Stephen Harper continued touting his low-tax campaign message Sunday by announcing that a re-elected Conservative government would create a $500 fitness tax credit for adults -- but after the budget is balanced by 2015.

He also promised to boost the children's credit from $500 to $1,000, a change also to be enacted once the government gets back to balanced books.

Earlier Sunday, it was reported that the children's credit would take effect in a Tory government's next budget. However, the Conservatives later clarified that both credits would come into effect when the government erases the budget deficit, saying there was a mistake printed in their campaign literature.

"A re-elected Conservative government will enact both of these measures before the end of our next mandate, because our approach is clear -- when we can afford it, we will lower your taxes," Harper said, while children practiced martial arts behind him at an Ottawa gym.

The children's fitness tax credit would cost about $145 million annually, while the adult credit would cost about $275 million per year.

A panel of experts will determine the activities that qualify for the credits.

"Canadians said yes when, in 2007, we brought in the tax credit for children's fitness and athletic and sport activities," Harper said. "It gives a tax break to hard-working parents, while providing an incentive for our children to develop healthy lifestyles from a young age."

The delay for the credits mirrors a qualifier in an earlier campaign promise made by Harper. Early last week, the Conservative leader proposed an income-splitting measure that would allow eligible families to share up to $50,000 of their household income for tax purposes.

But as with the adult fitness credit, the income-splitting measure would not be brought in until the budget is balanced.

Sunday's campaign event was held at an Ottawa gym frequented by a number of MPs, including Conservative Pierre Poilievre. Over the weekend, a number of campaign signs belonging to a Liberal candidate running against Poilievre in his Ottawa riding were vandalized. Someone had used black spray paint to draw crosshairs over candidate Ryan Keon's face.

Conservatives denied that their party was involved in the graffiti, which Harper denounced at Sunday's event.

"Defacing other candidates' signs is not acceptable for any campaign," Harper said. "Our campaign does not have the time to do that, we have enough to do to get our own signs up."

Despite the negative development, Sunday's affair was largely light-hearted. At one point, Harper and his wife, Laureen, held padded shields as kids practiced their martial arts moves on them.

The Conservative leader and Poilievre also played a game of ball hockey with a group of children at a local park.

Hey Old Ted...lol! when the Liberals were last in power they were running large surpluses and were paying down alot of debt, which has saved Canada 100s of millions in interest payments. The Conservatives took over and are now running huge deficits, the same way the Conservative Mulrooney Government did. You Conservatives have a Scandal to thank or you would never have come to power in the first place. I don't vote for one party, I voted for danny Williams in my fine Province, I can't trust Stephen Harper.

Bunch of party hacks.That being said, as for your comment that being liberal means you can't understand how to live within your means is quite a broad brush stroke. I am fiscally conservative, conservative about crime but liberal on just about everything else. No debt, bunch of investments, etc. So you had me on the one post but lost me on the second. In my opinion, this current government is not exactly responsible on the fiscal terms either. Would the liberals do better? No idea, as they are the opposition and not the current government and to say otherwise is supposition. As for the topic, I dont think this tax credit is any use, there are free ways to get kids to exercise and there are free ways for adults to get exercise too.

A little fitness credit is a good idea. Fitter people cost our health care system less. The big difference between Harper and Ignatieff is that Harper offers modest benefits along with a plan to pay for them so the commitments can be kept. Ignatieff on the other hand promises grandious things which can't possibly be paid for without driving our businesses either bankrupt or out of the country; and ultimately burdening all of us with higher taxes along with fewer jobs.

I find Harper has shown himself to be dishonest and his campaign promises are not great anyways.His cabinet ministers are not to his credit as he seems to surround himself with people who keep the truth the themselves as well. Even those who are not fond of the liberal leader might want to give the liberals, a more credible party a try. If Harper gets in again he will be even less likely to work well with the other political parties. Canada deserves better.

I have just watched Daniele Hamamdjian ridicule poor Mr. Harper over the fitness program. I have ran soccer programs and taken many kids and young adults on field trips. Many of the soccer stars on teeams could not afford the club fees but we never rejected anyone. I was a middle income earner (now retired) and have payed for many meals and supplied all the gas for all the trips. Unless you are a parent, spending lots of money on fitness programs like soccer, hockey, etc, you will never understand that this small break is a good thing. shame on Daniele Hamamdjian for her narrow and obviously biased view. Yeah, the fitness program can help.

