Immigration Minister Jason Kenney continued to defend himself Monday against allegations he used official MP letterhead to solicit Conservative Party donations, as the opposition parties' calls for his resignation grew louder.

The letter in question, mistakenly sent to NDP MP Linda Duncan instead of its intended recipient Tory MP John Duncan, sought $200,000 in donations from various Conservative riding associations to fund an imminent advertising campaign targeting ethnic community voters.

It was also sent with briefing notes outlining the federal Conservative Party's plans for a $378,000 "pre-writ" campaign aimed at wooing ethnic voters before the end of March.

Kenney came under fire during question period in the House of Commons Monday. Deputy NDP Leader Thomas Mulcair and Bloc Quebecois Leader Gilles Duceppe both called on Kenney to step down, despite the minister's claims the letter was sent in error by an aide while he was rushing to attend a funeral abroad.

"When it comes time to cut ribbons there is the minister who is responsible, and he assumes his responsibilities and he looks good and he says, ‘I made that decision,'" Duceppe said in French. "But when the rules are broken it is no longer his fault, it's the assistant's…The ministerial responsibility applies all the time. He made a mistake, he's responsible, he should step down."

Mulcair accused Kenney of instructing his staff to use his MP letterhead, "which is of course completely illegal."

"His pathetic justification? He would normally be responsible but he wasn't physically present when the letter was written, therefore he's not. This passes the bounds of hypocrisy, even for a Conservative. He is responsible for these illegal actions, when will he resign?"

Kenney denied that he ordered his staffer to use his MP letterhead, brandishing papers in the House of Commons that he said were his personal stationary, which is supposed to be used for party correspondence.

"It ought to have been used in this instance, it wasn't, that was inappropriate, which is why the staff member in question resigned and I accepted his resignation," Kenney said.

Kenney also told the House that he informed both Speaker Peter Milliken and the ethics commissioner about the incident when he learned of the error.

"Obviously it was inappropriate, I apologize for the mistake that was made in my absence, and I believe that that is the end of it," he said.

Kenney said the incident had its roots in a conversation he had with some of his Alberta Conservative colleagues last Tuesday, during which he described an advertising plan to "trumpet" the work they have done on behalf of new Canadians.

Those colleagues asked for more information, Kenney said. The next day, as he was preparing to travel to Pakistan for the funeral of Shabaz Bhatti, the Christian Pakistani cabinet minister slain by gunmen on March 2, he asked an aide to send the information and specified that he should do so without using government resources.

The aide who sent the letter, Kasra Nejatian, had only been on the job six weeks. He resigned late on March 4, just hours after the letter came to light.

NDP MP Chris Charlton told Power Play that while personal letterhead may not be a government resource, staff are paid with taxpayer dollars, and therefore asking an aide to send such correspondence is still "not appropriate."

But Kenney said that while his aide failed to follow his office's protocol, it is not unreasonable for any staffer of any MP to "spend a couple of minutes trying to transmit information to caucus colleagues that was requested."

On Sunday, Kenney told CTV News he took responsibility for what amounts to a clerical mistake that went unnoticed because he was en route to Pakistan.

"Put it this way," Kenney said Sunday. "I was on a plane to Pakistan and if I had been in town it wouldn't have happened because I always insist on signing my own correspondence and if a mistake like that was made I would have corrected it."

But, amid accusations Kenney was wielding the influence of his ministerial office to raise funds for his Conservative party and opposition MPs calls for him to step down from cabinet, Kenney told CTV he has no intention of resigning.

As a 14-year parliamentary veteran, and one of Prime Minister Stephen Harper's most trusted political lieutenants, Kenney's political purview includes wooing votes from new Canadians living in regions key to pushing the Tories' minority government into majority territory.

Liberal MP Justin Trudeau said the incident blurs the lines by blending the role of the minister responsible for citizenship and immigration with the job of reaching out to "get as many ethnic votes as possible."

"The ethical concerns of blending what is a responsibility of a member of the executive of a country versus a partisan political operative to try and get as many votes as possible, is one of the things that is making Canadians more and more cynical," Trudeau told Power Play.

