Prime Minister Stephen Harper has pledged to press China on human rights as Canada moves ahead with plans to develop stronger trade links with Beijing.

In his most direct speech yet during his four-day trip to China, Harper told a business dinner in Guangzhou Friday that Canada wants to sell its natural resources to China. But he said Canadians expect his government to uphold "fundamental freedoms" in their business dealings.

"Canadians believe, and have always believed, that the kind of mutually beneficial economic relationship we seek is also compatible with a good and frank dialogue on fundamental principles," Harper said in the keynote speech at the dinner.

"And they demand that their government -- and their businesses -- uphold these national characteristics in all our dealings.

"Therefore, in relations between China and Canada, you should expect us to continue to raise issues of fundamental freedoms and human rights, and to be a vocal advocate for these just as we will be an effective partner in our growing and mutually beneficial economic relationship."

Harper said that while he couldn't claim to understand the challenges China is dealing with in the face of its exploding economy, he said Canada's history "has taught us that economic, social and political development are, over time, inseparable."

He also made a subtle dig at environmentalists who helped block TransCanada's planned Keystone XL pipeline, which would have carried Canada's oil to refineries in the United States.

"We uphold our responsibility to put the interests of Canadians ahead of foreign money and influence that seek to obstruct development in Canada in favour of energy imported from other, less stable parts of the world," he told the dinner.

The Conservatives have suggested that some environmentalists opposed to the oilsands are backed by international money.

Simply put, China needs energy and Canada has natural resources to sell, the prime minister said.

"We are an emerging energy superpower," Harper said. "We want to sell our energy to people who want to buy our energy. It's that simple."

It was a message the Chinese were eager to hear.

Harper did not bring up any specific human rights issues that Canada wants addressed during his speech.

While Harper has told reporters that he's raised human rights issues in his talks with Chinese leaders behind closed doors, the speech Friday night in Guangzhou marked his first explicit public remarks on the subject.

Harper also urged China to be a "responsible" global citizen on security issues. Without mentioning Syria directly nor China's decision this week to block United Nations action against Syrian President Bashar al-Assad, Harper said he would encourage Canada's trading partners to be good global citizens.

"Canadians also demand that their government be a responsible global citizen in dealing with the peace and security challenges that confront the world and, wherever we can urge other governments, including global actors like China, to do the same," Harper said.

Harper was in Guangzhou to highlight the education connection between the city and Canada. He visited a local school that uses Canadian curriculum and that sends Chinese students to Canada each year.

With more than 60,000 students from all over China already studying in Canada, education is a growing tie between Canada and China.

In a joint statement released by Harper and Chinese leadership Thursday, the two countries agreed to elevate education to a strategic priority.

Cat CEO received 10.5 million bonus while the employees were offered 30,000 per year to keep their jobs. The lower valuation of the Canadian dollar brought a significant amount of foreign investment into Canada and our sales were higher. Logic, lower Cdn $ equals more investment. Next, the lowering of Corp Tax Rates only benefitted one group, the company’s investors. As any business person knows, maximizing the the shareholders wealth is the key objective. Lower tax rates, means lower tax money for the government to receive, but our taxes keep going up. Providing business TAX credits (as HARPO has provided in the past few years) means nothing for a company’s ability to hire new staff, since it’s a credit and you can’t hire new staff with the minimal return to the company’s bottom line with tax credits. Trudeau always said the best Canadian $ was to be valued at $.70-.75, as it stimulated our economy effectively. This was again, proven by the numbers at that time and the confirmation from IMF with our country’s ratings. Lower rates are not the real reason lumber is flowing, try again. Also, the industry lost billions when HARPO caved with the Bush Govt and allowed them to get away without paying billions in tariffs and taxes. The reason our per hour rates are higher than China and Mexico, our unions have pushed for pay raises every year and our taxes continue to rise, people need stability, something HARPO cannot achieve, especially since he created over $120B in debt (not deficit), and this number will continue to rise over the next few years we have to endure him.

I have to laugh shaking my head when people accuse Harper of being an "oil shill". DUH! Oil is one of Canada's biggest exports. Oil is the foundation of our economy. Just take a look at the growing population of Alberta to see how this is true. Since Harper supports all of Canada and not just Quebec and Ontario, which understandably gets the self entitled easterners pouting, oil would get strong support from our leader.

Two things about corporate tax rates that your misinformation forgot to mention are important fo Canada.One is that when the feds lowered the tax rates,corporate activity grew, and the feds actually got more tax revenue in real dollars.And secondly,Forbes magazine,and several other international business leaders ranked Canada as the best place in the world to invest. Not once did that happen when we had socialists running this country. Given that no one expects Canadians to work for Mexican for Chinese wages,lowering those corporate tax RATES is the best way to help Canadian industry deal with a dollar that is 35-40% higher than the "Chretien Buck" was.. These lower rates are helping BC.We are doubling our lumber exports to China every year, and we are racing to sell natural gas to Asia.If Ontario wants higher taxes,let McGuinty impose them there.We don't want them in BC.

These agreements will not be beneficial to Canadians... just big business. Selling of your raw resources is not a way to create jobs in the long term. Processing our natural resources creates jobs. And we will desperately need these jobs when our manufacturers move to China to take advantage of their ridicoulously low wages. These deals with China benefit big business only.

On this trip, Harper has reached an agreement on the sale of uranium to China (ally to Iran and North Korea, who are both desperate for nuclear capacity) in which accountability rules (on how the uranium is used) have bee relaxed to please China. (google "Harper", "accountability" and "uranium"). I guess this is another one of thos time we should let the 'free market" regulate itself.

If you can't make the US accept your condition how could you do with a country 5 times big as the US. Let them do it on their own. Well fluffy words by Harper again!! He said that he wanted China to uphold certain human rights. They key word is certain........... Read the whole article and it is a big pile of fluff. Ok lets call it fluffy galore.

The natural resources doing well and selling off them is not what we should want. What I am saying is that we need to do the processing of those materials.
So instead of shipping off lets say uranium, we should be process the material here. Put some tariffs on the product and make more jobs in Canada, like we use to.
The globalization of our goods has to stop.

Now that he has spoken out about humanitarian issues and those involving China I must commend our Prime Minister for his daring to do so on their home turf. It would take courage to do so and I commend him for that. But, after all is said and done, how much of Canada and Canadian wealth has he promised to export? How many environmental changes and how much environmental damage will this cause (e.g., pipeline through B.C.)? Resources get more jobs but the rest of us suffer as we lose manufacturing jobs? Hopefully, we can debate all this and ratify any agreements at home before they become law!
