The U.S. Homeland Security chief has clarified earlier remarks that suggested the 9-11 terrorists entered the U.S. through Canada.
Homeland Security Secretary Janet Napolitano made the comments during a media interview earlier this week, much to the chagrin of Canadians on both sides of the border.
In a release Tuesday night following the interview, she called Canada a "close ally and an important partner" and said she was simply misunderstood.
"I know that the September 11th hijackers did not come through Canada to the United States," she said in the statement.
"There are other instances, however, when suspected terrorists have attempted to enter our country from Canada to the United States. Some of these are well-known to the public -- such as the Millennium Bomber -- while others are not due to security reasons."
Ottawa rushed to defend its border security on Tuesday amid the diplomatic scuffle that broke out over Napolitano's earlier remarks.
In recent years, Ottawa has invested a great deal of effort into dispelling perceptions among Americans that Canada's border is an easy entry point for terrorists planning attacks on U.S. soil.
"Unfortunately, misconceptions arise on something as fundamental as where the 9-11 terrorists came from," said Michael Wilson, Canada's ambassador in Washington.
"As the 9-11 commission reported in 2004, all of the 9-11 terrorists arrived in the United States from outside North America. They flew to major U.S. airports. They entered the U.S. with documents issued by the United States government and no 9-11 terrorists came from Canada."
Wilson, who was the keynote speaker at the Border Trade Alliance meeting in Washington on Tuesday, said Napolitano's staff attempted to tamp down the controversy by blaming the comments on a simple misunderstanding.
"Her comment from her people is that she misunderstood," Wilson said, adding that he was planning a personal meeting with Napolitano in the near future.
The furor began when Napolitano was asked to clarify statements she had made about equal treatment for the Mexican and Canadian borders, despite the fact that a flood of illegal immigrants and a massive drug war are two serious issues on the southern border.
"Yes, Canada is not Mexico, it doesn't have a drug war going on, it didn't have 6,000 homicides that were drug-related last year," she said.
"Nonetheless, to the extent that terrorists have come into our country or suspected or known terrorists have entered our country across a border, it's been across the Canadian border. There are real issues there."
When asked if she was referring to the 9-11 terrorists, Napolitano added: "Not just those but others as well."
However, Public Safety Minister Peter Van Loan downplayed the comments and said that Napolitano is well aware that Canada was not the source of the 9-11 terrorists.
"We spoke about it back in March, and we were sharing a chuckle at the fact that the urban myth does circulate," he told CTV's Power Play.
"Ms. Napolitano understood quite clearly, then and now, that none of the September 11 terrorists came through Canada, as the 9-11 Commission found."
Still, that positive outlook wasn't shared by other Canadian officials.
On Tuesday afternoon, RCMP Commissioner William Elliot expressed frustration with the comments during an interview on CTV's Power Play.
"I was somewhat surprised and disappointed," he said, adding he hopes the misconception has been cleared up.
"I understand and am happy to hear that she has issued a statement acknowledging that that didn't happen."
But Thomas d'Aquino, president of the Canadian Council of Chief Executives, decried Napolitano's comments on Tuesday.
"I am a longstanding friend and ally of the United States, but sometimes failures in our two-way dialogue cause me to shake my head in sadness and dismay," he said in a press release.
"The claim that some of the 9/11 terrorists entered the United States from Canada is, quite simply, a myth - an urban legend that began with a handful of erroneous media reports in the days following the terrorist strikes."

Please let's not even entertain any protectionist responses to this issue. Canadian consumers go south to shop because of the cheaper prices. How about resorting to competitive pricing as a solution...that will keep Canadian shoppers at home.

We need to speak our minds and have respect for people. We also need to be vigilant and suspicious of illegal activities and especially Terrorism.
Some people may not like the fact that Canada is multi-cultural. All I have to say to that is we have been a multi-cultural country for over a century already.
Terrorism does not discriminate and we cannot live in fear. My suggestion is to embrace our differneces and be wary of criminal activities by anybody. We all would like to live in a peaceful, democratic and safe country much like I knew Canada was back in the 70's and 80's and 90's.

WHY ARE AMERICANS SO BLOODY IGNORANT IN GENERAL?
And why can't Obama come up with better appointees? Is there also something inherently flawed with Democrats when it comes to isolationism? It certainly seems to be so.
First Obama bickers about NAFTA and now his people say we are the source of 9-11 terrorists. Well, they entered the US via Thailand, Germany/Czech Republic, Saudi Arabia, the UAE and Spain, Ms. Napolitano!

