OTTAWA — Federal government spending cuts could chop between 60,000 and 68,000 jobs from the public service in the next few years, a report from a progressive think-tank estimates.

The conclusion stems from a review of three separate rounds of restraint since 2007, and it suggests once completed in 2015, the federal public service could be trimmed to the lowest staffing levels since 2000.

Already, about 6,300 salaried positions are in the process of being eliminated as a result of department reviews launched between 2007 and 2010, designed to save $1.8 billion.

But that is the "tip of the iceberg," says the report from the Canadian Centre for Policy Alternatives. The major impact on jobs will derive from the $2-billion departmental spending freeze announced in 2010, which is only now being put into effect, and the $4-billion Strategic and Operating Review that will be part of the coming budget.

In total, the three waves of cost cutting are intended to yield the government $7.8 billion in annual savings upon completion in 2014-15.

Government ministers have yet to reveal how they will apportion the cuts, but have conceded jobs will be lost through attrition and likely also layoffs.

Report author David Macdonald, a senior economist with the Ottawa-based think-tank, said he does not expect all savings will come from jobs and salaries inside the public service, although the majority will. Consulting firms, maintenance companies, non-profits who depend on Ottawa funding, may be impacted as well.

"But no matter how the cuts take shape, the job losses will be significant," said Macdonald.

"One of the main issues is transparency. There is no government detailing of where the jobs are being cut, or why they are being cut."

Parliamentary budgetary officer Kevin Page said the 6,300 figure in the first wave coincides with his calculation, but his office has not yet done an estimate of future job losses.

"This is something we will look at in our Budget 2012 analysis," he said in an email.

In a paper issued earlier this month, Page concluded the Harper government was well on its way to meeting its cost-cutting objectives.

Overall, government spending during the first six months of the current fiscal year fell by three per cent to $123 billion. On the operational side, the target of the spending restraint, expenditures have been trimmed by four per cent in the same period.

Finance Minister Jim Flaherty insisted this week he does not plan to introduce a "slash and burn" budget, but has suggested in the past that some departments may be asked to find more in savings than previously expected.

Macdonald's report posits three scenarios of public service implications ranging from the extreme — where all the savings come from jobs losses, resulting in 68,300 fewer salaried positions — to a mix, where departments achieve administrative efficiencies and job losses are limited to 60,100.

Under all scenarios, the impact varies geographically and by department.

The Ottawa-Gatineau capital region is expected to absorb the lion's share of reductions, ranging from 11,200 at the minimum to 22,000 jobs in the extreme.

Coincidentally, the Conference Board of Canada recently tagged the job reduction in public service in the Ottawa region to the end of 2012 at about 9,000.

Big losses of up to 5,400 jobs are also likely in the Atlantic provinces, where the federal presence is strong.

Macdonald said he believes departments such as Corrections Services and CSIS, the spy agency, will be spared and will even grow.

But judging from the first wave of cuts, he expects sizable cuts to occur at Revenue Canada, Public Works, Human Resources, Health Canada, Fisheries, Foreign Affairs, Aboriginal Affairs and among civilian staff at Defence.

How the cuts will impact services is difficult to ascertain, said Macdonald, because the government has not been forthcoming about its plans.

"I think it's an open question whether Canadians would agree to see staff in aboriginal programs, food and safety inspectors as well as programs accessed by the working poor be cut, while Corrections and CSIS grow," he said.

"But without a detailed accounting of what is going on it's impossible to carry on that debate."

So no wonder they are spreading false accusations that the government would be cutting these many jobs.And the union bosses will have to eat hotdogs instead of steak with all those unions dues that wont be pouring in.Less Government is a good thing. And this is why we now have a huge deficit and are needing to cut even more jobs in the public sector. Anything wrong with this picture, people? MelI agree with Ann, it is about time. Public sector workers and their pensions are draining the taxpayers. The rest of us have no pension (other than RRSP) or benefits and do not want to support the free loaders any more.Public workers can get jobs in the private sector like the rest of us. For example, when Alberta still had a government liquor board, cries from the unions were plenty. However, the private stores prosper now.

