A long-awaited report from the auditor general says the government did not tell Parliament about its plans for a $50-million G8 fund, which ultimately pumped millions of dollars into projects in Tony Clement's Ontario riding.

Released Thursday, the report said the government "did not clearly or transparently" identify how the money would be spent when asking for parliamentary approval for the funds that paid for G8 legacy infrastructure projects.

Instead, the government asked Parliament to approve supplementary estimates of $83 million for a border infrastructure fund that was supposed to reduce congestion at border crossings.

But $50 million of that funding was spent on infrastructure in the Ontario region where G8 leaders met last summer -- hundreds of kilometres away from the nearest border.

"When government presents a request for funds to Parliament, it should be transparent about the intended use of money," Interim Auditor General John Wiersema said Thursday.

Wiersema told CTV's Power Play that the findings in his report were "troubling."

He said that the government knew it was misleading Parliament on the border fund.

"It was presented to Parliament as part of the border infrastructure fund when everyone at the time it was going to be used for the G8 Legacy Fund," he said. "Asking for money for one purpose and using it for another purpose, is a serious problem."

Responding to the auditor general's concerns about the way the government sought the funds from Parliament, Clement said it may be necessary to take a closer look at the process for such requests because they may need updating.

"As a government that is committed to openness and transparency, we want to ensure that parliamentarians receive the information that they need," Clement said Thursday.

"As such, I have already directed Treasury Board Secretariat officials to look at how this perhaps anachronistic process can be improved."

Foreign Affairs Minister John Baird said Thursday that the government "will be taking steps to ensure that the process going forward will be more robust" when it seeks to inform parliamentarians about future requests for funds.

The report also criticizes a lack of documentation from the government on how 32 infrastructure projects were selected for undertaking in the Parry Sound-Muskoka region, the riding Clement has represented since being elected to Parliament five years ago.

"Projects were supposed to support the safe, secure and successful hosting of the summit by improving travel safety, enhancing the image of the region and improving the security of residents and visitors during the event," says the auditor general's report, indicating that the money was supposed to help get the Muskoka area in shape for the G8 summit.

Some 242 projects were potentially in the running for funding, but federal auditors were not able to find documentation on how and why the government chose the 32 projects that were completed.

Wiersema said he's "very concerned" about the lack of supporting documentation for the infrastructure projects in the Parry Sound-Muskoka area.

"Supporting documentation is important for transparency and accountability," he said.

Interim Liberal Leader Bob Rae said it appears that Clement and a small number of people decided what projects were going to go forward and they did not explain to public servants how they came to their final decisions.

"This was an entirely secretive, political process for which there was no public accountability and absolutely no process that meets any kind of smell test or any kind of test that we would apply to public spending of this dimension," Rae said.

Clement told reporters that he consulted with local mayors when working out the final list of 32 projects that were later approved by Baird.

"Mr. Baird came out saying, ‘I did it all' but nobody believes that for a second, those decisions were made on a political basis by Mr. Clement," Rae said on Power Play.

Question period heats up

NDP deputy leader Thomas Mulcair led the opposition charge in question period over the auditor general's report.

"There was no justification for the decisions that for the most part had nothing to do with the objective," Mulcair said in French.

Prime Minister Stephen Harper responded that every dollar has been accounted for and the auditor general made "suggestions to improve the process and we will do so."

Harper said the G8/G20 programs were announced publicly and debated properly in the House.

NDP MP Charlie Angus slammed Clement in particular for his "slush fund.

"There was no oversight, there was no documentation, there was no questions asked, this is one step up from cash in a paper bag," he said. "Is this how the minister plans to run the Treasury Board?"

Rae was aghast on how the border infrastructure fund could end up being used so far away from the U.S. border. Sounds like we agree with him

"Huntsville is 300 miles (480 kilometres) away from the closest border at Niagara Falls, how do you explain this bait and switch?" Rae asked in question period.

Harper responded that the border fund is "frequently used for projects that are not in border communities" to groans from the opposition benches.

Security costs

A separate chapter in the report says the Harper government presented the security costs for the back-to-back G8 and G20 summits separately, which made it difficult for MPs to fully understand the total.

