Prime Minister Stephen Harper seemed to cruise easily through a political controversy swirling around him during the final leg of his trade mission to China this week.

His last bilateral meeting was with an ambitious Chinese leader, Bo Xilai, a man who appears to have his sights set on the major leagues of that country's ruling communist party.

Bo is currently the southwestern city of Chongqing's communist party secretary and the son of a former high-ranking Chinese Politburo member. Bo is expected to be promoted to a similar post later this year.

The meeting, one of several with future Chinese leaders, occurred without Harper shaking his hand in public. Instead the two met in private, away from the prying camera lenses of journalists.

Bo's political future was cast in doubt in recent days after his protege Wang Lijun spent a day in a U.S. consulate, allegedly seeking asylum after he was demoted as police chief and reassigned.

"The Chinese say that Wang is gone to Beijing and is on vacation-style treatment," CTV's Roger Smith said in an interview.

"This did not come up during the meeting the prime minister had with Bo Xilai and it remains sort of a mysterious case of infighting that there aren't many details of in the media here,' Smith told CTV's News Channel Saturday.

In his role as top cop, Wang had helped carry out a crackdown on organized crime groups seen as part of a campaign to promote Bo.

On Saturday, Harper and Bo sat across from each other at a large conference table, neither acknowledging the dark cloud hanging over the Chinese leader's future.

But the meeting did end with a deal to send two giant panda bears to Canada for 10 years, something that indicates warming relations between the two countries.

Harper attempted to inject some levity into the moment by quipping to the Chinese leader, "More people in Canada will notice the pandas than anything else."

Bo didn't laugh.

@Doug BC you said "LOL!! I wonder why all the Harper Haters have forgotten about form PM Trudeau. He was the first Canadian PM to open up a diplomatic relationship with China." - - I dont understand the relevence between late PM Trudeau and Harper going to China to cutting a deal with the communist devil. I figure if he wants to go on talking about democracy, human rights and freedom every other week he ought to have the balls to stand by his words or forever hold his tongue about it. Next time you hear Harper talk about democracy the panda bear will remind you how full of bs that man is. As a liberal I never voted for Paul Martin or Michael Ignatieff - you too should learn to stop defending the indefenceable. Just because we have the luxury to vote does not mean you need to if all they have are weasles to choose from.

This is a highly successful business trip that will help sell our oil and energy to China which will be good for the Canadian economy. China is a willing buyer and we are a willing seller! Others can step aside! There were also billions of Dollars in deals signed at the same time which helps industries in Canada. The PM can mention about human rights which is good, and I hope they will improve on that front, however the Chinese will move at their pace. I am very pleased that Canada is moving to expansion outside of business almost solely with the United States. We know how that has gone as Canadians have got the raw deal for many years!

LOL!! I wonder why all the Harper Haters have forgotten about form PM Trudeau. He was the first Canadian PM to open up a diplomatic relationship with China. In fact,I think he did that before the USA did.I guess that was because Trudeau looked a lot like a communist himself. Two things come to mind when I think about human rights in China, and what Canada can do to advance theThe first things that I belive we cannot do,is IGNORE China,or publicly spit in their eye.Either one of those is doomed to fail if your real concern is human rights. For China, this wll be a long term evolution,as opposed to s short term revolution.China will still not be a democracy long after we are all dead and buried. Harpers job is not to try to turn China into a North American democracy. His job is to just move the ball down the field a few more yards. To do that, you don't humiliate the leaders in very public forums. You don't ignore the entire country. And you don't try to force your form of democracy on a country that probably couldn't handle it any way. He's there an a business trip.He said his piece on human rights. That's all he should do.China wil move when China is ready to move. When they do,they will remember that Canada made it's point respectfully, stood it's ground, and with out humiliating China,or it's leaders. I think "J.C." has it exactly right.