It will be interesting to see what percentage of cuts are achieved simply by people retiring and not being replaced. I remember posts a couple of years ago by people complaining there were no government jobs because boomers held them all. Well, the boomers are beginning to retire, in greater and greater numbers. As for "full" employment under Chretien, remember that our dollar was in the 65 cents US range at that time, making our goods Wal-Mart cheap in the USA - and Chretien and Martin were raiding our EI and CPP surpluses (contributions to those plans, NOT taxes) to reduce our national debt, only to have that debt increased later by the demands of the Liberals NDP and Bloc. I guess government servants could prevent attrition by refusing to retire. But then, I personally think that retirement at 65 or whatever age should be mandatory in government service - elected or otherwise - using the "notwithstanding" if necessary to get the legislation through.

The first wave of cuts, he expects sizable cuts among civilian staff at Defense. and also being cut 8532 full time Reserve soldiers will join the EI and Food bank line up and some may lose their home, vehicles and have to fight and beg to find other work if they are trying to work on any bases.This is of course is if they are not hurt on the job because there is no programs for reserves.

Our government has become one of the biggest industries supplying employment we have in Canada. That is not what is supposed to happen. As soon as we correct the imbalance both with staffing and compensation to bring public employees in line with the private sector, we can begin to rebuild the social services we once enjoyed.Without user fees and huge tax increases. Maybe, (wishful thinking) we may even see a little tax relief in the future, when the fat is trimmed.

I have friends that just left the private sector for govt job in ottawa. they have told me that they were literally told to slow down...the govt needs a major process overhaul. projects take twice as long to complete as the private sector... and i dont even want to think about the costs. i just hope they make cuts intelligently and instead of keeping around the cliques and clubs, they keep the best and those that deserve it most.

I welcome the public service cuts...I work for an oil company in Alberta and we are looking deep cuts in staffing or deep wage cuts. Its a business govt or private sector. I feel sorry for all the people who will lose their jobs...but in my case...when we tell the workers in Calgary and Ft Mac...estimated to be around 10,000 that they will no longer have no jobs or jobs with no pension and slashing of their salaries of 60%....its gonna be tough. We are in a financial crisis in this country....and this is gonna be the tough pill to swallow.

First - All Consulting contracts should be immediately halted. We are paying people many times the usual civil service rate for, in many cases, work that can be done in house. These 'employees' never show up on salary lists, so it's not until some scandal that these bloated salaries become public. If these people are so important, then hire them for a regular civil service contract. Enough with the $1500/hr consultants.

Cutting staff in the public service is an absolute necessity. Remember every day a civil servant works he/she accrues an unfunded pension liability that the Canadian taxpayer is on the hook for.Above and beyond staff cuts there are many other opportunities for cuts such as useless tax incentives, grants to businesses and muncipalities,regional slush funds that allow the government to essentially buy votes,language training to serve miniscule minority populations,tax breaks such as taxing stock option gains at 50% of the normal rate, etc.,etc. I fault Stephen Harper for allowing the civil service to grow so rapidly under his tenure and now having to face the music in difficult economic times. If Harper had kept the size of the civil service growth at the same level as population growth and not reduced the GST we would have no deficit. Canada is a wonderful country but we are constantly faced with crappy Federal Governments be they Liberal or Conservative.

If cuts are to occur in the public sector, then the additional seats in Parliament should be abolished, along with a freeze on Senate appointments.We do not require additional MP's in parliament as they serve no useful purpose other than to take up space.Too much government already.

Well it's about time! I support cuts in the government. With some sectors having been protected from layoffs since the 1970's, government workers have been safe and sound for a very long time while private sector workers have suffered lay-offs, salary cuts and no pensions... not to mention not having additional benefits like 95% salary top-ups for maternity leave (at taxpayers expense of course). As a long time taxpayer, I am sick and tired of the governement's wasteful spending. Get on with it already!!