The report says the combined cost of the G8 and G20 summits appears likely to come in at $664 million, well below the $1.1 billion that had been projected. But the auditor general says the reason for the cost-savings is because poor co-ordination forced departments to over-budget and set up unnecessary contingency funds when planning the two summits.

Rae suggested that savings or not, the $664-million price tag was too high for the summits, considering that France spent only $29 million on this year's G8 summit in Deauville.

"We're talking a number which is astronomically higher than any comparable figure for summits and I think Canadians have still been stuck with an enormous bill for what is essentially a three-day event," Rae said Thursday.

Prior draft versions of the auditor general's report were leaked to the media during the recent federal election campaign, though the final version was not released until Thursday.

After the draft versions were leaked, the Conservatives and other opposition parties urged then-auditor general Sheila Fraser to release the full report. But she said she was not legally able to do so because Parliament was not sitting.

Fraser has since retired from her job. Wiersema, her former deputy, is currently serving as the interim auditor general.

In late April, a Toronto woman launched a lawsuit in Federal Court to try to get the report released, but a judge said there was not time to hear the case before the May 2 election.

Any one who listen to the AG should come to the conclusion that the only thing amiss was using border security money for the projects. The AG says everything else was above board and the Gov't followed the rules. The opposition wanted the report release during the campaign,but so did the Cons because what was important was that the opposition was saying the cost of the G8-G20 was 1.1 billion whereas it was 644 million . The opposition and the media were the ones lying.

The problem now is that Harper will be able to shrug the findings off with his majority government and continue his mismanagement without repercussions. This day reflects many problems with our political system. Perhaps the most glaring flaw is that it allows the PM to manipulate the conditions under which information flows from government bureaucracy to the public such that, by the time his actions are assessed and made public, he has positioned himself so as to remain unaccountable.

Last night's hockey game airplane ride for Harper and his son cost $11,000 per hour according to a local Alberta (no less) radio station report. Harper said he will return $1000 in total which he feels is fair market value for the ride. This is daily Con math and daily Con entitlement. Buckle your seat belts. While it is true that the "damage has been done" (ie the money has been spent and the projects shouldn't be dismantled/removed at taxpayer cost), this does indicate that some serious loopholes exist within the current system that need to be fixed. And pronto. The Conservatives ran on a platform of fiscal responsiblity and accountability. They were given a majority mandate to that effect. It's time to "step up to the plate", and seriously review, revise and if neccesary, rewrite the rules and regulations that govern the allocation of funds for "special" project and events. The Canadian people merit that much consideration, if nothing else.

At least we got some value for the 50 million that was spent on roads and infrastructure. Contractors and construction employees were played for a job. Unlike the liberals (ad scam) who paid their rich friends 2-3 times for same job (double- triple billing) and funnelled it back into their party coffers in the form of donations, and we got nothing to show for the money the liberals spent.

I am so tired of hearing about the G8/G20. It has been how long now since the G8/G20 took place and it is still in the news, why? There is nothing that can be done about the amount of money spent or where it was spent this late in time. I guess one question I would like answered is why did it take the auditor general so long to get this report out and how much did this report cost tax payers. I feel it is time to move on and if we are not happy with the Harper government come next election we vote them out. Come on CTV start repoting on events that are taking place now not something that happen months or years ago.

