Canada is not out of the woods after several years of depressed economic activity, Prime Minister Stephen Harper warned in a year-end interview with CTV.

"We have some major challenges in front of us," Harper said in a wide-ranging interview with CTV News Chief Anchor and Senior Editor Lisa LaFlamme, which airs Monday at 7 p.m.

With an eye on 2012, Harper repeatedly mentioned how tough economic times globally could affect Canada and the budget.

"There's going to be a whole range of areas where this government's going to be taking issues over the next year to secure the sustainability of our key programs," Harper said.

"The next year will be a very challenging year for the global economy and therefore the economy of this country."

Despite extensive international and domestic criticism over Canada's decision to pull out of the Kyoto Accord, Harper remains adamant that it was the right move.

"It doesn't matter what Canada does. It doesn't matter what, frankly, Europe does. Unless we get all of the major emitters to be part of an accord that has mandatory targets, we're not going to get anywhere," he said.

"We have to have those who produce the most emissions actually doing the biggest reductions," he said, mentioning China, the United States and India are not covered under the emission-lowering accord.

At the same time, Harper also made strong statements about selling Canadian oil to China after the Keystone XL pipeline project to the United States was delayed by the White House.

"I am very serious about selling our oil off this continent, selling our energy products off to Asia," he said.

However, speaking about a recent trip to the United States, Harper did say that he's been told privately the Keystone project will go ahead.

"I ran into several senior Americans, who all said, ‘Don't worry, we'll get Keystone done. You can sell all of your oil to us.' I said, ‘Yeah we'd love to but the problem is now we're on a different track.'"

The prime minister was also joined by his wife, Laureen, for part of the interview, who spoke of the challenges of raising kids at 24 Sussex Avenue in the Facebook age.

A lot has changed for Harper over the past year, who says for the first time in a decade he has some job security and is not "living out of a suitcase."

The Conservatives' majority victory in May ended half a decade of minority politics and changed the political landscape. With the NDP and the Liberals both under interim leaders, Harper faces an opposition in flux.

He says he intends to fully use the opportunity with his firm grasp on power

"I've seen too many majority governments (in which the) bureaucracy talks them into going to sleep for three years and then they all of a sudden realize they're close to an election," he said. "We're going to try and keep busy through the whole four years."

Harper maintains that the economy continues to be the top item on his agenda, particularly as the economic recovery remains precarious because of the uncertain situation in Europe.

"We still need to find some ways that this country can continue to grow, even if our major partners and allies are not," he said.

Harper says Canada has "fiscal flexibility" but is pursuing modest reductions in government spending in order to reduce the deficit.

He adds that immigration reform, particularly with credentials recognition, could be a real boost to the Canadian economy.

"But we've got to do more in the economy of the future than just passively accept applications. We have to recruit people to come to this country, particularly when there are specific skill shortages that are developing, and that's what we're going to do as a government," he said.

A week before Christmas, Ottawa announced a new 10-year health-care plan that took the provinces by surprise. While it was received well in the Western provinces, eastward it was greeted with outrage.

"But I think we all understand that the rate of growth of the health-care system can't be sustained and that somehow that's going to have to be tackled, so that we, we keep a system that Canadians value," Harper said of the new plan. "This government will ensure that there continue to be increases in health-care transfers."

On a more personal note from the past year, Harper spoke about the passing of Jack Layton and his decision to grant the NDP leader a state funeral.

"I think in the end, the funeral and the outpouring, everybody made it as good as a situation as it could be under the circumstances. I mean truth is, obviously it was a terrible personal tragedy but I think we all made the best (of it,)" he said.

"Everybody knew Jack, knew that he was liked. He was liked by those who disagreed with, even those who disagreed with everything he believed in."

Foreign Affairs

The Arab Spring, particularly the uprising in Libya, threw the Harper government -- like most Western governments – a curveball in the international arena.

Canadian troops left for Libya in March to participate in the NATO-led mission there, with Canadian Forces aircraft taking on an active bombing role.