Not many will make it to their 120th birthday. The truth is that the average retirement package is worth about $750 000 if taken as a cash settlement at the time of retirement. Not bad, but a lot less than your estimate. Let's hope that Harper starts the cuts in the PMO. the problem is he needs all his staff to firgure out how to put a positive spin on all the nonsense he spouts.

Hopefully these cuts won't be at Veteran's Affairs, who already have huge problems providing their 'non-service' to our Canadian war veterans, or to departments that provide us with much needed services, paid for by us (because no matter what, our taxes won't go down should services decline) such as within HRDC - Services Canada when we need to call for information regarding our CPP, OAS, Ei, Energy Grants, etc. Not everyone uses a computer, so speaking to someone on a phone remains an important service requirement for most. In the past months Ei services to Canadians have been deplorable due to massive staff cuts at HRDC, as Harper and Diane Finley put all their money on computers doing 70% of the work....right. In fact, right now I know someone who has been calling for information over the past 2 weeks, 20 calls/day and they continually get a message indicating a higher volume of calls, so go to their website. Well, you cannot speak to a website and not all of the required information is online. At the same time have you noticed that we haven't heard a word on cutting senior bureaucrat or MP positions? In fact didn't Harper just hire 30 more MPs that will cost taxpayers $millions more? Now that we know more about the gold- plated MP pension plan, not including knowing the value of the beneficiary benefits in this plan, doesn't anyone think the hammer needs to fall with them as well? But it won't - this we are guaranteed.

There are always those who say we have to cut civil servant positions to reduce costs, that may be appropriate but maybe this government could be less secretive and show us where those cuts would take place and explain the impact of those cuts to the populous that use government services. Its ironic that the Harper government will cut services jobs but is prepared to increase the number of MP's who offer little value. With falling crime rates we also don't need more prisons and prison guards. I am in favour of sensible cost cutting, but if you cut on one side and add cost on the other what do you really achieve. Like every conservative government before, we will be in more debt at the end of Harpers term than we were when he took office, with less services for those that really need them. I hear everyone here...and I even understand how so many people have bought into the "fat cat" mentality even though the true "fat cats" are only those in the upper echelons of government. Everyone who is so strongly supporting such a huge cut in the Public Service take a moment to think...if you remove 60,000 professionals from the work force, who do you think is next? You are because there won't be as many people buying the products being offered by the private industry companies you work for...retail will suffer, mom and pop shops will suffer, the housing industry, the car industry...this is a ripple effect folks...don't kid yourself, such drastic cuts will push the Cdn economy into a downward spiral that will take years to pull out of...simple economics folks, simple economics...I suggest all the huge supporters of dismantling the so-called "bloated" public service, take a moment to truly think of what this will do to their own lives...it ain't pretty.

Where to start. . . Jobs lost in Govt will allow people to complain they have no service; it puts the work needing to be completed upon others that are already doing the work of 3; don't get me wrong, there's 25% of the Public Service needing to be fired (whiners, complainers, and those that only work 4 hours a day), but we can't due to unions; the Liberals had the right plan, you may not have liked it, but the debt went from $628B down to $430B or so, now it's back up again $120B; organizations that will be hit, Military, CSIS, RCMP and NRC; the healthcare sector will soon see second-tier payment services, doctors will open their profit clinics, in-accessible to you and I; I could go on, but finally, the HARPER Govt will continue to support their 700 appointments of their friends and lobbyists, contrary to what he said to you 6 years ago of not supporting patronage; oh, forgot those people are in the Senate and will not support his bid to fire them all, seriously did you really think he would? hahahahahahaha

Gotta look at MP's golden parachute Pension Plans as well. Their plan gives them a guaranteed return of over 10 percent. How do they accomplish this, not through clever investment strategies, no. Hey JD, Ontario, are you one of the public service worker that maybe losing your job. I for one feel the government is doing the right thing by trimming some of these public service jobs. When you walk into a government office and see 1 person waiting on the public and 3 or 4 others sitting at desks chit chatting then there in to many workers in that office. I deal with public service workers on weekly basis and I get so frustrated when you wait in line to speak to someone and only 1 or 2 people are waiting on the public when there are 4 to 6 people behind the counter. If only 1 or 2 people are going to wait on the public, lets cut the jobs of those sitting around and not working the counter like they should be.

