Prime Minister Stephen Harper asked the Governor General on Wednesday to prorogue Parliament until March 3, ending weeks of speculation that the legislature would not sit until after the Olympic Games have concluded in Vancouver.

Harper spoke with Gov. Gen. Michaelle Jean Wednesday morning by telephone, according to his press secretary, Dimitri Soudas. The prime minister now plans to begin a new session of Parliament by delivering a Speech from the Throne on March 3, Soudas said. The government will present a budget the next day.

Parliament is currently on Christmas break and MPs were scheduled to return to the House on January 25. But rumours had been rampant swirling in recent weeks that Harper would ask to shut down Parliament until after the Winter Olympics in Vancouver are complete.

The announcement marks the second time Harper's Conservative government has prorogued Parliament since the 2008 election.

In an interview with CTV News Channel, Soudas called the decision "quite routine."

"There's nothing out of the ordinary about doing this," he said.

But Nelson Wiseman, an expert in Canadian politics at the University of Toronto, described the announcement as "unusual."

"I don't know when we've had two prorogations in this short amount of time," he said.

The move means that any legislation Parliament was considering is now dead, Wiseman added.

"It's as if you just had an election, you just start completely from scratch," he said. "And it also shows that the government didn't really care that much about its legislative agenda."

Parliamentary committees will be suspended as well, including one that is investigating Afghan detainee abuse, an issue that has been plaguing the Conservatives for months.

In a statement, Liberal Leader Michael Ignatieff criticized the decision.

"Mr. Harper is showing his disregard for the democratic institutions of our country," Ignatieff said in a statement. "The decision to prorogue is about one thing and one thing only - avoiding the scrutiny of Parliament at a time when this government is facing tough questions about their conduct in covering up the detainee scandal."

"It's clear Mr. Harper will stop at nothing to prevent the truth about his government's actions from coming to light - even at the expense of Canada's critical economic recovery," Ignatieff said.

CTV's chief political correspondent Craig Oliver said prorogation will also give Harper time in which to appoint another group of new Senators. By filling five vacant Senate seats with Conservative supporters, the party would hold a majority in the Red Chamber and, by extension, on Senate committees, Oliver said.

The Conservatives have been frustrated that the Liberal-dominated Senate has held up legislation already approved by the House, he said.

"In terms of prime ministerial government power, they will come back to a very different Parliament, one in which the Conservative government will have domination in what has been for years a Liberal-dominated Senate," Oliver said. "That will be a huge advantage for them."

Paul Dewar, the New Democrats' foreign affairs critic, said dissolving the current session of Parliament will keep key pieces of legislation from being passed.

"We have pension reform, we have EI reform. What about those who are unemployed right now? All of those things fall off the table because the government doesn't want to come back to work," Dewar told CTV News Channel.

"So it's not just the Afghan detainee issue," he said. "We will actually pick up from where we left off, and so all they're doing is delaying accountability on that."

But pollster Nik Nanos said the move represents a blow to the opposition parties because it makes it more difficult for them to criticize the Conservatives until Parliament resumes.

"It's a very deft political move from a communications point of view," he said. "From a public-policy perspective, we'll leave that to other experts."

However, L. Ian MacDonald, editor-in-chief Policy Options magazine, said the prorogation represents a risky political maneuver.

"This is the sort of thing that could backfire if the opposition parties are angry enough to get together to bring down the government on either the speech from the throne -- something which has never happened since Confederation -- or the budget, which would be tabled the following day."

Still, according to poll results released Wednesday by Nanos' research firm, the Conservatives enjoy a 9.3 per cent lead over the Liberal party.

As long as the Conservatives remain ahead in the polls, opposition parties are unlikely to bring down the government, MacDonald said.

Thanks, Harper.Democracy died today.Unfortunately, he didn't have a "coalition" to pin it on, so he decided he needed to check out the speed skating.Olympic tickets are way beyond my means. And I'd rather my tax dollars went to a working parliament.Harper just doesn't want one.

Last year Harpur prorogued parliament to avoid a political crisis and this year he did it again to shut down the Afghanistan inquiry. Weren't there similar parliamentary shenanigans in Germany between 1933 and 1936? Too bad no one in Canada seems to care that democracy is taking a back seat to Conservative political ambitions.

