Gov't calls green, native groups oilsands 'adversaries'

The federal government considers environmental and aboriginal groups "adversaries" when it comes to the oilsands, according to documents obtained under access to information laws.

Environment Minister Peter Kent is distancing the government from the documents.

The papers dated March 2011 and made public by Greenpeace on Thursday detail the government's media strategy for fighting European opposition to the oilsands.

The strategy says the goal is to reframe European debate on the industry "in a manner that protects and advances Canadian interests related to the oilsands and broader Canadian interests in Europe."

It also suggests Europeans be educated on how the government works with aboriginals, about its "robust" regulatory process and how technology can mitigate the energy industry's impacts.

It also contains lists of "allies" and "adversaries."

Friends include industry groups, governments and the National Energy Board -- Canada's independent energy regulator.

Environmental and aboriginal groups are listed under "adversaries."

The documents show Prime Minister Stephen Harper's Conservatives have divided the world into friends and enemies and have no interest in working with those who disagree with them, said Keith Stewart of Greenpeace.

"This government adopts a black-and-white view of politics," he said. "You're either for them or against them, and if you have any concerns about what they're doing, they don't want to hear it."

The documents were released along with three pages of minutes from a March 2010 meeting that involved senior officials from Natural Resources Canada, the Alberta government and the Canadian Association of Petroleum Producers.

"The purpose of the meeting was to discuss a proposal that CAPP had for the oilsands CEO task force on 'upping the game' on oilsands outreach and communications as part of a renewed strategy," says the meeting's summary.

"The documents show that the government, for a long time, has had a plan for promoting the tarsands, which is based on an elaborate public relations strategy and attacking people they see as enemies, rather that actually trying to clean up the problem," said Stewart.

Kent dismissed Stewart's charges.

"That's a gross mischaracterization of reality," the minister said.

"We do recognize that there are some groups characterized by my colleagues as radical and they are very narrowly focused on certain areas that they perceive to be unacceptable in a variety of ways. We intend to fully push back and to counter that, but...respectfully and with the facts and the science."

The release of the documents comes days after an environmental campaigner accused the Prime Minister's Office of threatening the charitable umbrella agency Tides Canada. It has provided support for ForestEthics, which has opposed oilsands development and the proposed Northern Gateway oil pipeline to the West Coast.

The allegations were based on second- and third-hand accounts.

A spokesman for the Prime Minister's Office did not deny that ForestEthics and Tides Canada had been singled out. On Thursday, ForestEthics backed up Andrew Frank's accusations.

Earlier this month, Natural Resources Minister Joe Oliver released an open letter attacking the foreign-funded "radical ideological agenda" of those who oppose the pipeline.

Kent said industry supporters need to turn up the volume.

"I think that perhaps Canada, the industry to a certain extent, has been somewhat remiss in not proclaiming the good news of better practices, better technologies, responsible regulation and development of our natural resources," he said.

"I think from time to time we need to match the passion of those who slam Canada and its resource industries."

It is such a pity that so many of the posters on this site have limited vocabularies. The word "adversary" simply means a person opposed, a perfect description of Greenpeace vis a vis any pipeline that might be built. Our legal system is adversarial in nature, with prosecuting and defending attorneys battling each other with words to present their cases. Hockey is adversarial in nature, each team opposing the other to try and win. The very hearings about the pipeline will be adversarial in nature, with pros and cons trying to persuade the hearing panel that their solution is the ONLY right solution. This is a case of a common noun being inflated into a World War by persons who should be well enough educated to know better - but obviously aren't, and don't.

I can remember years ago when our provincial government labelled environmentalists as "dope smoking anarchists". Labeling, bullying and intimidation seem to be well worn tools used by our governments to discredit anyone who disagrees with them. What a sad country we live in.

Harper is only playing to Conservative voters. His economic posturing does not aknowledge the facts. Petroleum is 5% of Canadas GDP and for petroleum production the economic multiplier 2.0; whereas for manufacturing the economic multiplier is about 2.5. (Also, petroleum production does not contribute proportionally to consumer spending. In Alberta median personal income is 30% of GDP per capita, whereas for Canada as a whole median personal income is 60% GDP per capita.) Eastern Canada needs to reduce petroleum imports. In the long term, there are strong export markets for renewable energy technology manufactured in Canada. This is the future for eastern Canada.

As a northern British Columbia, I agree with the native groups. I am a British Columbian First and then a Canadian. BC is being forced to assume all of the risk. In the case of a spill in the water, the fishing industry will be dramatically impacted, a spill on land could impact water quality in aquifers and as well impact the forestry sector dramatically. BC should implement a tax on the oil companies to cover provincial costs for risk management.