Let's hope that these are seriously calculated cuts, and not just cuts in non-conservative ridings. There is a bit of a slanted reputation with this government in regards to who gets what, and the time for partisan rewards should be a thing of the past. Public service cuts have been overdue for a very long time, and not just with this government. It's time for those who manage to hold onto their jobs to begin pulling their weight and, like the rest of us, go home at the end of the day and understand the feeling of what it means to put in a good honest hard days work.

Forget MP Salaries, reform the MP pension plan first. I have never seen such rich pensions in government in my life. Next would be the civil service pensions. Privately, I have to put money into my own plan, but even though I make more money than most civil servants, I will never have that type of pension unless I win a lottery.

The top overpaid people get to stay and the bottom of the rung who actually do most of the hands on work get cut. Bet the ones with the nice penions after having contributed little work won't see much cutting. Something things never change.

It's not my decission as to where and who the cuts will be but I'm tired of the brass ring that only a few can reach for and claim.Canadian federal GVMT isn't for Canadians. It's for Canada, period. Biffidum is correct. We must pare down. We knew that there would be job cuts in the public service. But, why are they spending billions on jet planes that don't fly and the U.S. can't even afford; on prisons to hold fewer prisoners; on a Ministry of Religion (or something of that title); on EI person to lay down rules of who qualifies for it (and, as gov't admits, rules are already in place); new senators; and there have been some other cushy app'ts made lately (patronage). If the government is fair we can accept these cuts but there are too many unfair things going on and too much wastage still going on.

Governments every where have become bloated, some companies too. Like companies, governments can go broke. People just haven't realized this simple fact until lately. As public sector jobs disappear and wages go down, government income, taxes, either go down or are carried by fewer companies and people. The same basic rules apply, whether you are a government, company, or a domestic family. Spend more than you earn and you eventually go broke. In talking to people on the street, I realize that MOST just don't get it. It's not just these people either. Politicians don't get it either. Our national debt is close to $20K for every man, woman and child in this country. Five in your family, that's $100K you owe. The country's debt is oiur debt after all. No one else is going to pay it off for us.

What kills me here is that this will only reduce the public service to the size it was BEFORE Harper started hiring people to implement communications control, political interference and to generally augment the public service. Meanwhile, the people that will go will NOT be the useless political staffers he put in place. It will be the desk agents, the scientists, the policy analysts and the useful sort who actually get work done. The unions are being taken on by governments everywhere and the PC Feds are promoting just that i.e. Rob Ford in Toronto.Yeah there is room for reform but not reforms shoved down peoples throats. Negotiate with dignity to those that are on the block. Civil or Public servants serve us all the services of the government. Many have given away their opportunity to be self employed etc... and surrendered to serving us. In turn they got perks and there were some hard fought won battles to cling on to what they had or wanted to have. We all cannot be working for the government but just because some do doesn't mean they have to suffer the sufferance of others who are jealous. I mean if that is the case why do we have homeless, isn't that the lowest level of humanity. Can we all relate to that.

Great start far too many union dogs sucking at the publics tax money, but don't stop there. CBC, MLA's, senator's are all adding to that sucking sound.

As a shareholder of Canada Inc., I'm completely and utterly supportive. Our federal civil service is bloated and inefficient. (And, as per usual, I'm expecting to hear about how fiscally useless and wasteful Harper & Company are from the bitter anti-Conservative peanut gallery...the folks who refuse to acknowledge that the Liberals and NDP formally endorsed our government's debt-ballooning budgets during minority parliamentary tenure.)