Bravo to PM Harper who has done his job well ofreaching out beyond our neighbour USA ! Canadahas the supply & China has the demand; so, whynot ? China has its own oil, gas & other natural resources, it is cheaper for them to buy now, than developing more, to meets its growing economy.Canada better be quick to get that Northern Gateway pipeline done before China buys fromelsewhere. Who knows what the future will be ?And, STOP criticizing on China this & that...whatcountries don't have problems & human rightsisuues ? Can we STOP all the dictators in thewold, or just Syria ? China was nobody before, and now, everyone bashes on China's success,in just a short 30 years. Chinese did it with theirdiligence, unified with the willpower of millionswho wanted a better life, a better nation, away from colonial powers' control & bullying, for thepast 250 yrs ! They did it for the 'Great Good, notthe Great Self', which was opposite in the West.It was the world who invested in China; it is ourturn for the world to invest in Canada...it is thatsimple ! Because Canada offers peace, stability, and tolerance, and that's what China & the worldwant. Go visit China the Far East, you will see how forward they are now, and how backward wehave become. This is a classic story of the' Hare & Turtle' race, where the West took thingsfor granted, for years; the East has caught up !!

Hong Kong is whoring out mainland China for its own financial gain this is a clear violation of human rights and no better than what the American south did to black African slaves in the cotton fields of the deep south yet they sugar coat it as "emerging markets" or "globalization" when anyone with any commonsense knows exactly what is really going on with the desperation of masses being exploited for a few corporate fat cat's financial gain at the world's expense. Did Harper talk about that??? No because he's on the receiving end of the money in Swiss bank accounts that's why!

I am a Chinese Canadian, I love freedom and I like making money. Chinese admire the life style of Canada and are striving to emulate it. That is good. I hope one day Chinese will enjoy freedom as we do. But those who do not understand Chinese history, culture, its social and ethics structure should do their diligent and stoical research into China's past to better understanding what made China today . For 5,000 years, China was constanty attacked by barbarians around, for example, by Ghenis Khan and Japan. Their bitter experience still flows in their blood that perpetual self defence became an instinct. The current Great Fire Wall in the internet is the continuous structure of the Great Wall of China. Throughout its history, war and peace succeeded each other in endless cycles: Rebellion, civil war, famine, cannibalism, overturn of the dynasty, creation of a new dynasty, peace .... Then the cycle repeated hundreds of times. The peaceful state of China today is only a brief existence in the ever turbulent trend. The longest period of peace is Han dynasty which lasted 400 years. Sooner or later there will another upheaval in the modern China: Rebellion , civil war, overturn of the current government. The current government in its heart and mind is aware of that. Now you know why strict government control in the country's stability is imperative. Certainly, domination of the world, defence against foreign invasion and self-interest are in the instinct of all living things. As long as China will not infict harm outside its border, I think we can be an economic partner with it for mutual economic survival. We don't want Candians to starve and be poor. Timmy

A big part of the Chinese culture is to not "lose face". The prime minister knows and respects that. What was discussed behind closed doors will be significantly different from what is paraded in public. All those trade agreements were concluded behind closed doors long before they were "signed" in the media spotlight just like a marriage ceremony is a culmination of weeks and months of wooing, negotiating, planning (and politicking). To bring up human rights, Syria and other issues at such a meeting would be like a drunken relative blurting out something unsavory just as the priest is saying "If anyone has just cause why these two should not be wed, speak now."

Trade has always been good for diplomacy, and in many instances a good vehicle for advancing human rights. However; on other occasions trade has encouraged exploitation, and has not resulted in mutual prosperity. Although it is desirable to reduce barriers to trade; also, it is true that Fair Trade provisions are necessary to achieve mutual economic growth through trade. Economic history is clear, if trade agreements result in exploitation then both nations will be impeded in economic development. In most nations with legislated minimum wage, the minimum wage is about 40% of GDP per capita. (In Canadian provinces minimum wages are about 40% GDP per capita.) However, in America the Federal minimum wage is about 30% Americas GDP per capita. In Mexico, the minimum wage is less than 20% Mexicos GDP per capita. Trade agreements should have minimum wage provisions. This will encourage consumer spending and GDP growth in both nations. Calculating the required minimum wage as % GDP per capita (in the producing nation) is feasible.

