OTTAWA — Afghan President Hamid Karzai's speech to Parliament last year was written by the Canadian military as part of an "elaborately staged political stunt,'' the NDP is charging.

The claim, based on heavily censored access-to-information documents, ruffled diplomatic feathers Tuesday and prompted a strong denial from the Afghan ambassador in Ottawa.

Dawn Black, the NDP defence critic, said the documents indicate military advisers were asked to prepare an initial draft of Karzai's speech, delivered on Sept. 22, 2006.

"What Canadians heard was not the voice of the Afghan people, but the talking points of the Department of National Defence,'' Black said.

"I find it incredible that any foreign head of state would be handed their remarks by the host country's military. It's totally incredible to me. When our prime minister visited the Parliament in Australia, I can't imagine the remarks were prepared by the Australian government.''

Black quoted a situation report from Task Force Afghanistan as saying: "Team prepared initial draft of President (Karzai's) address to Parliament 22 Sep.''

And Gen. David Fraser reports in the documents that: "key statistics, messages, themes, as well as overall structure (of the speech), were adopted by the president in his remarks.''

Afghan ambassador Omar Samad bristled at the allegation.

"I can say something simple and say it's laughable and I could say something a bit more serious and say it verges on being insulting.''

Canadian diplomats may have been asked for input as part of the the normal planning process prior to a state visit, Samad acknowledged.

"I have no knowledge of that, but it is customary. Diplomatically, governments talk to each other at all levels.''

But the ambassador said he and several other Afghan advisers, including the president's chief of staff, prepared their own versions of the remarks and the final speech went through several drafts, which Karzai edited himself.

"He personally added and took things out and we worked on it for several hours before he delivered it,'' said Samad.

In the speech, Karzai thanked the families of soldiers killed in combat and painted an optimistic, but not rosy picture of his country's future.

He also took direct aim at NDP Leader Jack Layton's opposition to the war, saying that those who believe the mission was weighted too heavily toward combat and not enough toward reconstruction were wrong.

The documents released by the NDP suggest the Canadian military's strategic advisory team -- a 15-member group that has been helping create and train a new Afghan civil service in Kabul -- was the organization that provided the draft of the speech. The unit also apparently provided a communications officer who accompanied Karzai's delegation on his trip to Ottawa and New York.

Calls to military officials went unanswered Tuesday, but a spokesman for Defence Minister Peter MacKay dismissed the claims as political sniping.

"The NDP's attempt to undermine President Karzai's integrity shows once again its willingness to say anything as it opposes Canada's commitment to the United Nations and NATO to help Afghanistan,'' Dan Dugas said in an e-mail note.

"President Karzai's speech to Parliament was an eloquent and heartfelt thank you to Canada for the sacrifices of its soldiers in helping Afganistan live in freedom. That a visiting dignitary's office would want facts and figures to deliver a speech to Parliament is neither a precedent, nor a surprise.''

Black said she plans to call for an emergency debate on the issue in the House of Commons when Parliament resumes next month.

She also said she will seek an investigation by the Commons defence committee into the military's communications campaign.

The revelation about the speech raises questions about Karzai's meeting with Canadian reporters last week and his impassioned plea for combat troops to remain beyond a self-imposed February 2009 deadline

Journalists embedded with the Canadian army in Kandahar were flown by the military to Kabul for a sit-down interview with the president.

A Foreign Affairs official said the group interview was offered by Karzai's office following individual requests from several news organizations. Those requests were passed to the Afghans through Canadian diplomats in Kabul.

"There has been speculation about the resources that the Department of National Defence is pouring into trying to sell this mission to the Canadian people,'' Black said.

"I never thought that the Canadian military would go this far. This raises serious concerns about the independence of the Afghan president and origin of his recent comments to Canadian media in Kabul.''

It hurts me to think that a political party that has been around for a long time doesn't know the process for foreign visits. This is not a story it is protocol, we offer they take what they want and edit. Junior staffers know this, every journalist in Ottawa knows this; why does the NDP Defence Critic not know this? This exposes a frightening level of incompetence.
We are paying these MPs to know their jobs and the evidence is mounting that they have no idea what they are doing.

If I was an NDP member at this juncture, I would be hanging my head in shame; if I was a Taliban I would be overjoyed that an incompetent MP was trying to destroy the credibility of the Afghan government within a nation that supports it.

What is clear to me is that the Government of Canada/Conservatives are pulling out all the stops to twist Canadian opinion on the mission in Afghanistan..luckily I have the utmost confidence in average everyday Canadians that they will see everything for what it truly is..I expect Canadians will vote according to their core values and not be tricked by fancy public relations. Canadians have held steadfast that they disapprove of the combat aspect of the Canadian mission going beyond 2009 and no sleight of hand will change that. I am horrified that the government would even try to influence Canadians. Their role is to direct Canada in the direction Canada wants to proceed. The message from Canadians is loud and clear. We want to leave Kandahar in February 2009. Period ! This is a democracy and I would hate for Harper to put his government on line over Afghanistan for he will lose. Canadians clearly understand the Harper message....we just dont agree with it..end of story.. all the communication in the world wont change Canadian values or opinion. Canadians support Afghanistan in re-development and diplomacy and if this was all about human rights etc. then why arent we in Sudan/Darfur ? The atrocities there are even worse.

