The federal government appears to be offering a few olive branches to the NDP in Tuesday's budget, with money to revive the home energy retrofit program as well as a boost to payments for senior citizens.

The government is putting $400 million toward the retrofit program, one of the key demands NDP Leader Jack Layton made to ensure his support for the budget.

According to Finance Department officials:

  • the retrofit program will offer grants of up to $5,000 to make homes more energy efficient
  • the budget contains a boost to the Guaranteed Income Supplement of up to $600 per year for a single senior citizen, and $840 for a couple
  • the government will forgive $40,000 in student loans for doctors and $20,000 for nurses who choose to work in rural communities

Government sources said the budget also includes tax credits for volunteer firefighters, a $1,000 credit for small businesses to hire employees and a $500 tax credit for children's arts programs, CTV's Ottawa Bureau Chief Robert Fife reported Monday night. There will also be money for worker retraining, including apprenticeships in the construction industry for veterans.

"So for a government that is getting ready to eliminate a deficit and rein in spending, there seems to be a bit of money left over to buy some political goodwill," Don Martin, host of CTV's Power Play, told CTV News Channel Monday evening. "And we'll just have to see if it's enough to make Jack Layton happy."

On Monday, before the leaks began trickling out, Layton would only commit to reading the budget before issuing any pronouncements.

"We have a budget to study and I think that's what Canadians want us to do and that's exactly what we are going to do," he told reporters.

While the government, until Monday night, had kept a tight lid on the budget's contents, Finance Minister Jim Flaherty has said there will be some new spending items, in particular when it comes to job creation and economic stimulation.

However the main focus of the budget, Flaherty said on Monday in Ottawa, is to keep the country's economic recovery on track.

The Harper government's objective has been to return to a balanced financial ledger by 2015, after going into a record deficit as a result of the 2008 recession.

Rather than purchasing a new pair of shoes for the budget, as Flaherty has done in more prosperous times, the finance minister and Whitby-Oshawa MP had his shoes re-soled on Monday.

There's a good chance the Conservatives' fiscal plan will never be enacted, with the opposition parties likely to bring down the government and force a spring election.

The Liberals have called for the reversal of planned corporate tax cuts in the budget, an issue where Prime Minister Stephen Harper has said there's no room for compromise.

The Bloc Quebecois has demanded billions in funding for Quebec.

While Harper had shown little indication he is willing to bend on any of the parties' demands, Flaherty said recently that the opposition parties "will find that there are some measures in (the budget) that they would like."

When Flaherty delivers the budget on Tuesday it will be his sixth in a minority government situation.

Fiscal management 'not very interesting'

While Flaherty has promised nuggets for the opposition in Tuesday's budget, former TD Bank chief economist Don Drummond predicts the document will also include some detail on how the government plans to balance the budget after using its Economic Action Plan to spend its way out of the recession.

When they took power in 2005, the Tories continued the tradition of previous Liberal governments of increasing spending by roughly 6 per cent a year. When the recession hit in 2008, they ramped up spending into the double digits, which is "easy to do, kind of fun actually," Drummond told Power Play. "The hard part is pulling it back in."

"The hardest thing for any government is to maintain a period of restraint for as long as five years, which is essentially what they're doing. Imagine you get elected ... and you're told essentially all you're going to do is manage the ship fiscally for five years. Not very interesting."

Drummond thinks the Conservatives will bump program spending by a modest 2 per cent where they can, while health transfers, and payments such as Old Age Security and the Guaranteed Income Supplement for seniors, will rise by about 4 or 5 per cent. What this all means is that the government will have to cut spending by about 2 per cent per year to reach its deficit-reduction targets, Drummond said.

While the Liberals have hammered the government over a rolling corporate tax cut that was approved years ago, with Grit support, Drummond said the Tories are unlikely to roll it back.

"It's one thing to renege on one that's promised in the future, it's pretty hard to go back," he said. "Corporations relocated to Canada, they changed investment plans on the basis of the credibility of that promise. So it's hard to change it at this point."

