PMO paid former Clinton spokesperson $24,000

The Prime Minister's Office spent $24,000 to have a high-powered communications strategist advise the prime minister on U.S. media opportunities during April's Summit of the Americas.

Documents posted on the U.S. Department of Justice website show that the PMO paid Michael McCurry to "develop a media plan" for the summit held in Trinidad and Tobago, five months ago.

The PMO wanted McCurry to provide "communications advice around issues pertaining to the 2009 Summit of the Americas as they relate to the United States in order to effectively articulate the position of the Government of Canada," the documents state.

McCurry's contract also called for him to help the prime minister set up relevant interviews with U.S. print media and TV networks.

He was assisted by Scott Warner, a Virginia-based consultant who helped in outreach "to U.S. news media in furtherance of communications objectives of the Office of the Prime Minister of Canada."

During the Summit of the Americas, Harper gave interviews to the New York Times and Fox News, among other U.S. media outlets.

McCurry is a principal at Public Strategies Washington, Inc. -- a government relations and lobbying firm that counts corporations, universities, and trade associations among its clients. Warner is an associate of the same organization.

Documents on the U.S. Department of Justice website indicate that Warner did not have a contract with the PMO, and instead drew a salary that was paid by PSW. Warner verified to CTV.ca that he did not have a contract with the PMO.

McCurry was the press secretary for former U.S. president Bill Clinton from 1995-1998.

Warner has provided crisis management services to a number of high-profile clients including former NBA player Jayson Williams and the family of murdered Washington intern Chandra Levy, according to his website.

Prior to his appearance at the Summit of the Americas, the Prime Minister's Office paid another former presidential spokesperson for similar duties at the G20 summit in London.

Ari Fleischer, the one-time press secretary for George W. Bush, was paid $24,500 to provide "U.S. media advice" and "assistance in arranging United States media opportunities that advance Canada's International Economic Objectives."

Under the U.S. Foreign Agents Registration Act, both McCurry and Fleischer are required to disclose the details of their arrangements with foreign governments, which includes the contracts with the PMO.

Wow such a big deal but the devil is in the details huh?
The contract above is between the PMO and PSW a contracting company.
PSW contracted the aforementioned individual, Scott Warner, to help with the summit.
So a consulting company hires a consultant, on behalf of the PMO, for some contract work and this is news?
There was no malice and backroom or hidden deals made as the information was readily available.
At the most here may have been some oversight on the part of Mr. Warner or PSW for neglecting to file a similar contract negotiated between PSW and Mr. Warner.

I guess the Conservatives believe that Americans are more competent at sucking up to the media. Perhaps Harper needs to employ more Canadians and not rely on his Americans buddies to help top off the low IQ of the PMO. Harper really should be focused on providing job opportunites to Canadians and not employ Americans. I guess Harper just doesnt care about Canadian jobs.

This amount seems reasonable for the results they hope to get. And if I recall correctly, Bill Clinton did get two terms in spite of the candidate and his wife being less than perfect, so his people knew their stuff.

Unfortunately most of the ppl who post on this site are so mired in their political ideology that good debate doesn't exist here. Which ever party is in power there are a ton of excuses for why decisions were made and the other side clamors to make issues out of nothing at times. It may not have been the best decision to hire an American when Canada has so many people out of work however they may have been the most qualified to get the results required. At the same time Conservatives need to remember that Harper isn't infallible and at times it is o.k. to say I made a mistake.

Wow! - hiring an American expert to help handle communications with American media outlets -- how utterly terrible. Guess it is worse than the Liberals hiring Democratic consultants and buying the Democratic software or far more terrible than have two high ranking Democratic consultants attend and speak at the NDP convention -- folks, get over you anti-American bigotry - it is so Martinesque. Your leader is an American - just ask him -- don't you think you should stop hating them because they aren't you?

What I have been observing of late is the Thumbs Up/Thumbs Down ratio on all sites.