But the US allowed these people to come into the US, via their own borders, not ours.
These people lived among them for years, training as airline pilots, working as legal landed immigrants to that country.
I think more trash has come to Canada from south of the Border (guns, guns and more guns) then the other way around.

the citizens of the usa are not force fed canada like canadians are force fed the usa! we know all about their president (she didn't know the name of our prime minister not did many of her class mates but some did!) and his dog's business!
should we really take stock in what the usa thinks about us right now or should we dam the rivers on our side of the border and stop the flow of oil & uranium & coal? fact is the usa is screwed with out canada's constant support yet our government tells us that we are so dependent on the usa? makes you wonder who has what thoughts in mind for our futures?
just my thoughts on the matter!

1: Ahmed Rassam the "Millennium bomber" sentenced to 22 years in a US prison. He entered the US from Canada using a false Canadian passport. quoting from CTV: "He entered the country (Canada) using a false French passport, later making a refugee claim and receiving welfare benefits. He lived in Montreal and obtained a Canadian passport using a forged Quebec baptismal certificate."
2. Thousands of Tamil Canadians are on Parliament Hill today... "Protesters had been criticized for carrying the flag of the Liberation Tigers of Tamil Eelam (LTTE), the rebel group, which Canada has designated a terrorist organization."
So did the 9/11 terrorists come from Canada? NO.
Does Canada have terrorists? YES. Do they enter Canada illegally and get caught by our bunch? Gee... I dunno. Are there any walking around on Parliament Hill? I suppose the correct answer depends on which definition you want to use.
Does US customs catch terrorists at the Canadian border? ... Sometimes, YES and sometimes we even catch our own "Homegrown terrorists" in Toronto.

As to the "terrorists in Canada",we should be careful about being to smug. After all,the terrorists that brought down Air India are likely still here, living freely as "citizens" of Canada.
And finally,"Heather in Ontario" is right. It is up to American border guards to scrutinize people entering the USA.Our border people check out people entering Canada. However, once again,if Canada does not take the issue of national security here seriously, crossing the border will become much tougher for all of us.If the USA thinks getting into Canada is to easy for potential enemies of the USA,they will have no choice but to tighten up their northern border as well.
Napolitano's comments were out of line. But,at the same time,do point out legitimate concerns about how lax we are about who gets into this country, and how we pander to the rights of those who should not be here at all.
We do have work to do.But I think it goes without saying that the USA should clean up it's own act before they attack us.Somehow I doubt our "illegals" top the 20 million they have from Mexico alone. Not even on a per capita basis.

My philosophy has always been: If everyone cleans up their own backyards, then soon we will have a lovely neighborhood.
As for the terrorists crossing the Canadian border, this was debunked shortly after 9/11. I think that they need to accept responsibility and look after their own actions.
I had thought that Obama could prove to be a different type of leader, but he is as bad or worse than Bush. At least we could see that Bush was an idiot! Obama's administration is just the same old, same old.

Canada is an active member of the UN and NATO and this provides us with some important security facts. First of all, as a member of the UN, Canada is afforded the collective support of other nations which means that if anyone attacks Canada they have effectively attacked all members and will meet with the appropriate level of response. Secondly, as a member of NATO, Canada does not simply have to follow American policies and this is why Canada is known all over the world for our Peace Keeping efforts and are not a direct target of Terrorists as the US is.

I'm still reeling from Ann Coulter's insistence that Canada put troops into Viet Nam!
Maybe, for a more "balanced" consideration, we could get Billy Bob Thornton's take on this.

Well folks, I don't see too many Canadians crawling in the ditches and under the floodlights to get into the US. Do you?
I am a great admirer of the elephant in our refrigerator and thank goodness they are there while we build up our own Armed Forces and defenses that were killed by the Crétien and others of his ilk.
But let's stop infantile musings from a neophyte who has been promoted many levels above her abilities or intelligence.

I know some Americans living in this Country that still believe the terrorists entered the US from Canada. I guess the borderguards were smoking some of the stuff they get from Mexico that day!!!
There are also many Americans that also still believe that statement. Its time to put some clozapine in their drinking water!!!!

She was extremely rigid and she portrayed herself as not amenable to not accepting the truth, namely the myth about the 9/11 terrorists. I have questions about this woman's ability or willingness to comprehend
the complexities of The US
security issues. She was certainly ill-prepared and
severely lacking in knowledge during this interview! It seems paradoxical that on the one hand, Obama is making amends with Chavez and Castro, and
on the other, Canada is being treated as untrustworthy and suspect!
It seems that Obama and Napalitano are not on the same page. By the way, great job, Tom !

Whether or not others have permeated the border isn't public knowledge.
I'm in favour of a clampdown on these cells and curtailing or making more stringent the entry of people from these regions where known terrorists immigrate from.
