The judge who presided over a citizenship reaffirmation ceremony at the Sun News Network says he had no idea six of the participants were bureaucrats.

But it wouldn't matter even if they were because all Canadian citizens are welcome to take part, said Aris Babikian, reached by phone in Toronto.

"These ceremonies take place all the time, people with 40 or 50 years of citizenship take the oath, even if they got their citizenship a long time ago," he told CTVNews.ca.

"Any Canadian citizen is welcome to take part and reaffirm their oath."

The ceremony, which was organized by Citizenship and Immigration Canada, was televised on Sun TV and co-hosted by anchors Pat Bollard and Alex Pierson in Toronto.

However, the Canadian Press revealed through emails obtained via access to information requests that only three of the 10 participants were actually new Canadians. Six others were federal bureaucrats drafted to pose as new Canadians.

During his address at the ceremony, Babikian mentioned several times that participants were reaffirming the Canadian citizenship they already possessed.

But the hosts repeatedly described them as "10 new Canadians" taking part in a "citizenship ceremony."

Babikian said he played no role in selecting the participants and had no idea how long any of them had been in Canada.

"I came to the studio and there were people already there, the communications staff were there, they were making the arrangements with the Sun TV station and with the manager. My role was just to preside over the reaffirmation ceremony," he said, explaining that he was not authorized to discuss policy issues with the media.

He also said there is a difference between a citizenship ceremony, where people take the oath and become Canadian citizens, and a reaffirmation ceremony, when participants simply reaffirm their citizenship. These ceremonies are often held at schools or special events and all involved receive an honourary certificate, he said.

During the televised ceremony all 10 participants held Canadian flags and recited the citizenship oath.

The oath was not something to be "entered into lightly or for selfish reasons," Babikian warned.

"By affirming your citizenship oath today you are publicly saying you want to help shape the future of Canada. By reciting the oath you are telling your neighbours, colleagues and friends you want to join them in creating something great," Babikian said just before participants raised their right hand and recited the oath.

Afterwards, the group sang O Canada before Babikian congratulated each participant and handed them a certificate.

Well, it certainly was deceitful! Majority of New Canadian Citizens would have been glad and proud to volunteer to be part of this 'ceremony' which was put together with taxpayer money and produced no new Canadan Citizens other than bureaucrats taking an oath.

I don't believe that civil servants went on with this without coercion from the Minister. I was a senior guy in the federal government for 30 years. I arranged many Ministerial photo ops and announcements under both Liberals and Conservatives. When a Minister didn't want to show up, the events were cancelled - as simple as that. To say the political posturing is somewhat disingenuous would be an understatement.

You Conservatives do realize that Minister Kenny just called up a news agency told them he wanted this sham on the news and the Sun jumped at it. Since when is our government allowed to tell news agencies what it put on the air and since when do news agencies listen? Not to mention this article does not mention the whole story. Like for an example the emails going back and forth saying what they were doing was wrong and shouldn't be done in this fashion. You know the difference between Conservative supporters and Liberal supporters? Conservative supporters will believe and agree with garbage the party tells them even if every professional in the country says they are wrong or lying. Liberal supporters do not believe nor agree with every single thing the party does.

The point is that the judge appointing them didn't even recognize or identify who these people were..that they were already citizens...that anyone could March on in and get one of these. Canada needs to step up on these immigration policies and become a global role model in stricter population controls. I'm not a being racist in anyway, its just countries now need to be in more aware of whats happening with populations globally and this need for 'natural growth' is over dramatic as there are tons of workers unemployed or untrained already in Canada that need to be developed to support out local economies.

Just because a conservative person started Sun News does not mean the government has any part of what they air. For example if a Liberal person bought or started up a tv station or owned one they would likely be bias of conservatives. The truth of the matter is that no station should be partisan when reporting stories however that will not likely be the way it goes. It is up to us as readers to decipher what is aired or written and take into consideration the biases that may exist.

I have attended several citizenship swearing in ceremonies, and I have proudly reaffirmed my Canadian Citizenship each time. And each time it was a moving and heart-warming event. What does it matter a person's status or political affiliation? If they can recite the pledge with honesty and a clear conscience, good for them!

Sun Media was bought and paid for by the Conservative party and their supporters, staffed by the same group, and it's sole intent is to spread the Conservative party agenda and propaganda. It is for cases like this, that the Conservatives changed the laws for media. Not long ago apologies would have had to be issues for such a blatant lie. However the Conservatives changed the truth in media law so anyone can say whatever they want, and as long as they don't directly put someone in danger, can lie till they are blue in the face and call it the truth. They changed that law ONE WEEK before Sun Media became a news station. Sun News is now trying to destroy CBC so that they can become the official state broadcaster, but not be arms length like the CBC. This can be seen by the nearly weekly attacks by Sun News against CBC. Be very wary of this medium my friends. They are not trustworthy, and have an agenda that involves lying directly to you. And our current government is complacent in it. If they were willing to pull the wool over everyone's eyes to show what they wanted to show, I wonder what other blatant lies have been orchestrated for "the ratings".

Funny how everyone jumps on the Conservatives. The article does not mention any involvement by any politician or political staffer. It seems that this was done at the request of Sun News as a photo op, and the bureaucrats were apparently keen to make sure the photo op reflecting their raison-d'etre was a positive one.

My God, does this never stop, the PMO is out of control, talk about trying to influence the ethnical communities. The HARPER Govt is out of control trying to make themselves look like they really care about ethnical communities and the people. Wait till the immigration door is shut, it’s coming. You will not be able to get into Canada, unless you pay their $700 application fee per person at the Consulate, then have the file reviewed, it not acceptable at that time, then you must reapply, meaning another fee is charged. Yes, this is the process today in many countries in the far east Continents. So, have you money ready. Interestingly enough, how did the Shafia family get into Canada with so much cash/money? Anyone that pays $1M cash for a house, should be screened. I’m not sure of their total background, but if he continued doing business in Afghanistan from UAE or Australia, he must have been questionable what he did, since 99% of Afghan’s do not have that cash unless you work in a specialized field (not trade specific) that provides cash for its crop. I can only assume they paid their way into Canada. . .
