Police and EMS workers who were on the scene after a collision that killed 10 migrant workers and one truck driver said Tuesday it was "amazing" and a "miracle" that three people survived.

A flatbed truck and a 2007 GMC Savanna passenger van collided shortly before 5 p.m. Monday northeast of Stratford, Ont., police said.

The van required a Class F licence because it had more than 10 seats. The OPP says they have yet to determine the driver of the vehicle.

Ontario's transportation minister appealed for patience while police investigate.

"It's not a clear-cut accident, obviously, with one stop sign and one through street," Bob Chiarelli told reporters Tuesday. "So we need to look at the facts."

"It is so serious, it is so severe and it is so sad really that this thing can still happen, that we've got to be so comprehensive that we do everything possible to ensure that it never happens again."

The workers, all who were from Peru, had been working at a nearby poultry farm vaccinating chickens.

Poultry farmer Albert Burgers said he was shocked to find out many of his workers were the victims of Monday's crash.

He said some of the group of 16 migrant workers -- who were contracted through another business – were people he's seen for years, while others were new to him.

He said he 13 drove off in one van, while three left in a second van. He recalls them as being happy and in a good mood after they left his farm yesterday. The accident happened not long after they left.

During a news conference on Tuesday, OPP Const. Kees Wijnands said it was incredible that anyone had survived.

"All we know is that the persons are all still alive which is a great thing...and that's very amazing considering the crash and the carnage," Wijnands said, adding that the accident was among the worst he has seen in 25 years of policing.

Linda Rockwood, director of Perth County EMS, said five of the passengers were already dead when paramedics arrived, and the others died on the scene.

Of the three survivors, Rockwood said one was airlifted to Hamilton and two were taken to Stratford General Hospital -- though one of those was later transported to London for further treatment.

"From the reports I got back from my staff I believe yes, it was a miracle," Rockwood told reporters.

"There was carnage and there were a lot of people in that minivan and firefighters were pulling them out one after another and one would come and then another would come and so it was really difficult for staff."

Transport Canada is investigating the incident but says it cannot comment on the matter until its investigation is complete.

Ontario Health Minister Deb Matthews says the government is investigating whether the survivors are covered under the province's health plan.

Matthews says seasonal migrant workers are covered during their time in the province, assuming all the proper procedures are followed.

Immigration Minister Jason Kenney offered his condolences to the victims' families during a scrum in Ottawa.

Police have released few details about the migrant workers who were killed in the crash. Ian Forrest, mayor of Perth East, said a fund has been set up with CIBC to accept donations on behalf of the families, some of whom he said live in Canada, while some live in South America.

Cheryl Legate, executive director of Victim Services for Perth County, said the agency is attempting to get in touch with those relatives.

"It's a big community and there are lots of family and friends around," Legate told reporters.

"We don't know the extent of the effect on the community at this point and on families in Peru. Certainly some of them will have family out of country and some have families in the area and details of that are unfolding."

There are reports that some of the victims had only recently arrived in Canada, but officials said Tuesday some had been living here for years.

Police are not releasing the identities of the victims or the survivors until their next-of-kin have been notified.

The van was travelling west on Line 47 when it was T-boned by a flatbed truck that was heading south on Perth Road 107, in the rural hamlet of Hampstead.

Witnesses said the truck, operated by Speedy Transport, collided with the van at about 5 p.m. ET.

The impact of the crash slammed the van into the side of a nearby house.

"I've been on the job for 28 years and I've never seen anything quite like this collision tonight," OPP Insp. Steve Porter told reporters on the scene Monday night.

At least some of the workers were wearing their seatbelts and firefighters had to cut them off as they scrambled to free the victims.

Police said it's not clear whether the van obeyed a stop sign at the intersection. They are not ruling out any possible crash causes, including speed and alcohol.

The speed limit on that stretch of Perth Road 107 is 80 kilometres an hour. The weather was good and the roads were clear at the time of the crash.

Kudos to the Perth county EMS and Ornge flight paramedics, firefighters and OPP for doing a great job in light of the tragic events. These three groups run in when everyone else runs out and its a scene nobody wants to ever experience but these responders did a great job. RIP to those who lost their lives and speedy recovery to the three which were saved.

To Imported worker: You asked the question if anyone knows about the conditions these workers work it. I will let you know, they earn a decent living, more than some mechanics or factory workers for example. They work hard, but are not overworked. They are so willing to work hard for the benefit of their family. Having said that now is not the time or place to talk about that issue. It has nothing to do with what happened.

This was a horrific, high-speed, full-impact, multiple-fatality automotive "accident" likely involving basic human error. It has nothing to do with migrant workers, and, in my opinion, it has nothing to do with the safety of commercial passenger vans. Further, the fact that the overreactive nibs in government (all hopped up from the extensive media coverage) are making mindless references to an official study of the incident, that would pretend to come up with a "solution" for public consumption, is both pathetic, nauseating, and rather insulting. Sometimes awful things simply happen. Let's keep our heads on, and leave it at that.

This sad and tragic accident has nothing to do with anything that was suggested in Imported Worker's posts.Whether this be a van of migrant workers, school children or a family, it is still a time to offer condolences and support to the community and to the families of these poor individuals.