This is the second time he has pulled this, right after violating the fixed election date legislation. it is easy to portray a tough image when you have people fighting your battles in Afghanistan, but when it comes right down to it this guy is a mountain of feathers.I thought harper had us in Afghanistan because we were so noble. If we are so noble, why are we shutting down investigations into our actions in Afghanistan. if this guy is so tough why can't he turn the light on himself?Why did he hide behind Obama in Copenhagen, and did not stand up to the oil companies and Alberta against the putrid oil fields?Why can't he understand the true nature of the Middle East and try for peace instead of posturing to win votes?Why does he have a back bench simpleton raise a private members bill to reppeal the gun registry, without tabling it himself and being able to stand up to the families of the Polytechnique victims and explain it?Why can't he come clean and say his plan to lower the GST was just pandering and ended up damaging our bottom line?Why can't he admit he lied about his intentions for Senate reform and admit he just loves patronage as anybody? Judging by all the comments on here, it is clear that Liberal and NDP supporters are completely against this move... The question remains, what does the rest of the population think? If the opposition parties truly feel this is such a bad move for democracy and that the majority of Canadians disagree with the Prime Minister, I encourge then to defeat the governement ASAP after Parliament resumes... Either put up or shut up. If you complain and complain and complain, yet do not back up your complaints with actions, you are part of the problem yourselves. Now it is the oppositions time to 'defend' Canadian democracy. ...I'm not going hold my breath though.

I had some hope that things would be different under the Conservatives. Unfortunetly those hopes proved right. Things are different - they are worse. This is a good thing. This will give us all time to concentrate on the Olympic games, and not have to keep hearing 24/7 about the torture of prisoners in Afghanistan. It will also give Ignatieff and Taliban Jack some extra time to work on some more issues that will drive us all nuts right through to the summer break. Lets hope we have an election so Harper can take his majority government to the hill and we can let him do his job un-molested for the next 4 or 5 years, so this country can get on with every day business.Happy New Years to all EH !!

This is how he plans to get his coveted majority. The Governor General can't grant this request and therefore a quickly thrown together coalition will be formed and replace the Tories. They in turn will be defeated in a non-confidence vote in the near future. Harper is trying to capitalize on his poll numbers without having his gov't defeated in the traditional manner. I'm sure this is NOT a good idea for a guy that could easily win a majority if he just refused to back down to oppposition demands.

Here is something for all you Liberal whiners to look at and read!!!!!Jean Chretien prorogued Parliament four times during his time as Prime Minister: February 5, 1996; September 18, 1999; September 16, 2002; and November 12, 2003.* On each occasion, the Liberals killed their own legislation. Several bills ended up dying over and over again due to Liberals proroguing Parliament or calling early elections.* September 16, 2002 – After a summer of Liberal in-fighting and Jean Chretien being forced to announce his planned retirement date in August, Chretien prorogued Parliament, killing legislation so that he could unveil his legacy agenda.

It's probably the best choice for Canada right now.As spring approaches we'll all have a better idea of where the global economy is going in 2010.The Copenhagen talks will give China,the USA,and a few other nations some time to decide what they will do about their greenhouse emissions.Afghanistan is being handled quite nicely.The Olympics should be free of all unnecesary political bantering and partisan nonsense. As it sits now,the Senate refuses to handle any Conservative legislation.Even the policies supported by the opposition parties in the house of Parliament.While I detest the Senate the way it is,Harper can only do so much with a Senate under the thumb of Ontario and their Liberal minions.Red X,or whatever handle he is using today is right about the need for real change in the Senate.What he fails to say is that it is his left wing friends who refuse to take a position on the Senate,and that he,Red X,has never supported reform there either, As a westerner,I think the only real change we need in Ottawa,is a change from a Harper minority,to a Harper majority.I'm not very much of a conservative,but please,no more of Ontario running the entire nation.If we have to tolerate Mr.Harper to beat the socialists,so be it.In BC we have to tolerate Campbell to keep the NDP out.I'm not especially fond of Harepr,but he looks and acts more like a leader than any other PM in a very long time.He gets a little cranky,but at least he is trying to get a reasonable deal for Canada on the climate change issue,and he stands by our troops.Not popular decisions,but the right decisions.Good on him for standing tall in the face of all the flack. I am so disappointed in our government. Question period is certainly unruly and impolite, and the process maybe needs an overhaul, starting with a course in manners. However, it is necessary to bring the government to account which is often confronted with evidence of its own duplicity through question period. Perroging Parliament is not the answer. The business of parliament is to address current issues in a timely fashion. To believe that Canada has nothing to say to, or for itself for three extra months while a "sporting event" takes place on the other side of the continent suggests this country has become irrelevant. Maybe it has. Parliament should be perroged only as a last resort .Otherwise, the gentlemen and women elected by taxpayers and paid by taxpayers are obligated to the taxpayers to show up for work and find a way to make the country work. Shame on Harper for abdicating his responsibilty to the Canadian people.