When certain people I know argue for the oilsands, Northern Gateway pipeline, decreased oversight, and "streamlining" approval processes their only argument is "you can't protect the environment and grow the economy and create jobs at the same time and right now jobs are more important that fish, wildlife and water". I argue that you can do both - responsibly grow your energy sector and protect the environment as much as possible and I get the "eyes rolling" as if they have decided there is no possible way to make this happen so you must choose one or the other. Similar attitude from some who swing the other way towards environment only. Minds are closed and made up. Tell me you haven't heard that same message in some form or other from the Alberta, BC and federal governments and certain environmentalists. Some proponents are willing to completely sacrifice environment for the economy and some opponents would have us come to an economic standstill. That's just such uneccessary ideologically driven BS - you can absolutely do both. It costs more to be considerate of the environment so industry will have to settle for somewhat reduced dollars and environmentalists have to accept there is no such thing as risk-free industry and acknowledge we can't all just grow organic produce for a living. Everybody needs to grow up a bit - on both "sides" and do it - but do it right.

Well, look up the term adversary. There are adversaries to the oil sands project. I am an adversary to the unemployment system as it stands. The term is not nearly as toxic as some may seem. I can engage an adversary with sound debate, win or lose. The reality is our entire societal structure is based on an adversarial construct. Law, marriage, parliament, environment, work place relationships, they are all adversarial environments. Without it we would not be forced to consider opposing views and potential solutions. My father had a saying when he lived “If there are two people in a room that agree on everything, one of them is not necessary". Being an adversary is not a bad or negative thing, but a useful and important part of forcing growth, enlightenment and progress.

what are the odds of having a fair and thorough investigation into the potential hazards of a planned pipeline if the government ( who is supposed to be impartial btw) clearly has its OWN motivations involving the project. Harper is here for our oil like father like son, keep labelling green groups as "enemies" and "radicals" they are still in their peaceful dormant state. wait till they actually become what you have already determined them to be. enemies of the earth are enemies of us all.

LOL!! I have to ask "Joan in the Real World" if she has ready anything since the birth of Greenpeace. We all know it started in BC.But it ceased to be "Canadian" decades ago.Even it's founders now wants nothing to do with them any more. Can the "activists" and "enviro groups" also stand up and be transparent about who is funding them?? Tens of millions of dollars are coming into BC and Alberta dressed up to look like they are here to save our environment. But more and more it looks like American money coming here to buy influence and to protest against projects like this one.Certainly no one should be so naive as to think Americans care that much about Canada.when they have so many issues of their own to deal with. Just try geting any real answers from those so called "charitable foundations" in the USA.They want your money to buy up land in Canada and turn it into a "Nature Conservency",but they also appear to be funding protests about things that are none of their business. This is not a productive way to sta any discussion. I am getting pretty tired of the polarization that is occurring in our country. The reality is that we will have differences of opinion and principle and we need to solve them. Sitting there and calling the other person "radical", "an adversary" or other various names and insults will not help. While environmental groups have strong ideals and principles they are generally willing to negotiate a solution and most understand the reality that there are jobs on the line. Polarized politics does not serve Canadians well and it is time that we as citizens demand it stop. It may not be the easiest method but it is possible to sit down and compromise to produce the best possible outcomes. This is after all still a democracy of and for the people.

American company Greenpeace used Canadian Access to Information to go through hundreds of documents.... to discover that disruptive violent activists were referred to in one document as "adversaries"? Adversaries or Adversary is defined as …a person, group, etc., that is an opponent in a contest; contestant. Or a person, group, or force that opposes or attacks; opponent; enemy; foe.Allies or ally a person, group, or nation that is associated with another or others for some common cause or purpose.I think that fits in this case. No scandal in this story, just the truth and the Government telling it like it is. In fact the official opposition by nature are Adversaries to the Government.

Instead of improving the "image" of the oilsands why doesn't the government focus trying to make them less damaging? I'm not necessarily a "green" person but I do know that the oilsands aren't exactly the most environmentally friendly project in the world and I also know that no one is just going to stop drilling for it either so why not focus on making it better rather than just improving the image of it? While I also agree that "greenies" take things too far at times, they have also accomplished a lot with respect to protecting habitats, stopping excessive whaling, or saving old growth forests that would otherwise not be protected without their work. That is also something to think about since we do benefit from their activism.

Green groups are especially against anything no matter what. If green groups said everything was okay and there were no environmental problems, then their funding would dry up. It is in their own best interest for green groups to complain and keep their funding coming.As for native groups, they tend to complain about the lack of job prospects on reserves. Then when something like a pipeline project wants to come through their area, they protest against it despite the jobs the project would bring.

What's wrong with this - they are adversaries. The government has stated their position on the oilsands and these two groups have come out with a completely opposite position. Does anyone realistically think Greenpeace does NOT consider the government their "adversary"?

they (documents) are quite correct - that's exactly what they are...i don't have a problem with that. further more,any "charitable organization" using their funding for non charitable purposes should be taxed accordingly and have their funds frozen untill taxes have been paid - we'll see - parliament resumes on monday. i would also like to see this hearings process sped up,firstly by denying all late appications...on another note - in reference to the above photo, it's a darn shame to see that upstanding member of society being given the bums rush by those big bad police....