I am all for reducing some excess in the government, but they have to start at the top to set examples, and that INCLUDES the office of The Prime Minister. He must establish new guidelines and reduce/abolish the senate, or at least get rid of the ones who rarely attend meetings, reduce/eliminate MP perks and reduce those outrageous government workers/MP pensions for doing nothing. Ottawa has lost control of its spending and the trough must be closed off.

I say we need more cuts! Having a functioning government is equivalent to socialism! Sure the Conservative track record with creating jobs is a negative number and 68,000 additional lost jobs won't help, but socialism! It's also high time those non profit charities got cut off. Even though the Conservative corporate tax cuts resulted in absolutely zero new jobs I'll sleep better at night knowing that a deserving CEO can afford a second new car rather than that money going to the poor and the needy. Why? Free markets!

I'm glad we are cutting services to Canadians and will use that money to spy on them and lock them up instead. The people might be a threat now that they have no service and no job. Good thinking Steve-o.I also suggest we should hire a group of psychics to predict which people to spy on and lock up too, might save some cash.

Fortunatly, for some, there is a looming shortage of skilled and semi-skilled workers in western Canada (Alberta and Saskatchewan). The oil and potash industries are looking at bringing in foreign workers; but Canadians need jobs. The people loosing their careers may need to have a lot of courage and encouragement to repeat what was done in the past; migrate to where the work is.

I think it's great that public sector jobs are being cut. They were probably a result of "empire building" anyway in the gov't service. Just think how many more could be cut if we went to a flat tax of 20%, no loopholes and everyone pays the same per cent. We could get rid of thousands more and how many buildings too? I guess that would be too easy though.

I get that we need to cost cut - just look over the pond and you see what the future holds if we don't get our national budget under control.BUT, big military spending has got to stop. Haven't the last two wars shown us that military intervention doesn't work?? We cut 68,000 jobs and turn around and spend 20 billion on ships and planes...I get beefing up our presence in the arctic - given what the "Ruskies" are up to there, but at what cost??I recognise that the CSIS increase was just speculation on behalf of Mr MacDonald, but if that were the case I would say the government has lost touch with Canadians.

Just think of all the savings they could find in their lucrative pension funds. This should be one of the major areas they should have started with. It might be a good idea as well to freeze salaries of MP's as well as Senators and their allowed expenses since they get to vote for their own wages (which is not proper in my eyes). In fact their wages should be more or less in line with inflation plus a very small percentage. It certainly is not right that they go after seniors on fixed incomes unless those incomes are well above the old age pension and CPP, or the average wage of Canadians.

Once again the workers who provide the support to the government programs will pay the price for their masters overspending and Corporate Tax cuts. By the time this is done the public will feel the pain too as doing more with less doesn't work! After a while expect contracting out of services at higher costs and hiring of contract staff at low wages and no benefits. Please provide some proof of Corporate Tax cuts creating jobs and not just higher bonuses!

about time. bloated govt needs trimmed. we pay for too many programs too many govt salaries. time to shrink govt and get them out of our lives. let the free market rise. unions workers r slowly leaving. look at wisconsin and new jersey. here here !

It is about time the bloated public service was pared down to a more managible size, I only hope that they are able to do so by getting rid of the dead wood rather than the good workers. Unfortunately with the union I doubt that will be the case.

Now if we can only abolish the CBC. That would save us a bundle and aside from the layoffs, no one will even notice their disappearance.

Well, the gov't will have to do what it needs to do to control the national debt. Its the facts of life, people come and people go. Its just like being in a marriage - Happy at first and it all ends!

I feel that if certain organs were in demand, less effort would be made to revive people. Am I being silly? Not really. I had a bad experience in hospital when my heart stopped, the doctors tried to revive me and failed. They stopped and said I was gone. I came around on my own when the nurse was giving a final BP reading of 'zero'. I heard her declare me dead! It was all I could do to shake my head but they never caught on til I was able to open my eyes. You should have seen them scramble then! I thought the nurse was going to faint. The thing is, I think we may write people off too soon when there is something of value to be gained from them.