I do believe all his election promises have gone by the wayside, although there are those who would argue thisand that this is a much better country to live in since the conservatives have won 2 minority elections. There are no important bills being delayed by the Senate. This is just a move to get the Harper cabinet's war crimes off the news for a while. At least the Tories won't be able to whine about the Senate when they have a majority, not that it will make a difference. Bad legislation is being stopped by the elected members of Parliament, and that's not going to change.The truth is that if the Conservatives thought they could get a majority in Parliarment they'd be calling an election, but they already tried that and it didn't work. The Tory fear factory can dupe a fraction of the electorate, but not enough to give them a majority. Soon the political fossils on the right will become extinct, thought we don't know how many more disasters and tragedies will happen in the meantime.

This is the best news I have heard for some time, From now on I hope we can have some real news that all Canadians care about, instead of the drivel from the opposition parties about how bad the terrorist detainees have been treated. Lets show our concern and interest in our own troops and their well being. To all those making a big fuss over what amounts to a mere delay in the return of the members to the house: if you are that concerned, use the period to meet your MP and express your displeasure. It is your right to be able to discuss such a matter in person with your MP. Persuade others to do the same. Then, at least, MP's will be using the time off constructively.

If he faces a non confidence motion, he prorogues, if faces criticism he prorogues, can someone please tell me what an ordinary citizen can do? If the answer is nothing, then there should be a revolution in Canada to fix this. The whole point of a democracy is to ensure accountability, wait a minute didn't harper promise us this!!!!I hope someone organizes a nice massive protest on jan 4th (which is a holiday in Quebec), I would defintely attend. Tax Rebate, it's not true ... only 15 bills currently on the Order Paper have made it past 2nd reading ... only 5 bills have a chance at becoming law within 4 weeks of Parliament sitting. Many of the justice bills in committee can be repackaged as one big omnibus bill, facilitating its quicker passage through the committee, report and 3rd reading stages in the next session (and also the process through the Senate).Any bill can be reinstated to the same stage it was last at in a previous session, by simple motion of the House. The opposition parties failed to mention that!!!

He knows full well that shutting things down will result in a good two months with no opposition distractions. The only distraction will be the Winter Olympics and in the meantime he can seize a majority in the senate by filling five seats that are now vacant.Unprecedented? It seems like much ado about nothing. Chretien prorogued 4 times with majority governments, when he could have his way in the legislature. It is not unreasonable to see that the legislature is a hostile place these days with the minority governments and therefore more frequent breaks are required. Harper is living within the rules of our democracy, the allusions to "King" are unfounded. He is a minority leader. He is not hiding from anything. If he feels that little can be accomplished in the legislature without a break, then so be it.

Sounds like alot of people are linking the prorogue of Parliament to the appointment of senators. Harper can do that at any time and then take over the Senate. There is no need for the work of the committee's to be stopped now. I'm a former conservative here in Alberta. I say former as reading this board makes me not want to be associated with a party that is focused on being mean and spitefull. Harper and other posters seem to want to comment on how well the economy has been handled. Remember the stimulus package he was almost forced into by the opposition parties yet they certainly like to have their logo and names on the cheques. Those of you who suggest that the opposition are supporting the Taliban, give your head a shake, the Afghan issue here is about the government being honest about what they knew and when. Its about being honest and open which Harper had committed to. Harper also said he "read my lips" would never tax income trusts and he did. Now he is sounding like he might impose a carbon tax, if the US does, which he skewered Dion over. If work actually got done in session, I might object to Harper's action. However, since most committee work gets stalled one way or another, and question period and debates in the house of commons are little more than shouting matches, we might as well keep the house shut down - and the heating turned down and the lights off - until after the Olympics. Ignatieff et al should be happy that, during the period concerned, they will not be upstaged by some althletic event. On second thoughts, they probably will; I doubt they will be able to keep quiet that long!