The workers and the owner were family. The people in the van were nephews, cousins and brother in law, No one here applies for the jobs so he has family help. This is a family tragedy and we should keep comments about "workers" when they do not know the whole story to themselves and respect the families...

Considering import workers have been working in Canada for a loooong time and working jobs that other Canadians do not want to do. Why does it matter whether the victims were migrant workers, a church choir or a scout troop? It was a terrible accident for all concerned and we should only be focusing on concern for the living and any safety issues at the intersection that might need to be addressed, unless it was driver error. This is not the platform to discuss seasonal worker policies!

It is a tragedy that the people in the van, as well as the truck driver, died in such a horrific accident. I know that one of the gentleman had just brought his son here from Peru on Saturday past, and they both lost their lives in the accident. My heart goes out to the workers in the van and the gentleman driving the truck, and yes, we should hug our loved ones everyday and be thankful for what we have. An accident can happen at any time and change the lives of so many.

Afrter reading some stuff that reporters are putting off, they were not over worked they were hard working...happy loving people with family's....not to mention they all were family... and family to the owner of the company.. An awful tragedy indeed. It's a sad day for their loved ones both in Canada and Peru. God Bless them. Not knowing anything about the circumstances of these migrant workers it would be inappropriate for me to comment. I will say this though. I find it dispicable, disgusting and offensive that some commenters see fit to use this tragedy to land a blow on politicians and political parties, be they con, lib, ndp or whatever. It's a low blow indeed. These commenters should be ashamed of themselves. Alas, such people know no shame! Making political statements this way is sickening.

Looking at Google Maps it appears that the direction the truck was coming from has a small hill before the intersection, which could have obstructed the views of both drivers. It's likely that neither driver saw each other until it was too late. I can see that warning signs will soon be erected as a result of this accident.

15 imported workers from Peru at minimum wage or less to vaccinate Canadian Chickens. I call this slavery. God bless them. Does anyone know about their work conditions and accomodation? At least the chicken are vaccinated. This is not the first accident involving imported workers. Since the new legislation passed by con government these type of ipractice has increased significantly. Large companies such as SNC-Lavalin hired imported latin workers paid around $4 an hour for the construction of the millenium line in Vancouver.

Nancy - some accidents, no matter how grave they are, are not preventable. We do not know and maybe will never know the cause. So please be respectful to everyone involved until there is a conclusion. Whoever is at fault (if there IS a direct fault), I am sure they are sorry for their actions and did not mean for this catastrophe to happen. nancy : You wonder if it was a migrant worker or employee? You say it was preventable? Have you ever hear of an accident before? Perhaps something last minute could have distracted one of the drivers. Use your words cautiously and have some bloody respect for the mourners will you!!

15 passenger vans are a safe form of transportation if the driver has been properly trained and licensed . Failure to stop at an intersection is driver error , if the sun was in his eyes and he could not see proplerly , extra precaution should have been taken before he entered the intersection. This is not about the van - this is about driver error. What owners of 15 passenger vans need to be asking themselves is have their hired drivers been properly trained and licensed . The rules for operating a 15 passenger van should be no different than the rules for operating a bus. When there are people involved - extra caution is required by the driver.

I hate to say it and my husband would come home and tell me all these stories about chicken picking and im not saying and names but i will tell you the stories i got where unreal i do not wish this job apon anyone.I think all the drivers should NOT work and they do so they are very tired or get tired because they do such a long drive work then the same drive home thats more then one person can handle. The goverment needs to change the drivers work hours witch i mean they should ONLY drive and not work with the crew like they do. Im sorry to say it but working more then ten hours a day and work is not right then to cram that many guys in a van with less then half of working seat belts and some seat not atached to the floor thats not right at all so company owners should respect the safty of there enployess.

A tragic accident, doesn't matter whether it was migrant workers or cdn citizens working at a temp job in that van....why the big focus on the migrant side of it. Wonder who was driving the van.

well i have been waiting to hear all night if it was a chicken picking crew and i found out this morning that it was. I am very sorry for the familys that are going through pain over the family members they have lost. I am hoping that things will change for the crews that do this kind of work. once again im very sorry for the people that where in the crash and for all the familys.

Man....come all the way here for some good work and good pay to help the family back home and this was the result...beyond tragic. Now please...someone explain to me how if there is a god (which there isn't) this can possible be just or part of any grander or greater plan. I am deeply saddened to hear of this tragedy. My prayers go out to the families of those who lost their lives and to those in hospital. We need to remember to also pray for strength and comfort for those who witnessed this, whether police, EMTs or those living near the crash site. A terrible trauma for all of them.

What a horrific tragedy. These poor guys come to better their lives and this happens. Condolences to the families, community and the first responders. This is a huge generalization however I have worked with migrant workers in the past and the general attitude they have is very positive and inspirational. Hopefully we never witness something like this on Ontario roads again.

So sad to have this happen. The workers here in Canada working very hard so no doubt driver error and the fact of being over tired, we have all been there and but for the Grace of God nothing happens but in this case a terrible tragedy.