"In the case of Libya, the, part of the reason we got so aggressively involved as it was actually hard to imagine that even Libya could possibly get worse," Harper said of the mission, which officially ended in November.

"This has been a pretty remarkable revolution in Libya to this point."

But Harper says he is conflicted about whether the Arab Spring revolutions will led to peace in the region.

He says the situation in Egypt -- which has had peaceful relations with Israel for decades – is mixed and he's expressed his concern to Israeli Prime Minister Benjamin Netanyahu.

With Canadian combat operations ending this year in Afghanistan, Harper said the initial goal of the mission -- to stop terrorism -- has been largely successful.

"Afghanistan now, with all its internal security problems, is today no longer a threat to the rest of the world, and that is a big step forward," Harper said. "And there's been other steps forward in terms of women's rights and some of the particular services . . . but there is an awfully long way to go in terms of seeing the kind of country I think everybody would like to see."

Instead of spending billions on jet fighters and other military toys, why not abolish the military, create a defence force only and take the billions in savings, pay our debt down and remove the deficit. Harper is now feeling the effect of the stupid cut to the GST. His government has overspent and we are now broke and indebted to our eyeballs. You call that responsible economics? If Harper had left the GST to previous levels instead of using it as a political prop, we would have lesser deficits and would be able to face a potential third wave of economic bad news. Instead, we are stretched to the limit and unable to face that potential 3rd wave which will mean doom economic times for Canada. Perhaps the unhappy progressives should check out the directions most western democracies have been taking the last number of years. After decades of leftist governments Europe has been moving decidedly right. The populations realize now that the progressives have dug huge debt holes that are unsustainable. Even Sweden has moved right after several decades. For those who proclaim Conservative leaning Canadians as being unlearned and gullible; better do a mirror check. Centre right is THE place to be and has been serving Canada well.

Maybe if you had all the solutions that you should share your untapped resources to the Federal Governments of the world to fix all problems that are out there. moving towards china and away from the states shows me that this government is willing to explore and move on all options. i don't like the idea of bringing foreign workers over, to see people complain about a lack of jobs while foreigners litter our customer service industry is insulting. if you want money, get a job. if you want to complain about the budget, pay $30,000 a year in federal taxes like we do in the west! i'm curious, on average, does anyone know how much money is paid out to those on unemployment or welfare? don't complain about the problems, man up, become the solution.

Well here's some tips for Harper.

Chop out that ridiculous F-35's thing worth over $40 billion

Since crime is dropping, we don't to built over $30 billion worth of jails

Also limit the corporate tax cuts to small and medium companies, not to companies who are constantly racking up record profits year after year like the oil and bank sectors.

Do we really need to built upwards of $40 billion in new ships.

At least the combat mission in Afghanistan we had no business being there is over but with huge loss of life and huge waste of money, at least we don't have to worry about this anymore.

Cut down on the unnecessary demonstrations and other pork barrel spending.

Smart spending of money includes the health care deal as well as for infrastructure repairs and transit, hospital and other essential service projects. This is where the money should go, not on some pork barrel spending... i.e the G-8/G-20 summit for example.

It is absolutely imperative that Harper gets his fiscal house in order. This deficit spending reminiscent of the 80's has to stop. Canada is in much poorer shape economically that the government would have you believe. In 2007 total government expenditures were 232.8 billion dollars with a 10 billion dollar surplus. In 2011 that number that number increased to $276.0 billion with a 30 billion dollar deficit. The feds could of actually increased spending from 2007 levels and kept the budget balanced. This keyensian notion that government spending stimulates the economy if dead wrong and the comming fiscal meltdown will prove I am right.