I would really like to hear how Mr. Harper plans on balancing the budget rather than looking at what we can have once it happens. When the books are balanced, the perks are limitless. I would say, balance the books and cut the GST to 3%. Better yet, get rid of the gun registry, cut the Senate, or better yet get rid of it. I really like the removal of the party fees of 2.00 per vote, i don't get paid to go and vote why should anyone get paid for my vote. Come on Mr. Harper, give us the how it's going to happen. Harper has tried to keep his word (surprising he accomplished anything being a minority), he did manage to reduce the GST for example, I trust Harper because he has proven to be capable. Would I trust Ignatieff not to raise taxes? No because of what McGuinty has done to Ontario: Ontario Health Premium implemented months after Dalton McGuinty was elected in 2003 on a promise to not increase taxes: McGuinty promised not to decrease any health services covered by OHIP, and also not to raise taxes, he did both on the same day by implementing the Ontario Health Premium and delisting coverage of Optometry (Eye), Chiropractic and Physiotherapy Services for Ontarians: McGuinty eHealth Scandal - That cost Ontario's Working Families a Billion dollars in wasted tax dollars: McGuinty Slush Fund Scandal - Where Dalton McGuinty's Government gave $32 Million to Liberal friendly groups (in the form of Government Grants) over a 2 years span with no formal application process and no accountability for how the money would be spent: McGuinty Children's Aid Society (CAS) Scandal - Where on the McGuinty Government's watch, Ontario working family tax dollars that were supposed to go towards vulnerable children in Ontario, were instead squandered on Luxury Vehicles, All-Inclusive Luxury Resort Vacations to the Caribbean and other vacation destinations, Gym Memberships and Executive Allowances for CAS Management. Slow and steady wins the race. At least the Conservatives are cautious while saying that we need to cut the deficit before taking on any new huge spending initiatives. The Liberals, on the otherhand are announcing huge new spending for anything and everything that comes to mind. Who will pay for this, why us, of course. The savings they think they will have by increasing business taxes is nowhere enough. Childcare alone was said to be 16 billion. Plus who needs childcare if you don't have a job? FACT: We are in the midst of the greatest economic downturn since the 30's and despite some break in the clouds, the darkness will continue to loom as long as the US(our biggest customer) continues to decline which it is. FACT: Unprecedented unrest in the Middle East grows daily. IMHO: It is better to conserve, save and pay down debt than spend 8 Billion in new freebies for the "me too, I'm entitled to it all" folks in this great country who will bankrupt it for our children's kids. Instead of a tax credit, why not put money back into schools and phys ed.? I know, I know...provincial/federal; but those lines have been blurred before.A tax credit is a cheap way to sound like you give a ****, when in reality, you are hoping for people to lose receipts or just not bother sending in for little bits. And they are only good for the people who can afford to put their kids in organized sports in the first place, or for cities where sport are available. I'd LOVE to see some incentive$ to bring more sport to smaller communities.

@CraigW The conservative had balanced budgets before the recession... 14 Billion surplus in 2007. Debt was from stimulus spending that the Liberals voted for with the conservatives. The balance budgets from the liberal governments in the past came from Harpers plan to cut spending in the early 1990's in his PC campaign. He promised to eliminate the debt in 3 years back then. Jean Chretien used fear that the PC party would have massive social cuts, and he won the election. Then some economy's in Europe started to have problems with debt as as well as mexico and Chretien had mass social spending cuts and then he balanced the books in 3 years. But hey thats just history most liberals are probably to young to remember. . . I also find it funny that the Liberal Premier is cutting corporate taxes to create jobs but the Federal liberal leader is hell bent raising them.

Tax credits are nothing more than empty dollars to the average voter. Forget the fact that these tax credits MAY come into effect WHEN the budget is balanced (which the Cons have a horrible record in Canada for not balancing). On your tax forms, you can't actually get this money back. And when you calculate the refund as a result of this, you get but a portion back, not the full amount as a non-refundable tax credit. This election is about the now, not 5 years from now. Harper scoffed at the Liberals in the last election for making promises for the future, and yet here he is doing the exact same this time around. If you buy into his "future" non-refundable tax credits as a great idea, perhaps you should look at the system. Why are you relying on the government to pay for your kids physical activity? Why can't you pay for it? Perhaps because you are paying too much tax. Over half of your hard earned money goes to the government and yet the simple minded are easily pleased with "possible" non-refundable tax credits that won't actually yield $500 in your pocket. We, the voter, pay too much in taxes and the government is playing games with your hard earned money to entice you to vote for them. This is your money, you deserve it, lowering our tax rates (not corporate rates) is the only way you will get it back. Another weak promise from a weak political party. I will say that Harper WON'T be getting my vote this time around. He's doing nothing but playing games with the feeble minded. Snap out of it already and read between the lines!

The employer should be responsible for employee fitness programs, fit employee saves you loss of man hours and a better working enviroment. Fittness at work shoild be manitory just like a coffee break, the amount of money that this save healthcare would be staggering.

Great! Mr. Harper that is a very good ideia... That will encorage youth to be active and healthy. The Liberals just likes to support the criminals. Also Ignatieff wants Canadian tax payers to pay for somebody elses kids babysiting after we Canadians have already paid for own kids. It is a false promise that will never materialize and it will never be their fault. As I understand it, the books MAY be balanced in about 5-7 years....then these promises made today will kick in? Well, I think this is a good idea. Perhaps it will encourage people to get off the couch and exercise. Once they start exercising, our healthcare facilities won't be so clogged with people who are there due to issues that could be prevented with exercise, like type 2 diabetes and obesity. These things are costing taxpayers billions. We keep looking for improvements to our healthcare system...why not start by taking care of ourselves so we are not overwhelming hospitals...naturally, this doesn't include those illness that are unpreventable.