If you vote Conservative, and are a business owner, don't whine to the rest of us for not being able to grow due to the lack of investment. It will be your own fault. Also, it is a lot harder now to get your hands on some investments money when the Angel investors, Venture Capitalists stopped investing in Canada due to our crappy foreign policy. Far as I am concerned, you vote Conservative pay the rice for it afterwards, because the CRAP will come back to just like Karma. And it won't be good either.

@sensible and practical, the idea that a component transfer is that simple is just that; too simple. Most of the trades in the regular force have been closed for sometime including the combat arms. Similarly, in order to not close down recruiting all component transfers this year were put over until April 2011. Of course a few people made it in but if you are a reservist who signed a three year contract and had your position deleted you were given 30 days notice and almost no option to join the regular army. Part of the plan to get officers and some NCO ranks into the regs was behind the cuts but like the force reduction plan of the 1990's it went too far. Because of the quit date for the war in Afghanistan some in the upper echelon of the regular force are clawing back positions. Its this simple, no war equals no need for 20% to 25% of each deployment to be force generated from the reserves which of course means less funding is required. As of Nov 2010 the amount of days a class A reservist (part time) is allowed to work regardless of the units budget went from 80 to 60. So there you have it very simple and practical.

Just for your info yes the military's budget is increasing lately and that is due to being at war, for the reservists well you did your job to support the regular force. Now the regular force is full unless you want to go to the navy so time to reduce the reserves. You still have the support but not full time anymore.

This government is far from perfect, neither were the liberals when they were in power. Gosh, how fast do we forget. If ignitieff gets power, within a couple of weeks you would see a 2% increase in the HST and likely 3%. Do not forget this would be on everything, hydro bills, gasoline, etc, etc. and he would blame Harper. The deficit was not as substantial with Chretien because it was before the economic disaster arrived and he took money from some social benefits plans. About helping seniors, the liberals were giving the same kind of miserable pensions that my parents have. Like I said, how fast do we forget.

When I studied political science. I was told that the Federal Government collects throuigh taxation the approximate amount of $430 billion of that $230 billion goes to pay for the programs you and me enjoy like old age pension, health, and etc. The rest goes to pay for the deficit.

I have a feeling that the NDP and the Bloc are going to vote for this budget, and the Liberals will be left holding the bag. But if I am wrong I believe that the Conservatives will win a Majority Government and the Bloc will be the official Opposition the NDP will stay in around the 12% area and the Liberals and their American Leader will be reduces to 6 or 7 percent.

Screw "home eco renos"...who has the damn money with taxes and claw backs so high? Want to make a difference feds? Then start allowing families to split incomes for the person who stays home and has zero income. It's criminal and prejudicial the feds will allow seniors to split incomes, but people who are raising families, other words the major tax payers don't have the same breaks and it's wrong!!! The people who need the money most get the fewest breaks! Stop going out your damn way to make people poor! Drop the damn exceeds 12% of the income rule for people trying to make health and dental claims on their taxes. It's ridiculous. If you fall a couple of bucks short of the required 12%, you get zero deductions allowed. I'm tired of getting so little for my tax dollar and zero deductions at tax time (unless I make a politicians salary that is).

@ Maryann: you state that full time reservists are going to lose their job. Why don't they join the reg force then? If you want to work full time in the military, there is a way to do it. Your reserve time counts towards a pension, you can put in for a transfer form the reserves to the reg force, and in a lot of cases, you can get in quicker than going to the recruitment center as a civilian. You have the option, the ball is in your court. There are many trades in the military that are screaming for people!! It sounds to me like this isn't a problem at all. In fact, it sounds like a non-issue and you want to complain for the sake of complaining!!!

For once I agree with some of the things that Jack Layton is asking for. I support financial incentives to bring healthcare professionals to rural communities and increased financial support for seniors. These are things that I would like to see the current government do. On the other hand I don't think that the tax on home heating oil should be done away with. That is because in order to run our country we need tax revenue. Perhaps some of the eco-renovation rebats could be taken advantage of and heating costs in general could go down. I know that is a fairly simple way of looking at it but if we stop taxing necessities than how will we fund our country? I am a conservative and will cast my vote on the merits of the budget and the support that is proposed for our Canadian Forces.

