TORONTO — Doctors, nurses, teachers and one million public sector workers in Ontario will have to hold their salary demands in check while the province eliminates a $16-billion deficit, Premier Dalton McGuinty said Tuesday.

"One half of all government spending, about $55 billion, is invested in wages and salaries," McGuinty told the Canadian Club.

"It is simply not possible to reduce spending without addressing salary expenditures."

However, McGuinty rejected the Progressive Conservatives' demand for a legislated pay freeze for public sector workers, saying he has built up goodwill with unions and will continue to show them respect at the bargaining table.

"There is a determination to ensure that we get expenditures under control, but to do that by bargaining fairly but firmly through the collective bargaining process," he said.

The Liberals tried a voluntary public sector wage freeze in 2009, but most unions continued to negotiate salary increases, leading to situations where some workers got pay hikes while managers or even non-unionized colleagues doing the same work did not.

The Tories said they won't be giving up on their demand that the March budget include a legislated public sector wage freeze.

"As he's pointed out, this is a minority government," said Opposition critic Peter Shurman after watching McGuinty's speech.

"As far as we're concerned a wage freeze is not off the table. A wage freeze is essential when it comes to dealing with the broad public sector."

The premier declined to offer any specifics about program and service cuts expected to be in the March budget, but said the government would soon outline its plans to transform the health care system.

The Liberals want to cap the increase in health spending at three per cent a year, less than half the amount seen in each of the previous eight years, and hold the government's overall spending hike to just one per cent.

The lack of specifics on the looming changes to the health care system has the NDP worried.

"When this government starts to say we're going to transform the health care system, I think we all have to be pretty nervous," said NDP Leader Andrea Horwath.

"The other thing that's possible is 'transformation' is just a code word for more cuts."

McGuinty told the business audience it was critical to stick to a deficit reduction schedule to help grow the economy and create jobs, and said the Liberals will not raise taxes to help balance the books.

The province won't be looking to increase revenues from the Liquor Control Board of Ontario and Ontario Lottery and Gaming to help stem the flow of red ink, he added.

"When it comes to assets, restructuring and those kinds of fees, there's just not a lot of magic there," McGuinty told reporters.

"People ask if that is kind of the easy way out, whether in government or others. There is no easy way out of this."

McGuinty said the Liberals will protect health and education as they rein in spending, but the Tories questioned the party's commitment to making the difficult choices needed to balance the budget.

"The man who for the last eight years has held the shovel while digging Ontario into the biggest hole it's ever been in is now saying we all have to work together to get out of it and suddenly has found religion where the deficit is concerned," said PC finance critic Peter Shurman.

"I am very disturbed at the prospect of having him at the helm when it comes to attacking a deficit, especially in the way he's talking about, which is without any real terrible inconvenience to anybody."

McGuinty warned there are no quick fixes or easy solutions to the deficit crisis, but said the government "won't be rash or timid" as it looks for steady, measured progress on reducing spending.

Its not pocket change and to say they make to little that rubs people the wrong way there are people hat make far less then gov workers and have to scratch and claw for a raise of what maybe $1.50 for a grand salary of $20,000 a year yet gov workers should get far far more no i am sorry they should not yes they should get a good pay but not far and above value.

All they have to do is cut back on all MP's/Senates kick backs and pensions and all would be solved. The Government overspends on ridiculous contractors and senior management is way over paid. They know this, but it is easier to pick on the little peons on the front lines....

Toronto would be hurt as if you have the Ontario gov lay off people the city of Toronto and the feds those 3 alone you could be looking at a ton of lost jobs in the gta alone then you have the chances of stores and resturants laying off people even hotels etc there could be a massive amount of job lay offs and its not just Toronto it could be Canada wide.As for the private sector people keep saying $20 a hour jobs yes there are lots but there are also very good paying jobs in the private sector $100,000 plus.

We can sit here and talk about public service wags or we can start taxing big business that post 6 billion dollar in revenue. $20 an hour jobs vs. $1 million a day company.

Let me remind everyone that people who work in Public Sector don't live in the big cities they live in rural Ontario. when they can't paid their mortgage Toronto isn't going to hurt it's gonig to be Newmarket, Oshawa, Brampton, Aurora or Whitby. And funny thing too is that majority of people that work public sector are from Canada. Let's start allowing big business to come in a start paying people $10 a hour to teach or nurse you back to health.

Who would have guessed the $2,000 per year per person McGuinty has been silently borrowing since he took office would EVER have to be repaid with interest... And by 2017 the interest rates will likely be four times what they are today. Hope people enjoy paying off their $16,000 McGuinty debt as much as they enjoyed the last 8 years of him in charge of Ontario. With interest it will likely cost about double that to finally clear the Liberal ledger.

Anyone that has or does work in healthcare knows that the problem is middle management salaries! Stop going for the front line workers and focus on the people that are making big bucks and doing very little. You want better healthcare then get rid of the fat cats like the CEO that make over 300k.

After 8 years the light bulb has finally shone on Mc Guinty. My goodness, if he takes this long to decide on this then there is no hope for Ontario. I hope he starts with his own salary and the other politicians along with CEO's and the sunshine list who make salaries that are way out of whack. Its totally disgusting and to think of the waste of public funds that have gone on under Mc Guinty is nothing short of toatl disregard for the public purse. Just recall the amount of money wasted on E health, OLG just to name a couple. His government should be held accountable. In the real world no one would get away without explanations on where the money went followed by a pink slip. Too bad he was re elected, its going to be a long 4 years. This meeting he had today who paid for the meal for all those people, I guess we the poor people did.

