Canada and the United States have reached a breakthrough on averting protectionist "Buy American" trade policies, CTV News has learned.

According to sources, U.S. President Barack Obama has used his executive powers to bypass Congressional rules that block Canadian firms from tapping in to U.S. stimulus money.

CTV's Ottawa Bureau Chief Robert Fife said the deal will be announced Friday at 8:00 a.m. EST. It will allow Canadian firms a chance at what's left of the $900 billion in stimulus spending that Washington announced last year.

Canadian firms will be exempted from "Buy American" restrictions under seven of the stimulus programs, in 37 U.S. states that signed on to the World Trade Organization. Those states will be able to use American stimulus money to buy Canadian manufactured goods.

However, most of the American stimulus money has been spent, and the deal doesn't pertain to future stimulus programs.

In return, U.S. firms in the 37 states will be able to bid on infrastructure projects in Canada.

The new provisions were made by U.S. Senators on Wednesday night, Fife said, by attaching a clause to Washington's massive stimulus program.

The policy shift was due to complaints from trading partners like Canada, the European Union and 50 other countries who were concerned that protectionist measures would cripple global trade, Fife reported.

Indications of the deal came as U.S. officials announced plans to double exports by 2015, a plan seemingly at odds with erecting trade barriers against imports.

"The United States is committed to a rules-based trading system where the American people -- and the Congress -- can feel confident that when we sign an agreement that gives foreign countries the privilege of free and fair access to our domestic market, we are treated the same," U.S. Commerce Secretary Gary Locke said in a statement Thursday.

"Buy American" has become a huge issue between the U.S. and Canada, as it would have kept Canadian-made components out of the U.S. economy.

Canadian politicians and officials in the U.S. have undertaken a diplomatic full-court press to loosen any potential trade barriers, arguing that the two nations' economies are too closely linked to be separated by policy.

While some quarters in the U.S. hoped that "Buy American" clauses would make domestic economic recovery a priority, the U.S. Chamber of Commerce and other key players have raised issue with the plan, saying it could further damage the economy.

Fife said that the delayed announcement may be due to a different approach in Canada and the U.S.

While Canadian politicians will likely want to trumpet the deal, some U.S. Democrats –- particularly those with union support -- could be hurt by the announcement, said Fife.

He added that the agreement is a precedent-setting for Ottawa, as it will prevent Canadian industry from being lumped in with other trading countries like China in the future.

China and the U.S. have been locked in disagreements over a burgeoning trade surplus which favours the rising Asian power.

Fife noted that the protectionist policies were initially intended to block China from benefiting from federal projects, but Canada was also caught up.

However, Liberal MP Dominic Leblanc said that any agreement will have to be looked at closely to ensure that it will deliver at the local level.

Leblanc used the example of a company in his New Brunswick riding trying to bid on a public works project in Maine, which would be administered by the local government and not by Washington.

"The American government machinery is so amorphous, that a deal signed with the administration in Washington is a long way away from applying to the municipal government in Cleveland, or in Bangor, Maine," he said.

To the opposition PartiesMr. Harper and his MP's aren't working Eh!This buy American is a huge step forward and the liberals want to have meetings or comittees to see how they can foul it up.If only the liberals stopped thinking about gaining power and worked with the Government wonders could be done, if the Conservatives lead that is, we can't leave it up to Iggy, he doesn't kow what he wants even though the media keep giving him a boost.This is probably the best way they could get things done is by prorouing parliament, certainly if they were in the cabinet they would only be defending themselves against all kinds of stupid accusations.

I can imagine the conversation in the picture with this article. Obama saying to Harper you see that swamp land over there, I'll trade you that for the rights to all of Canada's natural resources. Harper says I've followed the US presidents on everything since I've been in power, so I'll take the swamp land & hand you the keys to Canada. Doh!

The reality is that our federal government was the first out of the blocks in filing objections with the Obama administration over their announced protectionist policies and they have kept up the diplomatic pressure ever since. Diplomacy is like an iceberg; 80% goes on below the surface and out of the public eye. Even if you are a Liberal who loathes Harper and the Conservatives you owe it to yourself to at least get your facts straight before posting serious factual errors.

Harper loves the buy American clause, that's why his attitude is. We'll just follow the US! It's Danny Williams another con? Did he just go down to spend his money in the US, when we have lots of good facilities & doctors here, with no waiting. Harper hired some of Bushes old help a couple of times last year. Yeah the cons love that buy American clause.

So as Harper is busy fixing the world's problems what does Iggy do? Pretends to be working and comes out with outrageous statements like "we should fund abortions abroad". Or we should ask our taxpayers to fund daycare here while we are in recession. Did the guy fall off a bull and get kicked in the head? Where does he come up with this stuff?

As CTV reported, Persuasion came from the EU, 50 other countries, and Canada. The EU comprises 27 countries. This makes a Total of 78 countries. But Stephen Harper will take credit for it ! Or perhaps Peter Van Loan? May be it was Stockwell Day who made our day !!! As expected they will grasp at anything that might give them some credit , whatever that might be, but here we are talking about 77 other countries.

Mr. Harper seems to me that he is doing his job. So are the rest of the Conservatives that are in government. To keep on saying that there is no work being done is getting tired. Enough there Mr. Iggy. I have been waiting for the Liberals to mention how they are going to be better then the Conservatives. I still have not heard a peep about what the Liberals will do for Canada. They are busy not being busy. They are busy making up non-issues to badger the Conservatives. The Liberals are busy doing nothing to help our country. The Liberals are not saying much about their platform. The Liberals are busy making up lies and interviewing Liberal friendly lawyers that say what Harper is doing about the detainees is illigal. Come off your high horse Mr. Iggy. You will be gone next election. First there is Mr. Martin, then Mr. Dion and now Mr. Iggy is on the way out. When the Liberals don't win the next election, he will be tossed out and Mr. Rae will be in. He won't have that much luck either. Remember Mr. Rae? He prorogued Queenspark 3 times.....

While Liberal apologists continue the silly hue and cry over non issues such as the suspension of Parliament for TWO weeks, and the Afghanistan detainee stupidity, the much-maligned Harper continues what he is best at, and that is the protection of the Canadian economy, and the enhancement of the criminal justice system. This is another example of the stewardship of this government. Facts speak for themselves. Media and liberal-left anti-Conservative hype also speak for themselves.

The Prime Minister simply has not been getting enough credit for some of the fine work his government has been accomplishing during this prorouge period. I do hope that even his most hardened critics will acknowledge that this is a very significant breakthrough for Canada.

While the coalition NDP/Libs pretend to be working, the conservative government is producing results, as indicated by this important trade deal. If you vote Liberal a tax increase is absolutely certain. If you vote conservative, as tax increase is unlikely. I would rather take my chances of not paying more taxes. Why would anybody in their right mind want to pay more taxes, and vote for it??

Simon in Montreal I agree with your comments. Is not much proactivity coming out of Ottawa these days. When it comes to US Canadian policy, Harper's status quo is "lets wait and see what happens in the US". Unfortunately that is not good enough for Canada. We need to be leaders and not followers.