Okay I am going to sound selfish, but there is rhyme to my reason. I don't have children and I would rather have the tax credit for adults now. I was born with a heart defect that was not detected till I turned 35. I am 50 now and I had my first operation at the age of 40. I went through physical rehabilitation where after a year I was jogging to keep my heart healthy. Unfortunately, the defect is still there and I will need another operation one day, but the more I exercise in all likeliness my second operation is postponed. The point is, I also go to the gym 3 to 4 times a week. I also bought myself a $5000 tread mill 10 years ago that I use when the weather is bad. I have been paying for a gym membership for over 10 years. I also feel its my responsibility to my fellow Canadians to keep myself as healthy as possible so as not to be a burden to the health care system. In this respect make my gym membership tax deductible. I also feel this concentration of tax deduction to families is skewed against other forms of families and singles. If you politicians are going to be promising billions in tax credits for all sorts of things lets put it across the board. Not just one group. I also pay my taxes and am very thankful for our excellent health care system. I do not trust the Harper government to do the best for Canadians with respect to Health Care, For them its all about big business. I am not a socialist, but I know what is fair and our Health Care system is fair.

Platform schmatform. Plank after Conservative plank of blatant attempts to buy votes with taxpayer money. (This strategy appeals to a certain unthinking crowd. Thankfully, while going to that cheap trough for a drink or two, the Liberals are presenting a direction that has to do with the next four years, and not resorting to this level of pandering to win an election.) As far as genuine reality is concerned, this morning brought more disappointing polling news for the Conservatives who still struggle to convince Canadians they deserve a majority, especially with Harper at the helm. They appear caught with a leader who has had a hard time gaining support from "smart" Canadians, and no doubt, should pass on being leader if all he can do - yet again - is obtain another minority government.

Harper really is running a campaign with no substance. A sprinkling of a dozen different tax credits isn't a very solid platform and he has yet to not make something up about coalitions during a campaign stop. Harper has shroud of cloud over his head. The recent revelation that Government asked all the illegal immigrants on Sunsea to pay the smugglers the remaining balance for their trip. Mr. Harper has had a good week but has his work cut out for him in Ont. and B.C.........Mr. Ignatieff was supposed to have the costs out front on his "new" platform but has not been clear on the costs..like the increase in taxes that another liberal has reportedly said will happen...Reports say some large companies are getting ready to pull out because of the Liberals and N.D.P. wanting to up corporate taxes...This could mean loss of thousands of jobs and billions in taxes...Not a good thing to threaten/promise to raise corporate taxes and not give them the break that the Liberals already voted for..yet another Liberal "flip-flop"....A vote for the Liberals or N.D.P. is a loss of Canadian jobs..and a set back in the economy if they gain any power... Overall I'm very disappointed with this government. In just a few years we've destroyed transparancy, lost our respect in the world when it comes to human rights and the UN. We destroyed our ability to collect data on ourselves. Spent a billion on G20 when Britian spent 80million and the US 300million. Spending tens of billions on prisons when crime is down, and tens of billions on jets that nobody has a say in execept Harper. He hides torture documents, shuts down government when it pleases him, and personally attacks anyone who gets in his way. Oh ya and almost all of his top ministers have been involved in scandals. Shame on you again CTV! You did not print the whole story and giving once again an unfair bias to the Conservatives. Yes, Harper promised all of this, but he put a stipulation on it. He said that this would not be done until the 40 billion dollar deficit is erradicated and by his own projections that will not happen until 2015 or 2016. So he is promising something he may never give in his next term as PM!Wake up people! Harper's promises aren't actual promises and by his own word, won't happen unless something else happens. Even his cut taxes promises is "when we can afford to" which may be never. He is trying to win an election while giving his people nothing! Harper is the only logical choice to run the country because we need moderation not grandiose proposals that will place even higher tax burdens on the working class. So far the electoral promises mentioned by Harper seem attainable because they appear to be within a moderate budget. Ignatieff’s electoral promises would require a massive infusion of tax dollars and where would all that money come from? Tax increases to corporations would not cover the cost of what he is proposing so it is safe to assume that tax increases would be shunted to the average taxpayer yet again. Harper reduced the GST by 2 percent, I assume that Ignatieff would not only raise it back to the original percentage but further increase it by 1 or 2 to fund his grandiose platform.

Honestly, this is a good idea. Hockey programs are very expensive and this tax credit could ease some of the burden. BUT (and I do mean but), this should not be a reason to vote Conservative. I'm voting conservative because they're the only party representing CENTERIST points of view. Since the Liberals have swayed so far to the left of the spectrum, they've made the CPC appear far right, when in fact the CPC is VERY center!!!

So this is what I get so far, the Conservatives want to stay the course, adding a few tax incentives until the budget deficit is under control and the Liberals and NDP want to crack open the treasury and shovel out money to people who don't work or contribute to the betterment of Canada. Overall, despite a few stumbles, I am pleased with the job the Conservatives have done for this country. If warious lobbiests, advocates, and wingnuts would stop the fear mongering and name calling (hidden-agenda, dictator, etc) and allow people to consider the facts, I have no doubt the overwhelming majority of Canadians would agree. Regardless, I urge all Canadians of all political stripes to show up and vote-be heard.