It's funny, they have no problem reneging when it comes to social spending. There are moral dilemmas when it comes to taking back money for the arts and anti-poverty programs. But we can't break a five year old "promise" to the rich. I mean can you imagine the plummeting escargot and Rolls Royce stocks? The rich might start to have to drive themselves around their half million dollar cars. They may even have to slum it in first class sections on airplanes rather than charter flights for where ever they have to go. Why is it that we are still giving to the rich and taking from the poor. How about those parties up in Ottawa work together for the common good with some common sense instead of demanding demands.

Liberals have demanded the reversal of planned coporate tax cuts in the budget - fine, they will get their wish; but as the companies start moving their head offices back to their home countries, hopefully more McJobs will open up to take up the slack or maybe they'll go too.

The New Democrats demands a raft of payments for seniors, to more doctors in communities across Canada and an end to taxes for home heating fuel. - fine, they'll get all of that, let them all have it, the sky's the limit. Problem is that who will be paying for all of this?? The GST/HST will have to go up to 25% in some places and that cross border shopping in some other places will be a bigger phenomenom than it is now and that other taxes will also have to go up to pay for the increased payments unless we all get a 30% pay raise (which is not happening anytime soon) or someone invents a tree that sprouts money every Spring.

Bloc demands billions in funding for Quebec - fine they can have their billions, just like I want trillions to line my own pocket! If Quebec wants their billions, just separate from the rest of Canada.

Given the current circumstances that is happening around the World, Harper is doing a pretty decent job against the backdrop of ignorant lunatics.

There's a difference between no new spending (for things that can wait) or new spending on things that can't, like seniors. Methinks your bias is showing. The NDP did not propose a "raft" of spending as you suggest. They put forward exactly 4 items. All of them straightforward, affordable, doable and needed. We have a growing issue of senior poverty in the country- we can give big tax breaks to the banks or we can do something about it. Millions of Canadians are without a family doctor. We can spend billions on super-jets or we can do something about it. Life is becoming increasingly unaffordable. Harper has made it more so by bringing in the HST in Ontario and BC. We can give big tax breaks so CEOs can get bigger bonuses or we can do something about it.The real party proposing unaffordable spending is the Liberals with there big ticket plans. Course the Liberals have the advantage of never following through on their promises.

It is very hard for opposition to get rid of a governing Conservative Party on the basis of how they govern. They are usually the best at governing. The Liberals need a scandal that they can make stick. Too bad for them, their own larcenous mode of governing is too fresh in Canadians' memories. Contempt of Parliament ? I agree with the previous writer that, with all their faults recently, PM Harper and the Cons, have given us a better view of what Canada should be and not what the rogues of Liberals want to spend us into a deeper deficit. Lets see the BUDGET before making any harsh condemnations of the Harper Government. They has carried us through many hard issues WHILE HAVING ONLY A MINORITY STATUS. Minister Flaherty presented his Economic and Fiscal Update before the Standing Committee on Finance. He highlighted Canada's strong economic fundamentals, including:

An unemployment rate that is near its lowest level in over 30 years, with more than 260,000 new jobs created so far this year.
Low, stable and predictable inflation with the renewal of Canada's inflation-control target to 2011.
The economic outlook is encouraging, said Minister Flaherty, with private sector economists forecasting a growth rate of about 2.75 per cent for 2006 and 2007.

The Minister also presented the Government's fiscal forecast for the current year and the following five years. After accounting for the cost of measures announced in the May 2006 budget and the minimum debt and tax reduction commitments, the Government's fiscal forecasts are as follows:

In 2006-07: $4.2 billion
In 2007-08: $3.5 billion
In 2008-09: $2.4 billion
In 2009-10: $2.0 billion
In 2010-11: $3.6 billion
In 2011-12: $2.9 billion

Overall, the Government's forecast is within the range of four private sector projections.

"Unlike previous governments, we don't see growth and surpluses as a licence to spend" said Minister Flaherty. "We are determined to grow our economy, control our spending and give the benefits of debt and tax reductions directly back to Canadian families and taxpayers."

