Are Ontario voters ready for another election?

Not quite ready for another election? You are likely not the only one.

In May, Canadians voted in a federal election for the fourth time in seven years, and Torontonians voted for municipal representatives last fall. So with the provincial election in October fast approaching, could voters be getting numb to the endless litany of lofty promises and attack ads? And will it keep them from the polls?

Political science professor Robert Young says it's likely -- unless the provincial parties can drum up some exciting new promises they've been keeping under their hats.

"I don't think people are excited about the election at all," said Young, who teaches in the University of Western Ontario's Department of Political Science and holds the Canada Research Chair in Multilevel Governance. "I think we will see a fatigue from the same old messages that we've heard at the federal level for the last several elections."

Young predicts the Ontario Conservatives will mimic their federal counterparts with a campaign focused on key issues such as crime and the economy, while the Liberals will stress two of their favourite issues: health care and education. "But if (NDP Leader Andrea) Horwath catches fire, that could get people excited," Young said.

And if not? Voter turnout could be even lower than the last provincial election, said Young. Ontarians stayed home from the 2007 vote in record numbers -- only 52.6 per cent of the province's 8.4 million eligible voters cast a ballot.

Typically, incumbent governments thrive on low turnouts, as they are most likely to be elected when swing voters stay home, says Ryerson University political science professor Patrice Dutil.

"There are very few people who actually switch, but it's a matter of getting the people out," said Dutil, whose recent book "Canada 1911: The Decisive Election that Shaped the Country" examines voting patterns. "The parties' first priorities are... making sure (their) people turn out or the other (parties' voters) don't."

With a fixed election date that lands this year's vote on Oct. 6, the provincial election machine has been quietly chugging along since sometime in the spring. That the provincial election has been at a constant, low-level hum for months does nothing for its momentum, Dutil told CTVNews.ca.

"This election was called literally four years ago," he said. "People have already made up their minds about how they are going to vote. That seems to be the product of setting deadlines so far ahead."

Clearing the summer haze

The conventional wisdom is that most don't pay attention until well after Labour Day, but according to Democracy Watch founder Duff Conacher, the summer haze often extends much later.

"Because it's such a long (summer) period... the percentage of voters really paying attention, or remembering what was in the advertising before the summer is really small," said Conacher, whose Ottawa-based group advocates for democratic reform and government accountability.

While comfortable with the idea of fixed election dates, his group is pushing for the provincial vote to be moved to the fourth Monday of October. In a telephone interview with CTVNews.ca, he said the later date would give families and students more time to get engaged with the campaign.

"People (who) come out of Labour Day with one or two kids starting school spend the first two to three weeks getting their kids into their fall schedule. The election then happens a week later and they haven't had any time to read a newspaper, read a platform or go to a candidates' debate," he said. "It's way too early."

Conacher noted that many students who move to a new riding for school find themselves ineligible to vote as they don't have enough identification to prove their new address.

"People say they're so worried about youth but we're shutting out a large group of people with this early date," he said.

That said, Conacher believes the best way to reduce voter apathy is through electoral reform. That means creating a system where people are less likely to feel that their votes don't matter. He says studies show voters are interested in a proportional system if done right, and believes changes such as stronger political ethics laws would help voters trust their representatives, making them more likely to engage in politics.

Further, Conacher accused Elections Ontario of failing to inform voters of the one way they can actively voice their dissatisfaction with the system -- by declining their ballot. Declined ballots are counted separately from spoiled ballots, and allow voters to show their disagreement instead of being counted in the same column as the people who simply made a mistake.

"It's a responsible thing to do to go to the polls and decline your ballot," he said. "Nobody knows why you spoiled your ballot -- you could just be stupid and not able to mark your ‘x' properly.

"It's a way to increase voter turnout... I think at least five per cent of voters would do that because they don't think the parties take their issues seriously, or they think the whole system sucks."