When this happened the Conservative had a minority government and couldn't do anything without Iggi and Jack saying it was no good and changing it to suit their wants. So for the G8/G20 to happen the way it did would have had to have the Liberals and NDP plan, budget and executed it or they wouldn't let it happen at all. If the Conservatives had done it, or anything else for that matter, the other two would have been all over the news saying it was wrong because it wasn't their own idea. The Liberals and NDP must have approved it if it happened. So blame them for not letting the party with the most votes do their job. As for the hockey game, know what you are talking about. Every time the PM, no matter what party they belong to, goes someplace it is on the tax payers dime. It is a security issue. Sheila Copps put plenty of things in Hamilton here with fed money: HMCS Haida docked in the harbour, and a now empty Discovery Centre, where they have since discovered not many people want to see! Alo, our unsponsored Warplane Museum (Air Canada was to sponsor it, but wanted to drop the word Warplane, so the deal got dropped instead). That's what government members do, get stuff for their local area; I'm sure the list goes on and on elswhere too. It's not like the perks go unused, especially the washrooms, I bet! They are there for the public. Don't make these installations sound like the worst thing that ever happened. Tony Clement's landslide voters didn't seem to think so, and neither do I. I live in Muskoka and I don't understand why there was G8 Legacy money for Muskoka so I can use a public toilet in Baysville to remember the G8 Summit and nothing for Toronto. Why do you "secretly" place money for G8 Legacy funding under Border Security Infrastructure and offer no money at all for Toronto? Why? Because Tony Clement wanted to insure he got more votes than last time. Huntsville should have had "legacy money" yes, but not the other "5 Mayors" and their communities. We may have liked the projects and needed them but not as part of "legacy money". I have to say I am greatly concerned about the lack of interest by the conservative supports that the conservative government misused taxpayer money. If they misspent a couple of thousand dollars, I could understand this lack of interest, but we are talking tens of millions.This money was supposed to be spent on one particular event in a certain way. Instead it was spent in a ministers riding and in areas no where near the event site. I don't care if is a liberal, conservative or gawd help us an "alternative" party. I voted Conservative because I felt they did a good job during their 5 years in a minority Position with Opposition Parties who would not co-operate and voted against everything. As for the spending on the two summits, the money was spent on TWO summits unlike other countries who host one summit at a time and a vast area benefitted from improved roads and parks and a general improvement to the landscape. At least the monies weren't spent on leaky subs, and adscam and all the rest of the Liberal wasteful antics which apparently went on without any watchdog overseeing their practices. Who looked bad, was it the peaceful protesters singing O Canada or the cops hitting them in the back of the head for singing? First of all, this happened when the Cons had a minority gov't which puts the responsibility on the rest of parliament who could have voted against this spending but didn't. It doesn't matter if they would have mentioned this before the election or not, they were in contempt of parliament before the election, and people didn't care. They flat out lied to their supporters, and even then their supporters cheer them on. Conservative supporters beg their government to turn them into unemployed slaves. In a recent study conservative supporters were found to have an average IQ around 106.

It is a travesty how Canadians were deliberately kept in the dark about yet another Harper blooper. Never mind the contempt of Parliament charge that all were aware of, the majority of voters were not even thinking when they cast their vote for this very dishonest PM and his party. I'm so tired of this auditor general. I would like to know where the auditor general was during the Liberal governments spending spree and when they were handing out tax payer cash to their friends. How come there were no reports about adscam etc. Why is it only when there is a Tory government that the auditor general is always in the news. Also I find it interesting that that only $664 million was spent not the $1.1 Billion that was initially budgeted. Mind you the Harper haters over looked this fact. It's what it is said in an earlier posting, It's sad that this information wasn't made available to Canadians prior to the election so that they could have made a more informed decision at the polls. I agree with this person, maybe when Canadians saw the amount that was really spent, not the exploded amount of money the Liberals and NDP were throwing out there maybe there would be less NDP & Liberal members and more Tory members sitting in the HoC today.

Read the article. The G8 came under budget and this information would be favourable for the Conservatives during the election adn not the false reports that were leaked by who. We can read that we have many Liberal supporter who just can't get over the false information that was dished out by the Liberal and NDP attack adds. Get over it and move on. For those of you who are focusing on the project came in under the 1 billion$ amount....did you continue reading? That was because of the government's poor organization, the governements lack of transparency and failure to produce supporting documents and if you continue reading you would also find these expenses which I personally find troubling...Among the most controversial were:$274,000 on public toilets 20 km from the summit site in Huntsville. $100,000 on a gazebo an hour's drive away. $1.1 million for sidewalk and tree upgrades 100 km away. $194,000 for a park 100 km away. $745,000 on downtown improvements for three towns nearly 70 km away.I guess we all read into the article what we want but I still read lots of wasted money regardless of whether or not the overall project was over, under or on budget. 1.1 million for a sidewalk and trees 100km away from the site can not be justified in my books!

Most expensive g-8/g-20 meeting before Canada was in London, England at a cost of 175 million euro's. That is still a freakin far cry from 600 plus million we needed. Anything else Con supporters.

To me, the biggest part of this story is the fact that the G8 and G20 costs came in at less than two-thirds of the original estimate. That's excellent news!