Canadas Federal Government debt is about 35% GDP; however, Provincial and Municipal Government debt is about 50% GDP. Canadas aggregate debt is 85% GDP, higher than the debt of many European nations for all levels of government. On one hand Harper claims Canadas economy is in good shape, and when its convenient blames economic problems on other nations and previous governments. The economic policies of the Conservatives create a Liquidity Trap, and consequently the government goes in debt trying to maintain consumer spending. Unlike most of you (especially the conspiracy theorists-you know who you are-in their tinfoil hats), I have seen governments come and go through the years. Overall, despite not particularly liking the man or ANY political party, I can honestly say the the present elected government and our PM have done a good job. Canada has the strongest and most stable economy in the world; we have not been subject to the kinds of unrest and injustice we see elsewhere (the "occupy" nutjobs not withstanding as they were campers not protesters); and our political system is largely "honest" despite meddling by unions and special interests paying to be heard. Will we face some challenges in the next few years? Of course we will, Canada is not isolated from the rest of the world, but we have an excellent base for our continued prosperity. On Kyoto Harper is perfectly correct. Unless the Big Emitters sign on then a climate change accord isn't worth the paper it's printed on. On Healthcare he is also right on the money. Our constitution designates the Provinces as the providers of Healthcare and they have been doing a crappy job of it. The Liberals and the crazy NDP would just drive truckloads of money up to Provincial capitals and the Provincial potentates would continue to just hand over said funds to public service unions for worse and worse service. It makes me sick to my stomach to think my Canadian government allows gas Fracking. Pitiful !! lobbing at it's finest. Oil companies have the money to clean up their act. To this date they spend more money selling us there bullshit via media and lobbying and over paid lawyers then actually cleaning up their act. Typical crap coming from Ottawa. Doesn't matter what puppet we vote in from what ever party. Nothing changes.

This PM has no vision, no long term thinking. He is only thinking short term and the next election. Always talking about dreadful economic situations, how he is pulling us out of it. The PM is looking at the right things for Canada and that's the economy. While the rest of the western world is in terrible debt peril, we are so fortunate to be a resource based economy. The demand to supply 7 billion people with raw materials is going to move us forward. As long as the Tories continue to take logical steps, we are going to be okay.

Wow where was Stephen Harper and his political party 6 years ago.They should of look at the problem that was happening then not now.The problem was/ is easy money loans to buy over priced houses, and now its only matter of time when rates go up and will start seeing alot of for sale signs, as alot of home owners wont be able to pay ther monthly payments. When rates start to go up thers goes the new housing and condos industry. I think its a little to late for our politicians to do anything for this mess.

So good to have a common sense Prime Minister with a firm grip on reality. The Libs and dippers can scream all they want but without question we have a PM who will do the job that needs to to done.
Harper has guided Canada though some of the toughest economic times since the depression and we'd be in dire straights if the liberals or ndp had had a hand in it.

With manufacturing jobs still leaving for China and Asia in general, of course things are going to be challenging for Canada. Tha's not rocket science. This is no normal recession. The jobs are GONE. We are heading into a new, lower standard of living across North America and it isn't going to improve until manufacturing jobs come back. Of course, when you listen to economists, there is talk that the Chinese economy could collapse in the next 3-5 years from obscene spending over there. Thse are scary times with the speculators throwing the stock markets and money markets all over the place. These can only take so much abuse before they collapse too.

What a great year it has been for our party (CPC) and our country . I mean with all of the uncertainty in Europe and in the mideast could you imagine a left wing carbon trading coalition in power ? With all of the problems of minority govt' and with all of the 3 leaders gone ?The other parties have a lot of work to do before they can even think of asking Canadians to put them into power .

I feel that if certain organs were in demand, less effort would be made to revive people. Am I being silly? Not really. I had a bad experience in hospital when my heart stopped, the doctors tried to revive me and failed. They stopped and said I was gone. I came around on my own when the nurse was giving a final BP reading of 'zero'. I heard her declare me dead! It was all I could do to shake my head but they never caught on til I was able to open my eyes. You should have seen them scramble then! I thought the nurse was going to faint. The thing is, I think we may write people off too soon when there is something of value to be gained from them.