I for one am glad that there are some MP's willing to take the time and dig to find out what really
is going on 'in Ottawa'. I had read reports about Karzai's government being just a puppet regime with A LOT of corruption. I think this adds to those allegations.

I must take issue with the following statement by DW: "Also the NDP should start backing up the troops and stop bad mouthing them." When has the NDP ever said anything negative about our troops? The NDP are simply being critical of a Canadian government agency, the Department of Defence. This is why we have opposition parties; they keep the governing party in check. Frankly, I'm appalled with people who claim that parties like the NDP, the Bloc and the US Democrats don’t support the troops. There is a clear difference between not supporting the US led Afghanistan mission and not supporting the Canadian troops. When we want to bring our troops home, we are considered to be “unsupportive” and un-Canadian. Why do you think the NDP want to take the troops out of Afghanistan? It is simply because the mission is extremely dangerous; honestly, Canadians are losing their lives over there and we're sick of our troops coming home in caskets. The NDP is looking out for safety of the troops. When a speech is formulated by a government agency to help mobilize public support, there is no harm done. I understand that government’s are trying to demonstrate the legitimacy of their actions. This is completely different however. In this case, the Afghanistan government did not write this speech. It was written by the Department of Defence. They "used: the Afghani Prime Minister as a puppet to convey this message. This is an intrinsically immoral tactic. When a speech is used to manipulate the public's perception of a mission, it is propaganda. It resembles the ideology of World War II concription "You're either with us, or you're not". Unfortunately, it is not that clear-cut this day in age. I believe the NDP are doing nothing more than their political duty, which after all is to act as an effective check on the government. If you do not like the NDP and what they stand for that is your right. Keep in mind however, that 17.5% of Canadians gave the NDP their support last federal election and as a result, we are entitled to our opinion. Our opinion is: NO TO THIS MISSION, BRING OUR TROOPS HOME!

Well I'm glad someone in Ottawa actually looks for these types of things. I do not think it is the intention of the NDP to make the military brass look bad, but if what they uncover does so it is not the NDP who should be ashamed, but the military brass.

Ian B, no one in uniform I know has ever said that there can or will be a military solution, for you are correct success will eventually come form other efforts. That said, without the military, at this time, there is no hope to implement any form of development. As for the NDP supporting the troops, sorry to pop your bubble, but no they cannot support me if they do not believe in and support what I do. They may have empathy for the stress and strain my family and I suffer as I conduct military missions on behalf of the government, but they are not supporting me. To support me means that I must feel and notice the support, which from the NDP I do not.

I am certainly not an NDP supporter but look forward to the political posturing resulting by this news. Harper does control the activities of the House and maybe the NDP has proof yet again even though it is bound to be denied!!

This doesn't help when NDP make assertions like this. It does not help our soliders in Afghanistan. I think is time for the NDP to support our troops, then go against them.

What a shame... Is Members of Parliament supposed to help govern this country? I would love to see all those intelligent leaders put their personal agenda aside a work with all parties to achieve what this country has to do. In this present case, do we assume that Mr Harper, Mr Dion, Mr Duceppe and Mr Layton write their own speeches and don’t get any impute else where? Get real! We are in Afghanistan to limit the terrorists and to help the Afghan people. So what if in the process, our Canadian officers or officials help write such a speech in the interest of the Afghan president? I would ask all MPs to stop arguing and making stupid statements and to help govern this country like it should be. At the moment, they (Opposition parties) are making fools of themselves and this reflects on all of us. Food for thought.

I woud not be surprised at all if the NDP is right. To say that the NDP is always bashing the military is simply wrong. For all you right wing warmongers out there here is news flash - there is no military solution in Afghanistan - also it is possible to support the troops and not the mission of folly in Afghanistan - and for all you NDP haters out there you better get used to a voice of reason before you go sign up and head to Afghanistan.

I am completely insulted by this claim! As a serving member of the CF, I do not expect any kind of pat on the back from the NDP, but when they manufacture a scandal to embarass those of us who serve our country, they gain my utter contempt!Dawn Black is the worst! I demand that she be investigated for fabricating this story and for slandering all who serve in the Forces. I also demand she do the honourable thing and resign her seat!

Why am not surprised - Harper pulls strings and the generals jump. So much for common sense. As an ex soldier, I regret the political interference in the military and THAT is why I left after 10 years of service. Too bad it hasn't changed. Harper only made it worse.

I think that perhaps the NDP is grasping at straws to make the military look bad. Just think that maybe President Karzai was just adding to what he had heard and is in agreement. Also the NDP should start backing up the troops and stop bad mouthing them. They could also go and see what is going on over there and not just repeat what the rumour mill or media has dreamed up. Or even go and talk to the troops that have been there.

Here we go again, the NDP have nothing better to do than, look for information that the general public would care less if Snoopy wrote it. Maybe the NDP should spend more time figuring out how to win more seats than looking to see who wrote what speech.