Ironically, anytime there is a large Thumbs Up in favour of the Conversvatives's actions or position, about five Liberal hacks - including SB - jump in and posit that: )"this site is obviously being overloaded by people in the PMO."

Here's what is funny. First, they never acknowledge the opposite could be true - Liberal hacks swamping the comments (which happens on a rival site) or B) that they themselves may be Liberal hacks, or C) that the preponderance of favourable responses may suggest something other than a Conversavative conspiracy. I think it is only fair to note - since Iggy signlaed his intention to bring down the Conversative govenrment there has been a marked (significant) shift in the comments ratio on this site (the other one is totally biased in favour of the Libs). Could it be that with 'election air" in their collective noses, the notorious Liberal backroom boys (and girls) are swamping this and other sites with Liberal favouring comments and Thumbs Up/Down clicks?

I realize this infraction pales in the light of the Liberal record on graft, decit, and manipulation. It's just funny watching SB et al skewing perceptions by using the tactics they have accused others of using.

A specific media plan and advice is part of good preparation. The PMO would have to employ dozens of specialists full time or they can simply pay for expertise as they need it. Seems like a good, prudent approach to me

Considering that we do hundreds of billions of dollars worth of business with the Americans every year I don't see how spending $24K in order to secure a successful communications strategy is a big deal.

Nothing wrong with this. All PM have done this or something like it in the past. Why is this news? Is it soposed to make us Canadians hate Harper for doing this? What I find funny here is that it was Cliton's former spokesperson. Cliton is on the Liberal, (left) side of the political line. This tells me the Harper can work with the left or the right.

It seems a contradiction that Harper runs negative adds against the Liberal leader for his time in the US. Yet when Harper needs some consultation, he quickly turns to the US while ignoring the wealth of talent here in Canada.

Ignatieff went to the States for a job position and he stayed there to fulfill his duties in that position - it's time for Harper to get over that; especially if that same country is Harper's go to place for sourcing out a resource to promote his own agenda.

Is this supposed to be bad that our government seemed to pay a very small sum for the top expertise on a world stage?
Its not like Stephen Harper personally hired a completely unqualified person at an exorbidant rate with little or no work done in return for something completely irrelevant or meaningless.
Oh wait, that's because the Liberal Party is not in power right now and we do not have a bunch of missing funds ie. Sponsorship Scandal ie. Long Gun Registry (5 billion dollars for a few computers and some desks)...
But we have the provincial gov't with e-health and the OLG and the HST to remind us of how Liberals govern.

This shows good, sound business thinking. Decisive action. Informed planning.

Of course, we don't have someone in the PMO qualified to advise on US media. The PMO could hire an American specialist for this, which couldn't be done for $25k. Then Harper's critics would complain 'an American was hired to work in the PMO, blah, blah, blah.

This decision represents clear action. The expense is tied directly to a purpose. Anyone who thinks this expenditure is excessive either: a) doesn't understand the cost of 'doing business'; b) doesn't understand the value of our US relationship (over $1 billion a day in bilateral trade); c) doesn't understand America's media obsession, or d) forgets we're a country - not a corner store!

Frankly, I am pleased and surprised they were able to find a consultant for this amount. Most firms would charge a lot more. I do business in the US. The rule is - don't there ifyou are prepared to play!

I must be losing it. Isn't this what Michael Wilson (former Conservative Finance Minister) gets paid to do as Canadian Ambassador to the United States? You'd think he's have more contacts to push forwards Canada's "position". Like they keep telling me "people are our greatest resources" so why do we pay high rolling consultants to do the same or even less? I don't mind paying taxes, I just hate to see them wasted when there was a person being paid to provide this service in the first place!

I don't see this as a big deal whatsoever. Without this consultant, I doubt Prime Minister Harper would have even been able to land important interviews with the leading publications mentioned in the article. Harper's strong opposition to the "Buy American" rule probably would not have garnered as much attention without that sort of media exposure.