I just hope Elections Canada gets the polling stations right this time. I also believe that at the last Prov. election some polls didnt open at the right time, some volunteers didnt show up. What a fiasco. Only in Canada!

Anyone who thinks we're paying high health taxes is living under a rock. Go live in the US for a while. Americans envy our low health taxes. (I was there this year). As for helping immigrants, wake up, there are not enough babies being born these days. The only way for Ontario to thrive is through immigration. Right now we welcome the immigrant but don't recognize their credentials. No doubt those who want tax breaks simply want to buy another beer

MARK you said it all. I will add that with the Premier giving large amount of money to employers to hire immigrants is the end of the road for me and McGuinty. How insulting to Canadians who are unemployed and cant get jobs. I hope these people will see to it that he doesnt get re-elected. Students cant get out of debt, some will be retired and still paying student loans. As much as the Premier and his MOH says that wit times are shorter thats only for 3 things, hips knees and eye surgery, what about people with cancer. To have that is bad enough in itself, without waiting forever to get treatment, not knowing if you will live to get it. Not all nurses have jobs, I know some who work 2 jobs to get what they need. Hospitals dont hire F/T so they dont pay benefits, thats so the CEO's can keep money for their own raises. Very shameful.

Just on health care I am prepared to vote to Turf The Nanny/Daddy TAX MAN Mcguinty and his cronies out of office. Multiple scandals, Broken promise after broken promise. Huge Health premiums and services like Emergency wait times, specialist wait times, home care and most surgical wait times are still horrendous. Couple that with aged diagnostic equipment and not nearly enough MRI, PET, Ct Scanners and the qualified radiologists/technologists, so you wait 3-5 months for your scan while cancer could be growing inside you, not to mention the recent infections and related deaths in the Niagara system with poor accountability/ oversight and you basically have Third World medicine. Ajax, Ont over the course of 4+ years had to raise money to buy their own state of the art (T3) MRI scanner, which is extremely important in the diagnosis process and every hospital should have at least one one (2-3 in larger hospitals). Then The HST, Eco taxes, E- health scandal and the list goes on and on. No more!

Have to agree entirely with Frank Buchan. Politicians are professional liars as far as I'm concerned. ~ Make a promise to the populace and if you can't keep it, so what? Just as long as it was enough to get elected.

The problem is that there are few other ways for policitans to get elected, other than the few like Jack Layton who ran on reputation only. I think that was why so many people were saddened by his death.

Dear Saira Peesker: Torontonians weren't the only ones who voted for municipal governments last fall. It just seems that way because the Toronto-centric media don't cover any of the other races. I do agree with Duff Conacher though; the election should be at the end of October. Aside from his very valid reasons, there's the natural tie-in to the masquerades and mythologies of Hallowe'en.

Grandma...I too am a senior and I think McGuinty has done miraculously to help us recover from the absolute disaster that the previous government perpetrated on us. I was finally able to get my knees replaced without waiting for years, nurses have jobs again, and education is better than ever before. We have tax rebates that make up for the differences in expenses like never before. Give your head a shake Grandma. Wake up and smell the roses before you criticize.

This election in Ontario, clearly demonstrates why there should be a "None of the Above" option on every election ballot. While they are changing the ballot, they might as well just put the party names, and not the candiate names, as lets face most people don't know a thing about what their local candiates stand for. They really only follow what the party leaders claim their parties stand for, and vote based on that.

To add insult to injury McGuinty is going to pay employers money to hire immigrants, wow, doesnt matter about unemployed Canadians. He is so dumb. No wonder the Province is in dire need of change, its not ggoing to happen under Liberals. No thanks. I have had enough of lies and more lies.Politicains are supposed to help people, not let them suffer because of imcompetence on their part. McGuinty should be soundly defeated for the outright lies he told about not raising taxes, as well as for very objectionable laws that he and his "liberal" government have foisted upon the Ontario electorate. But who can we trust as an alternative? The Conservatives? The NDP? Give us a break! Elections Ontario should put another choice on each ballot: NONE OF THE ABOVE.