Then reduce the salaries of those hospital CEO's. They have diddled with their ER's for years now, and still have to measure their response in HOURS. People die in minutes, so measuring response on hours is a bit stupid.

The Civic Campus of the Ottawa Hospital is a good example of a broken ER. It has to be the worst in the world.

Then there's the folks at the LHIN's. Calling the work they do a waste, is a compliment!

Dalton is only buying time. His pension will kick in, and with the pension of his teacher wife they will live a comfortable life for the remainder of their lives.
It is the Ontario taxpayer who gets it on the chin once again.
Even Dalton was surprised he won the last election, and now he is mulling over his chances of moving on up to federal politics. The drive to work would be a whole lot shorter, and he will be able to make all kinds of noise from the opposition benches.
Anyone willing to guess who his successor will be ????....oh thats right, nobody from the liberal team will be trusted for a long, long time.

Dalton McGuinty is going to cut/address organized labour salaries? The same guy who was elected with $millions hoisted from the brothers and sisters of the big unions by "The Working Families Coalition"?

While he's at it he will attempt to sell you some prime real estate just east of Florida. Surely no one can possibly trust this guy with anything related to finance.

How do YOU spell e-health, $7 billion in windmills, Caledonia, The Morraine, "no new taxes, I promise", health tax, HST,...and the story carries on.

Dalton already made special deals with the police, teachers and nurses so he covered the special interest groups that can make alot of noise via their unions prior to the election. He's going to continue the wage freeze with all the other non-executive ontario government employees that has been in effect since the Harris days. Ontario government employees already make too little, it's not like it was 20 years ago anymore. I challenge anyone to go to the government website and investigate for yourself. Ontario government employees who work for Ministries such as the MOE, MOL, MOT all make pocketchange already. It's disgraceful. The wage freeze has been on these people for almost 20 years. Stop wasting money, that's the answer, not more wage freezing.

The province is broke, the only thing that keeps it out of bankruptcy is the pocket of the taxpayer. Why not treat all government employees as you did autoworkers a few years ago? Take awy vacation, add copays to everything, freeze wages,eliminate bonuses for everyone from the top on down.

The net result will be that the Union Troll Premier will ensure that all public servants will receive 'secret' increases and the non-unionized public servants will decide to form a union....He will also ensure that his Wind Welfare supporters and Samsung will get another big increase...This would be success for McGuinty.....

Look up the work "government" and the synonym is waste. Look up the work "government worker" and you will find the synonym overpaid, super pension earner, and winer. Remove the protective agreements and stupid unions and let things fall where they land. Operate like a business..if you loose money...you cuts costs. Sucking more and more taxes out of the nongovernment or non municipal employeed people is just wrong.

Being a public service worker without a union, we have already been under a pay freeze for the last 3 years. He says he will respect collective bargaining, which means union shops are not impacted at all, and he thinks to once again slap me with another pay freeze? Believe me, I am middle class and just making ends meet. You do this to me again, and I will vote someone other than Liberal or Conservative (because Hudak wants my wage freeze too). For all of you out there saying yes, those public sector workers are at the trough -we are not. By the way, I get paid once a month at the end, there are three 3 week months per year - you try living that way. It's brutal.

I think Dalton McGuinty doesn't stand a chance ....... Government Employees in Canada and their Unions have built a fool proof government system that we all know is a "Gravy Train" ... it was put in place to serve their sloth like greed and not the taxpayers.

Federation of Labor Radicals will unite backed by the NDP ......when you have been robbing the Cookie Jar this long you tend to believe stealing is a right or entitlement.

Everyone is going to be hit by Premier Dad's sellout to the teacher and nurse unions in the province. He mortgaged our future when he got in bed with them to guarantee his election wins. Now the Province is broke even after implementing the two largest tax increases in our history. Tax and spend, spend, spend has been McGuinty's mantra for too long. Now look at the mess we are in.

All government salaries should be frozen for a year, then re-evaluated after the year is out. That includes everyone who gets a dime from our taxes (teachers, medical, management, administration, law enforcement, everyone. If these monies paid out were stagnant for two years, no one losing their job, just raises, would do its part in lowering the deficit. In other words, work for the Ontario government, no pay raise for at least a year, maybe two.

Enough with the attack on public workers and their management. It's about time we begin looking at the private sector and how workers are treated there. Executive and upper management there take home several times more income than any public sector equivalent while their employees are overworked and under appreciated. Private sector owners and their execs. cannot be overlooked as they are the ones who would top any 'sunshine list' yet do not pay their fair of taxes (thus decreasing the deficit), nor do they pay their empoyees fair wages. It's time we focus our attention on the overpaid private sector workers!

To think there are many working at McDonald's and Wal-Mart and not making much more then this because they want to work and not take off the system...look in the mirror at your own face and do what is right...

When he says we need to look at public sector salaries, I hope he's talking about management and senior employees (hello Sunshine List?) and not the administrative employees and front line workers whose salaries are NOT the problem. That a director or deputy would need to hit their quota of layoffs in order to meet their performance targets (and therefore earn their BONUS) sickens me.

I feel that if certain organs were in demand, less effort would be made to revive people. Am I being silly? Not really. I had a bad experience in hospital when my heart stopped, the doctors tried to revive me and failed. They stopped and said I was gone. I came around on my own when the nurse was giving a final BP reading of 'zero'. I heard her declare me dead! It was all I could do to shake my head but they never caught on til I was able to open my eyes. You should have seen them scramble then! I thought the nurse was going to faint. The thing is, I think we may write people off too soon when there is something of value to be gained from them.