This is a good move by the government. Harper will get control of the Senate committees and therefore get his legislation passed without a lot of delay. He can also begin the process of changing the Senate i.e. term limits and electing Senators etc. As for the detainee issue the public is not really interested in it and there really is nothing knew to report. Of course the opposition can continue to malign the country by accusing the military of committing war crimes and contravening the Geneva Convention all in the hopes of obtaining some political advantage. Why doesn't Harper just dissolve parliament permanently, declare himself Emperor of Canada, destroy all of his political rivals, ban all other political parties, and rule for the next 25 years. In the interest of work productivity - what has the federal opposition parties accomplished - other then continually threaten to take the sitting government down? Good for Mr. Harper, nothing is done in Ottawa anyway, with all the infighting etc. I am very happy to see this and I know that as soon as the budget is tabled there will be an election. We don't need these children spouting off during the Olympics. What do the Olympics have to do with anything? It's nothing but a sporting event. Let's hope the GG comes back and suggests to Harper that if he's not prepared to govern perhaps she can find someone who is ready. Some of you obviously have no idea what 'shutting down parliament' means. It simply means that the House doesn't sit. It isn't a vacation, or 'time off' for MPs. Rather, they are more likely to be working in their constituency offices, and AVAILABLE to those who elected them. Secondly, whether you want to admit it or not, the Olympics ARE of diplomatic importance, and it will be expected that the Prime Minister is present to take part in some way. My bet is that the 'Leader' of the Opposition would love that opportunity, when Harper is showcasing our country, to wreak havoc in the House.Finally, to those who want to jump on the 'hypocrite - he said he wouldn't appoint senators!' bandwagon: Harper TRIED to change the senate rules, and was unsuccessful. Such being the case, it remains the JOB of the Prime Minister to appoint senators. It is also important that he do so at this time, to finally end the stronghold that the Liberals have held in the senate.

What do we expect when we, the voters, behave like lemmings? Harper is an ideologue until it interferes with him getting his way then all bets are off. He promised fixed elections then broke that promise because it suited him. He wouldn't appoint senators, then his buddies needed a nice job, he would have more open and skill based assessment of political appointments, until the majority in parliment didn't let him put his friend in charge of it. This is a guy who when something goes wrong, he blames the employees (Chalk River, Listeriosis, and now Afghan prisoner transfers). Hey, I think this is a great idea. All the bleeding hearts have such limited short term memories, that unless the media is actively driving an issue on the news, it's not even on their radar anymore.That said, I'm doubtful that the media will continue to barage us or our politicians with the plethora of non issues we're wasting time with today, so hopefully our elected government can start up again with a clean slate after the Olympics.It certainly bodes well that the Conservatives will have more say in the Senate though. No more partisan obstructions from the Liberals dominating the House of "sober second thought" - who are second guessing and obstructing legislation which has been ratified by our elected government.Hopefully this is the refreshing start of things to come so that we might actually get something done in this country other than chase our tails about irrelevant non-issues and inane social programs.The Conservatives still have many years of Liberal missmanagement to repair so hopefully they can get back to work unfettered today's trivial and rediculous "issues".Here's to hoping they get on with it in the new year!Cheers!!

I remember Harper and the Conservatives campaigning on a policy of accountability and transparency in government. Prorogation is a useful measure within our democracy that allows the Prime Minister to use when dealing with a totally uncooperative Liberal opposition who for years now only ever threatens to bring down the government in the media each day while blocking important legislation in the House of Commons. While the partisan reasons are obvious, this isn't a terrible thing. The senate is too obstructive. That 1.5 for 1 sentencing they weaseled in still burns me. If they're guilty they don't deserve extra value on time served.And just because parliament gets prorogued doesn't mean your local MPs shouldn't be busy working for their paycheck.

I think he was pushed to take matters into his own hands. I have a teenage son and if he was involved with a drug dealer I would be furious and try anything to save him like this father did for his daughter. Why do police often say they can't do anything until it's too late? Whether it be a drug dealer or an abusive spouse, the police can't seem to do anything until something really bad happens. In this case they could have raided the drug dealers home and arrested him. The whole town knew what was going on in that house but yet the police chose to do nothing. Release this man and give him a medal for doing the right thing by his daughter. I can't wait to see the episode on W5, I will certainly be watching this one.