All the parties for various reasons seem to be hoping the public sleep though the election. None want to have the adult conversation that is badly needed about what to do about the SEVERAL THOUSAND DOLLARS PER YEAR in ADDITIONAL DEBT being piled on to each citizen of Ontario. No new taxes -- no cuts in spending -- no hard choices -- no new ideas or proposals... It seems it will take a crisis before there's any sign of a real plan for Ontario. I guess will occur when there's nobody left to loan the province more money.

I'm a 78 year old senior who not only wants change, I can't wait! I think about McGuinty when I'm doing my laundry & starting my dishwasher at 9 PM. We really are taxed to death! I think about his gang when I have to pay HST to have lettering put on our gravestone. I'll be thinking about him when my furnace is running at peak times, unless he,d like us to freeze in the cold & in the dark. Do you think I'm ticked off & want change? You bet I do!

If you've got cash you vote for Hudak to add to your stockpile. If you don't you vote for Mcguinty to mitigate your circumstances. It's easy, it's democracy, it's how it is and always worked. If more people have cash you get a conservative government if more have none you get liberal governments. Pretty simple really.

This is an election with no characters. How depressing is that. No wonder there is voter apathy, when those up for election dont mean anything. I am so tired of the same old same old. No matter who gets the job, the Province is in such desoerate need of repair that none of the main candidates can do anything about that. They dont have the smarts/know how to fix problems other than create new ones. McGuinty has been in 8 years and he has dug the ditch so deep its going to be impossible for anyone to get out of it. I know change is needed but at what cost. the taxpayers are fed up with tax increases with nothing to show. McGuinty is a 6 letter word Premier, TAXMAN. Politics is for the rich, and unfortuantely I am not one of them. I will vote for sure , not Mc Guinty and thats for sure.

We need a change from a government that has been stealing us blind with ever increasing taxes and policy. Dalton McGuinty lied his way into the Premier's job and hasn't changed one bit. If he opens his mouth it is going to be a lie. Remember the HST when you cast your next ballot; this from the guy that first ran on No new taxes. In my books a liar is a thief, nothing has changed.

Look at the 120 billion debt the federal conservatives have created. I'll be voting liberal, at least the liberals have always kept Canada moving forward. Spoiling a ballot or declining to vote simply is not making best use of our democratic process. Sure we are all likely tired of hearing false promises etc, but as long as we have a mechanism that allows us to be advocates of change, every one of us should use that mechanism to speak up. I'm personally tired of McGuinty; his "tax & spend" policies which have driven this province into almost insurmountable debt, record unemployment and higher taxes regardless of his "promise" that there would be "no new taxes". I didn't vote for him then, and certainly won't vote for him or the liberal party EVER.

There should be only 2 months of campainging period. Day-to-day promises are enough to tick off anyone.

2 months is enough to get the jest of each candidate and their intentions. Too much time given to this and all you get is empty promises, upped by the other candidates, just to get elected. It becomes a joke and gets people divided as opposed to united. That's what makes people not want to vote.

Media should report on candidates 'extremely objectively' and given equal time. That's it.
I don't want to hear one reporter's slanted reporting on one candidate , slyly throwing his/her support behind him/her and cutting the other one down. Get the reporters to report the facts, that's it. I'll make my own opinion after that.

Enough already.

The problem with elections isn't lack of issues or even engagement, it is that the choices are to vote for one tired, weak-willed, weak-minded loser or another. The vast majority of ridings can't attract any talent at all, and what little there is out there is usually drowned by party politics intended to distract rather than engage. Throw in some candidates who are good at something other than lying and padding the pockets of their money people, and you might engage the populace. Politics today is truly a game for the rich, and until actual democracy returns to Canada this trend is only going to get worse.
