MONTREAL — A Quebec municipality is introducing a tough new smoking bylaw that makes it illegal to smoke in parks, playgrounds and sports fields.

The city councillor who spearheaded the new law in the Quebec town of in Cote St-Luc says it is among the toughest in Quebec and in Canada.

Smoking is banned in indoor public spaces in Canada, but some municipalities have gone further to limit where people can puff away.

The new bylaw bans smoking within 20 metres of playgrounds and parks in Cote St-Luc, a city on the island of Montreal.

The new law will also ban smoking at events that draw hundreds of people to public parks like Canada Day festivities.

In Cote St-Luc, first-time offenders face a $50 fine while repeat offenders will be on the hook for $100.

The bylaw was passed unanimously by city council on Monday night.

The by-law may have fallen a tad short..What about mandating a smoker must carry a bell? As they near others, they would be required to ring the bell, and shout out, "SMOKER! UNCLEAN SMOKER APPROACHING!"

There is more than one issue raised in the comments here worth adding to. First is he smoking, no itsnot goodfor you whether you want to admit to it or not. But when you do smoke why put children or others at risk unless you have no respect for other people and their rights. I also know quitting is not always easy for people, it is an addition. The mess left behind is another problem, and for some reason, too amny smokers do just leave their mess (butts) behind for other to "enjoy". And is it good use of gov't time and money compared to other issues, probably not but that wont change anytime soon. Tax dollars, that issue is simple, register smokers or people who buy cigarettes etc and make them pay their own medicl bills - thats why we tax the products so fair is fair. I say this as we just had a warning about the mess left behind by some workers which could result in a total ban and deductions for time away for breaks.

@Horses - I love your comment, way to go! I always throw my butts out in the trash, I never smoke and walk down streets so people won't have to breathe it in, and when I'm standing and smoking I make sure I do it somewhere that doesn't have a high pedestrian area.Smokers just need to practice some social responsibility!

Again municipalties doing a bang up job getting things done. Municiplaities have other more important things to work on don't you think? Ottawa city council is debating the same thing while our taxes and fees go through the roof. Nice to see where their focus is

Great new law. We all pay in taxes for the medical bills of these uneducated or just plain non caring smokers, and I am sick of walking through or sitting on dirty butts that they presume is their right to throw on the ground, even in playgrounds and parks. Let's make this law Canada wide! It will also curb youth smoking!

People like to point out the tax revenues the government collects off of tobacco today, yet they do not take in to account the long term costs to healthcare twenty or thirty years from now. Collect $1 in tax dollars today and pay out $30 in health care costs later. Is that your preference? I prefer them taking a hit on taxes today and save taxpayers later.

Good idea! Lets carry it one step further...Now hopefully the City of Calgary will ban perfumes and what smells like lysol on some women on the public transit and in offices. Ladies, please!!! A little touch make you smell wonderfu, but do you really need a 1/2 a gallon of your favorite perfume covering your body head to toe, overwhelming half the block? You stink up the bus, the train and the office...please go lightly on dousing yourself...sometime the smell of someone's smoke is more appealing.

I think smoking should be banned everywhere outdoors. Why should non-smokers be subjected to the nauseous smoke whenever they walk down the street or take a walk in the park? Smokers have a right to smoke, but NOT when it affects other people! Open spaces are for the public, so it should be smoke free just like indoor restaurants and malls.

It would be interesting knowing just how the government will be getting back (all that tax money)if everyone stops smoking or even cuts back. The tax on a pack of cigaretts is quite high..........so where will this revenue come from in future if we all stop smoking.
They will find a way to tax all us non-smokers to make up the difference. Open up more Casinos I suppose.

Good! It's time to let smokers realise even more that smoking does more harm to everyone.
Smokers need to realise that their attitude to continue anyways only shows them as disrespectful,one who doesn't care about their own health and others health as well as the enviroment. There is better things to spend their money on. The smoking is doing more harm that they aren't going to be able to afford when the harm is bad enough to show in many ways.

Ok I am a smoker and I try to always clean after myself. Can we also ban the people that bathe in essential oils. I do that is what happened back in the day as upper society only maybe 2 times a month. That patchouli oil has to go

Seriously? Nothing better to focus on like...oh i dont know...corruption in the govt and construction industry, drugs, child porn etc etc etc. which i am sure do more harm singlehandedly than those who smoke outside. and for the record I have allergies and am a non-smoker

@Ali - Obviously you are a smoker and like most people who are addicted, the thought of doing without is offensive to you. Too bad.Know what's offensive to me - the sandbox filled with cigarette butts because most smokers seem to think the ground is their own personal ashtray, the disgusting smell of a cigarette when it is being smoked and the foul odour of you as you sit on the bench beside me and I have to inhale all of the crap you choose to put into your body.Get over it. This is a great first step.

Good. The clean air was here first, let smokers smoke in their own homes and preferably not a single place else. Smoking -stinks- and I hate walking through even just one puff of it when I'm at the park. It's disgusting and nauseating.

I like this law. Wish it was in effect in Alberta. Cigarettes are so disgusting. Whoever smokes needs to try and quit. There is no excuse. Just filthy!

Good idea Dilys. And since you feel smokers should withhold tax money because they're being denied the ability to smoke at parks, surely you agree we can charge them higher taxes for sucking up more health care when that smoking catches up to them. Fair? Fair. I support the right to smoke, but rights come with responsibilities, and smokers want all the rights but none of the responsibilities that come with their choices. Most of them can't even be bothered to find a trash can. By all means, poison yourself, but pay for the recovery out of your own pocket.

No kidding, what about all the puppy mills and animal cruelty that goes on this province alone? Why not make those laws more strict? Or hey, why don't we tackle sex crimes against children? No, let's just ban smoking cigarettes in public parks instead. Way to continually waste tax payers money. I like the idea, but I think it's going to be nearly impossible to enforce such a by-law. And unlike by-laws that ban smoking in indoor areas, this by-law might be able to be assailed in a court of law. We'll see what happens.

Hey DK....you're ignorant! It's not the outdoor smoke (which does affect people, BTW) so much as the effect it has on little children minds. If they do not see stupid behaviour, they are less likely to try and copy that behavior later in life! Smarten up and quit yourself!

Maybe those of you who smoke could withhold some tax money. The restrictions are segregating you to lower than second class citizens. Heck become a drug user and you can get free needles for your habit.Cigarettes are not a controlled substance.

We need Provincial leadership in every Province to ban smoking in all parks and playgrounds. The toxins from one cigarette butt have been shown to annhiliate an aquarium full of fish. Those butts end up in your streams, lakes and rivers, and take decades to decompose. There are 4,000 chemicals in tobacco smoke that your kids breathe when they are trying to exercise. 80% of the population do not smoke. We wouldn't let a co-worker spray us with 4000 chemicals unless we were in protective suits, so why the heck do we let smokers poison and litter our green spaces, especially when are kids are with us? Way to go to this small town. We need to do a lot more on smoke-free public spaces.