To say that the conservatives didn't pay attention to the unemployed, is, well, a little untrue ...They are consistently pushing for lower corporate taxes which, in many cases(not all, but most), leads to more jobs. One of the fundamental conservative beliefs, is that business and markets are more effective and more efficient at re-distributing capital than the government is... and we don't have to look much beyond Mr McGuinty's government in Ontario for proof of this!! ... Add to this the masterful job Mr. Harpers crew did navigating the recent financial crisis and you can count another vote (x) for the conservatives over here.

I wish the Conservatives would stop making promises they have no hope of keeping. Good full time manufacturing jobs in Ontario have left by the millions and will never be coming back. Stop with the fairy tales. Most of the jobs created in Ontario over the past 3 years have been part time minimum wage jobs. We've lost over 1,500,000 full time jobs with pensions and benefits in the province of Ontario alone and they will never return. And it's not because of corporate taxes. It's because John Deere can pay a Mexican $2.00/hour instead of paying a Canadian $25.00/hour. It has nothing to do with taxes so stop the lies.

Look at these comments and it says a lot of the intelligence of the writer. Not one positive comment like ~ "Lets hear the budget, then lets read it, and then "JUDGE IT" ! Any normal honest Canadaian would judge articles or laws etc on "Listening - Learning & Evaluation" before making any comment. This is a good government for Canada - even with their faults. Just look at the last 5 years, compared to the rest of the G-7 / G-20 economy's. Look at how this government has rebuilt our Military. Look at what they have provided in Research & Development and the list goes on & on. Mistakes sure they have made them , but, they were at an acceptable level for a Politcal Party in power. And hey, why not lie to Canadian about the "actual" costs by telling us it's going to cost a dollar when in fact it'll be 10 bucks coming out of our pockets? Tuesday's budget is reportedly a good budget..one that Ignatieff does not want to see..it appears he would sooner keep trying to manufacture dirt and not look at a good well thought out budget !..All this dirt Ignatieff is digging in appears to be coming back to bite him on his broad backside...see poll results !....What Ignatieff is doing is getting Canadians mad at him and turning them to vote Conservative.....the government working for r e a l Canadians.

Yes Jim tell that to the postal workers that have had their hours cut back so they can't afford to pay mortgages & the rest of their bills. Oh & you new budget is going to give seniors a cup of coffee, how nice. I guess they'll still be forced to eat dog food because you spend billions on fake lake parties, write blanks cheques for useless jets & billions on prison when the prison officials say we have no need for more prisons. Spend spend spend, thanks to Harper Canadians spend 16 million per day in interest because of his poor fiscal management. [X] Liberal majority. ABC Anythin But Conservative is the only way the educated will vote. Canadians also enjoy a bankruptcy rate that is 20.4% higher than pre-recession levels. It took the liberals years to get the country back on track after Mulroney's poor management, it'll take longer for the liberals to clean up Harper's mess. If we don't remove Harper the dictator soon Canadians won't be allowed in any country.

The budget can't promise anything to Canadians. No way...that extra money belongs to Quebec along with the 60% in federal transfers Quebec already gets from Canada. If you don't want us to separate you had better give us more..or else!

I grow so tired of the liberal based civil service in Ottawa setting traps for each successive conservative governments while allowing the liberals a hall pass. Having watched this dog and pony show over the past 4 decades it is extremely frustrating to note that a disagreement on costs can bring the conservatives into contempt of court while these same civil servants watched for 18 years as the liberal party pushed hundreds of millions of dollars into their party, without so much as a whisper. It is time for the West to stand up and demand equal representation in the senate or remove their yearly 21 billion dollar equalization payment given just to Quebec and forge a new home. It gives us a moment to pause and like King Arthur said so well, "Don't let it be forgot... That once there was a spot... For one brief shining moment...That was known as (Canada) Camelot!It's time.

In regards to the new budget..it looks like the government is including cutting everyone off employment insurance; to make it look like the government is balancing their budget. In my opinion the government official should cut their salaries.

It is about time - as a grandparent I have watched our kids (who were allowed to fail although I do remember some nagging on our part) learn, I have watched our children now micro-manage their children.