Dont sell out human rights for Pandas
said

"I don't think Canadians want us to sell out important Canadian values -- our belief in democracy, freedom, human rights. They don't want us to sell that out to the almighty dollar.'' - that was what Harper said in 2006. Amazing how today he is a sell out. He is dealing with one of the most horrifying regimes this planet holds. Imagine if China didnt have slave labour and lax enviornmental rules just how the press and politicians would be all over those people? They would be on par to Syrias own regime. Today Harper is helping power this evil machine with our fuel. How many prisoners in jail for speaking up for their god given right? How many of those continue to have their organs removed and made so suffer for what time is left in their existence in a Chinese horror house? Harper - SHUT UP ABOUT HUMAN RIGHTS!!! You ARE A SELL OUT! And the joke in China is that they sent you off with a damn Panda Bear!!! Do you not have any shame??

Have you ever heard the adage - You can catch more flies with honey than a fly swatter. Any changes cannot take place overnight. China is a communist country and not a democratic one. Don't expect any PM from any party to walk in there and try to tell them how to run their country.

It is a sign of good manners that Harper avoided involving himself in local political in-fighting. His trip has resulted in billions in deals for Canadian producers, all of whom employ Canadians. We will be exporting finished products as well as raw materials to China. And yes, perhaps we should be refining some of the bitumen in Canada and exporting finished product. However, I suspect that most areas where such a refinery might be built will say "Not in My back Yard". And in receptive areas, there will have to be environmental impact hearings, which probably will be delayed years by the environmental crowd who want "Nowhere in Canada" (or the world, for that matter). Every year of delay increases the cost of building such a refinery by at least the cost of inflation, and that means lots of money on a multi-billion dollar project. And in turn that means reduced income to the investors - pension funds and mutual funds that support retirees. On another note, it is such a pity that some posters cannot accept what is, but only focus on what they want or feel. According to Canadian election law, the Conservatives under Harper won the election last year. Why are gratuitous insults so common now? Those calling Harper names are no better than the tabloid press currently under investigation in Britain. They did it because they could and claim "freedom of the press". What is the excuse here - "it's my Charter right"?

Who from the PMO contacted CTV and made them crop the panda photo? Earlier this morning it was an amusing photo of his wife holding the panda and the ever-awkward PM leaning away while the bear stretched out its paw as if to shake hands!

It is not right for any leader to make negative waves in a foreign country, even one so devoid of respect for human rights as China. If Harper managed to complete his visit without embarrassing himself or Canada, he has done well, China is not an easy place from which to escape unscathed, with its oriental culture and its totalitarian rule. His skills as a world statesman have slowly grown during his years as prime minister, and I believe he deserves our respect..

If anyone knows anything about international politics ~ Privacy & Confidentiality ~ are paramount to diplomacy. The public is not and should not be privy to internal affairs during discussions and negotiations. In due course, any government will release information, as the government of the day deems approprite. Our Prime Minister and Cabinet are on course doing what we elected them to do. They are a Government of "ACTION" and that is why CANADA stands tall in the family of Naions. So many have so much to say, & their is no fact in all their negative rhetoric. Carry on Canada ~ & under this Prime Minister Canada is doing well thank you.

Globalization, pros and cons, have to be dealt with. Our unions with their over-sized wages cannot compete with fair wages to work ratios, or sweat shop wages, not even a chance. The upside, we get millions of new customers for the products and raw resources that we sell at a fair price. The biggest fly in the soup is the very real possibility of losing our rights to our natural resources, like NL did to Quebec with their Hydro power, but on a much larger scale. We must not sign any long term deals selling our raw resources. We should focus on creating more jobs in refining our natural resources here in Canada, then selling to the global market.