Kenney said the government has always been open about its effort to woo new Canadians by trumpeting Conservative values of low taxes, law and order and respect for family.

"Any party that wants to have a governing electoral coalition in the future is going to need to have a lot of support from new Canadians and members of our ethnic communities," he told Power Play. "We've made no bones about that."

Mr Kenney's excuse is that he was on a flight to Pakistan and could not review the document. Last time I flew business class they had every bell and whistle needed to do business on the flight. He would also have us believe that in the current "Harper Government" a staffer with 6 months of experience at 20 yrs of age was responsible for drawing up delivering strategic election policy? I call BS most rancid. We as the people know full well that nothing goes out of the Conservative caucus without being vetted by the minister and the PMO. This directive came directly from the Conservative war room. Bringing to issue another question. When is the Prime Minister going to explain his actions?, and when is Mr Kenney going to resign? Blaming the staffer is compared to telling the teacher that you put the dog down for eating your homework.

Most breaches of the law are not crimes. (eg. jaywalking, speeding, burning leaves on a Sunday in certain communities.) And what Mr. Kenney's staffer did was not even a breach of the common law. It was a breach of rules established by the Board of Internal Economy of the House of Commons.

Nice to see that the NDP says Kenney ordered the action of his staffer - a little proof might go a long way, or have the NDP conveniently dispensed with these niceties. @ TED in Alberta Ignatieff wants to raise corporate taxes & lower income tax of Canadians. Raising corporate tax will mean the CEO's don't get as many million in bonuses. If the corporations do raise the price of their products only the people buying their product will have to pay the increase, not all of us. If no one chooses to buy their product then they're forced to lower prices.

Stewie...I don't have a problem with the truth, what I have a problem with is the fact that someone can have so many e-mail addresses and repeat the same comments over and over under different names. As to Paul Martin and his so-called "surplus", it is common knowlege that was done mainly on the backs of the Provinces, the military, and yes "raiding" the EI fund making it almost impossible for ligitimate out of work people to collect EI during his time in office. As to deficits, seems that they started WAY back in the days of Trudeau.

This kind of activity reminds me of people sending resumes during their work hours, while being paid by their employer to perform certain employment functions. However, instead of doing one's work, that person spends time surfing the internet, looking for better jobs, and then emailing the resumes from their work email account..... That's what Minister did. It is not just about the letterhead, is is about him using resources (not just the letterhead:-), at taxpayer's expenses for a Conservative funding project. Kenney also used confidential data to target ethnic groups (he obviously asked his people for a list of profiles from the government database so that he could find out the ridings he can target). Knowing the way Harper Government of Canada works, they will get away with it because they are good at sticking to their guns...

Economics 101, any corporation that pays taxes will raise their prices on their services (or products) in order to pay any increases in taxes. Corporations don't actually pay any taxes, they pass on any and all 'costs of doing business' to their customers.

Jason Kenny is one of the best Immigration Ministers we have ever had, and is trying to clean up policies left in place by former Liberal Governments, however has been "handtied" by the opposition at every turn. This error should never have happened, however, it does seem a bit suspicious that a new employee would make such an error while Mr Kenny was out of the country,, especially since an election is in the air. It has been pointed out that the Conservatives are not the only party to use a ministerial letterhead for their own party business,( not that it makes it right) but that doesn't get nearly the media coverage of this incident. These letters were only meant to go to MP's within the Conservative party. Surely MP's are able to communicate with other MP's within their own party without such an opposition and media frenzy. When the Liberals/NDP come up with something other than a daily witch hunt, then maybe they can be considered credible to the voting public.

Really, we can't have ministers of any gov't resigning over petty issues. Its not smart for continuity or economical reasons. How about we take a hockey approach to discipline. Violations can be minor, major or suspendible. Kenney gets two parliament days on the back bench, because you must be in control of your staff(ers)at all times but there was no intent to injure. The stick boy keeps his job. That way these Liberal hits to the head can be punished with a ten year suspension for repeated offences.

