Disgraced former ethics watchdog Christiane Ouimet has finally appeared on Parliament Hill, telling a Commons committee that the auditor general's report which led to her resignation was both unfair and inaccurate.

Ouimet testified under oath on Thursday afternoon, accompanied by her lawyer, months after the committee began trying to get her to testify.

"I'm here to point out that there are serious flaws and erroneous facts that have attacked my reputation," she said in her first public comments since the scandal over her departure began.

Last December, Auditor General Sheila Fraser delivered a report that said Ouimet failed to protect whistleblower and bullied her staff.

It also found that Ouimet had investigated only seven out of 228 allegations of wrongdoing from bureaucrats, and did not find a single case of wrongdoing.

She resigned before the report was released, signing up for a severance package on Oct. 7 that was worth more than $500,000. The agreement included a confidentiality clause, which Opposition MPs charge is tantamount to hush money.

"I lost seven years income, seven years pension," Ouimet told MPs on the committee. "I lost my reputation. I lost my health."

She said she received death threats because of Fraser's investigation and was presented with what she described as a "non-negotiable" offer from the government to quit her post.

Ouimet's testimony came hours after Prime Minister Stephen Harper defended her severance package.

"It is not a good situation but our power to act was limited" because the federal government did not have the authority to fire her, Harper said Thursday in Toronto.

He said the government received legal advice saying the best way to speed Ouimet's departure was to give her the hefty payout.

"The government accepted advice from its lawyers (on) what was the best, the cheapest and the fastest way to make a change so that office could get on with the job it's supposed to be doing," Harper said.

But Parliament could have fired Ouimet with cause, and Harper did not explain why he never sought support from opposition parties to do so.

Recent documents obtained by The Canadian Press found Ouimet sought a meeting with Treasury Board President Stockwell Day and met with his predecessor, Vic Toews.

Opposition critics have accused her of having too cozy a relationship with the government.

Ouimet was appointed to the position in 2007, when the job was created.

I wonder out of 228 cases, how many lives have been screwed because of this fiasco. Given I 'was' one of her cases, and now I sit in the woods shaking my head at the farce. I knew then it was a shame, and now there is no doubt. Factor in how much it truely cost, beyond her severance, and then you'd have a disaster. Tip of the iceberg.

@ Dan K , and the PM had the stones to get rid of her the fastest, cheapest and best way possible. As the PM said the government had no rights to firer her. He could have fired her, then it would have ended up in court where it would have cost the tax payers much more in court cost plus this bimbo would have won her case. Again it would have cost the tax payers much more money when the court awarded her a big pay off. NO, the PM did what was best for Canada.

But again, you yourself knew that you were incompetent (you didn't really need Shiela Fraser, the most respected public servant in Canada to tell you that) that's why you've accepted the payout. Erroneous facts????? As opposed to....Wow. A living breathing oxymoron. I recall a similar debacle with Murdoch Carriere in Saskatchewan. Politics seems to promote doing the expedient thing rather than the right thing.

I am sick and tired of these people who work in the government of our country. Far too many of them think they are "entitled" to feed greedily at the trough. I guess they look to elected MP's (from the PM, down) as a good example of this. Get rid of the head honchos of government departments. Who needs them; they do nothing or very little and cost the taxpayer big time. Then get out and vote in the next election for someone who is going to be open and honest about what's going on. If they don't follow through, then vote them out.

Come on people.. get real. This is not a partisan issue. Her appointment was endorsed unanimously by ALL parties. Unfortunately, she screwed up, but any government of the day would have made the same offer to her to get her out once it was clear how incompetent she was. She was on a 7 year appointment by Parliament. So... think about it people... if she sued for wrongful dismissal.. or defamation.. or whatever.. it would have been millions in possible court costs and salary settlement costs to the crown. Based on NON PARTISAN legal advice (Dpmt of Justice lawyers are not partisan), the government of the day made her an offer to leave. We can all agree it is crappy for the taxpayer.. and an outrage that she would get anything.. but as a taxpayer, I am sadly satisfied... it was probably the cheapest option.

I have applied for a disability pension in August of 2010. It has been on someones desk since september. The web site says a decision should be made within 4 months. I should have had a government job, and gotten fired. I would not have to wonder where or what i will be having for supper.I once sent an email asking why i could not be given special status as just an ordinary Canadian but that does not count. Thought maybe i could be declared as distinct society and no luck with that either. i guess 40 plus years of paying taxes and into a pension fund doesnt count for much either you just get to suffer and watch everyone else get the big pay off.

Oh yea, they stole our money and didn't repay it, they destroyed our culture, they ruined our immigration policies and they gave is every twisted law they could muster catering to their friends in special interest groups. Christiane Ouimet didn't seem to mind cashing the $500k cheque but then she turns right around and wants to fire back with a bunch of rhetorical spin in self defense? If Christiane Ouimet really believed her own indignant rhetoric she wouldn't have cashed the cheque prior to here attack. I consider that self serving political opportunism and she deserves to be canned for that alone.

In my humble oppinion an election would be very nice right now. The blow hard liberals want one. A Conservative majority would be good for the country. The NDP as opposition has a nice ring to it. Canadians lets go to the polls!!! The Liberals unfortunately have fallen on bad times for themselves. Look at them. You have a leader there who rarely shows up in parliament except to bluster. And two of his top cohorts also big time absentees are failed NDP premiers. They are lost. Leave them to sit on top of the iceberg after the crash. What would 1/2 million pay for6 more Police officers or Teachers or Nurses or a school district hot lunch program a helping hand for hundreds of teens that only need a little support to get their life back on track.I don't know theres lots of other things that money could of done to make a real difference in a lot of other peoples real life other than your political life Mr. Harper!What would your readers do with a 1/2 million dollars if they had a chance to help.

The problem with any government is getting them to remember that they don't write the checks from some treasure chest that they own but from hard working Canadians who want respect .No politician gets paid except from the sweat and toil of the tax payer.It's common place for politicians to say things like "We paid"when they should say" The tax payers of Canada paid for this or that"When you forget where the money comes from it is easy to throw it around.

Being a Non-Resident (but a Canadian citizen all the same) These past 5 years since I have lived abroad, I've seen our once proud reputation begin a "southern decent"...one doesn't talk about Canada the Peace Keeper, or Canada the Good, they talk about "non-Functioning Parliament", "Bigotry Prime Minister that doesn't respect the People", "Canada the Police State"...All these themes were not around before this government came into power. It's alignment with the policies of GW Bush (when he was in office) caused our image to sour on the international stage. Even more so, this government's inability to WORK TOGETHER with the parties of the opposition, shows a lack of ability or compromise. Further to that, when a party runs under the banner of CLEARNESS AND TRANSPARENCY, it does not mean do the opposite.The Conservatives have had 5 years to make a difference...unfortunately, their treachery and dark room dealings show us that they are not better than faceless corporations that are accountable to nobody.

I feel that if certain organs were in demand, less effort would be made to revive people. Am I being silly? Not really. I had a bad experience in hospital when my heart stopped, the doctors tried to revive me and failed. They stopped and said I was gone. I came around on my own when the nurse was giving a final BP reading of 'zero'. I heard her declare me dead! It was all I could do to shake my head but they never caught on til I was able to open my eyes. You should have seen them scramble then! I thought the nurse was going to faint.
