil as he ramps up renewables. Harper can only hope to stall for time now but his energy policy, as well as his time as PM, are doomed.

Who is this "world" who is disappointed with Canada?
Is the headline based on a comment from a 17 year old? If so, most from that generation have been brainwashed by Al Gore's fraudulent attempt at creating a lucrative new industry -from which he has profited handsomely.
Did someone ask 6.6 billion people for their opinion, or does the article simply reflect the arrogance of a select few who are on a mission?
Of course we must not pollute the world with human activities. It's where we live! However, this mass hysteria is insane...not to mention the hillarious sense of self righteousness and importance radiating from these people. Why did you travel to a conference in a global warming airplane instead of walking to work or school at home?
BTW, I have worked in the renewable energy field for more than 25 years.

I’m disappointed by the “world”.

Considering that Canada’s total contribution to “world” greenhouse gas emissions amounts to just under 3 percent, isn’t the “world” being just a little disproportionate with its appropriation of responsibly?

And perhaps, dear Megan, letting the “world” box us into a corner wherein we make 97 percent of the sacrifices in the name of “leadership” is exactly the game a cynical world needs to deflect attention from the true reality.

This is a global problem that will not be solved until everyone accepts their share of the pain. Even Obama has said as much.

Harper is a failed disgrace. I think what tipifies the ultimate act of failure was that Harper sent Ambrose to the international conference on Kyoto to chair the meeting to withdraw our participation.

Jake...there's far more evidence of climate change than god. Funny how you'll take the word of a 1700 year old book, but not that of 2000+ scientists (real climate scientists...not the pretend ones the energy industry has spreading ridiculous propaganda about climate change) when they say that life in this planet is in trouble.

It sickens me that people choose to remain so ignorant of this problem. You throw out the most ludicrous points to "prove" climate change is a hoax without a clue that what you're saying is wholly irrelevant or downright ignorant. Just yesterday...people screamed hoax as it snowed in New Orleans. For god's sake, climate change doesn't mean it's going to stop being cold OVERNIGHT. That it's going to stop snowing.

Funny that the same ones that scream hoax have nothing to say about the double digit temperatures in Eastern Canada...almost consistently 10 degrees ABOVE normal.

Climate variation exists. We're coming out of a La Nina event...that will make the continent colder...that will make it snow in New Orleans. But no...the ignorant naysayers would rather apply it to climate change.

Educate yourselves. The problem is real. Research the facts from the scientists, not from the energy sector. Learn that CO2 varies between 180 ppm (ice age) to 300 ppm (peak of warming. Learn that we are at 387 ppm and climbing at 3 ppm a year (a rate that would take nature 1000 YEARS!!!!!!!!!) Learn that nature spews 200 million tonnes of CO2 into the atmosphere while mankind spews 30 BILLION tonnes. Learn that melting ice water will slow or stop the Gulf Stream making Western Europe colder (it has slowed 30% in last 12 years). Learn that events are happening much faster than was predicted even five years ago.

If the "rest of the World" is disappointed with Canada (I don't think enviro activists represent the rest of the World) then our government must be doing something right. As time passes more evidence is revealed to show that global warming is an AlGore/David Suzuki hoax.

Today the US Senate will release a report rejecting the UN IPCC position. It is signed by 650 leading scientists including members and former members of the IPCC.

Yah Canada should add third fourth and lord knows how many languages to accomidate the native population. We really need that, when we have a hard time coping with the two we have. What does that have to do with climate change anyway.

What the europeans are saying is that you should do things our way. Well maybe your way isn't the best.

They also want us to hand over our tax dollars to countries like China, when a lot of what Canadians buy is made in China. They wasted millions on staging the Olympics.If they have money for that they can pay for their own climate clean up.

Harper has led Canada into a position of proud global leadership. In light of this new strength, we no longer need to be concerned with "disappointed" environmental socialists and those countries that adhere to a flawed global warming fear tactic!