Ont To clear things up for you none of the opposition parties will support the budget because it gives big tax cuts to American owned corporations that farm the work overseas, they give Canadians minimum wage jobs & all profits go back to the USA. I'm a small business owner, my employees will not benefit in anyway from the tax cuts I will receive, my bank account will get bigger & big corporations will get wealthier. There is no trickle down to the public. Ignatieff wants to raise corporate taxes & lower income tax on the Canadian people. For the record, I do recognize that sending the letter on MP letterhead was wrong. I have often listened to Jason Kenney on the radio and in question period. He is one of the smartest most competent Ministers I have ever seen on either the Conservative or Liberal side. To suggest that he is so stupid as to issue a memo on his official letterhead soliciting donations is so ludicrous that it does not bear discussion. Unless the Liberals develop cogent ideas to help this country and get off the petty rumour mongering they will never form a government. I am astounded at the patent stupidity of the Canadian media in publishing all of this nonsense. I wonder if there is any integrity in the Canadian media at all. One of the things I hate the most about politicians who lack basic integrity and possess a "win at all costs" attitude is that they really believe they've done nothing wrong even when caught outright. One point to consider is this: Ignatieff has stated a couple of months ago that he and the Liberals will NOT SUPPORT the budget.. a budget that is not out and a budget that he has not even read. WHY? Harper has added over 100 billion to our national deficit, we pay 16 million per day in interest thanks to Harper's mismanagement. The opposition parties agreed to 13 billion in stimulus spending Harper spent 56 billion & then another 56 billion the next year. I don't think this letter is the real issue, it is just when you combine this with the many scandals emerging in the "Government of Harper " that we start to gain insight into the secretive world of our current corrupt government. I think there is unease among most Canadians of how the " Government of Harper " is becoming very dictatorial. The "Government of Harper" is very un-Canadian, I have never known such a outwardly secretive bully government in decades, I suppose the last one was Mulroney, look how that turned out. How this government is re-branding the Government of Canada to become the Government of Harper is enough evidence to suggest we need change quickly. I am not sure either about Iggy, but I guess a man who as travelled like him and lived in other countries like the US and UK is certainly worldly enough to qualify him. I guess also that we have to look at the most recent Liberal economic policies to see if they are qualified, I guess they get high marks on that. I am also not sure if building more prisons is the answer to unemployment, although it will make those numbers look better. I think Liberals should be proud since its Liberalism that gave this great country its identity, we need to reclaim that pride.

I've worked in corporate correspondence departments, and trust me--people in high positions have a whole team of people who write and send their correspondence for them. They even have "mechanical arms" that sign the letters for them. While I don't believe the request for donations was sent in error, I do believe that sending it on the wrong letterhead was--and was done by someone in the correspondence pool. Dumb mistake, but to call for the resignation of someone for a staff member using the wrong letter head is dumber. Let's focus on the more serious problems and corruption in government (there are lots of them!) and stop redirecting the focus of so much valuable presstime on trivialities.

It did NOT request money for his own election campaign. It did NOT ask immigrants for money. It was NOT on his ministerial letterhead. Consider the immigrant who has been waiting years to be reunited with a loved one and then you hear the immigration minister wants you to give money to him to "help" him do his job. This has nothing to do with being on the wrong letterhead.As a civil servant, the person in question should have been no where near such a letter; it shouldn't have been written in a federal goverment office, and such letterhead shouldn't even be stocked on Parliament Hill.This is a systemic failure, not an individual failure.Kenney must think Canadians are morons if he really thinks that we'd believe that this is the work of a new employee who had gone rogue, and wasn't working at the direction of his minister.

I feel that if certain organs were in demand, less effort would be made to revive people. Am I being silly? Not really. I had a bad experience in hospital when my heart stopped, the doctors tried to revive me and failed. They stopped and said I was gone. I came around on my own when the nurse was giving a final BP reading of 'zero'. I heard her declare me dead! It was all I could do to shake my head but they never caught on til I was able to open my eyes. You should have seen them scramble then! I thought the nurse was going to faint. The thing is, I think we may write people off too soon when there is something of value to be gained from them.
