The Conservative government's continued posturing towards routine Russian flights near Canadian airspace is not helping Arctic diplomacy, the opposition charges.

"The Russian flights have been going on for a long time and then all of a sudden on a day when they needed a diversion, the prime minister and the minister of defence created a caustic international relations uproar by chastising the Russians," Liberal MP Larry Bagnell, the party's Arctic critic, told reporters Wednesday.

Prime Minister Stephen Harper's director of communications, Dimitri Soudas, sent out a late night email to reporters saying two CF-18 fighter jets shadowed a pair of Russian military aircraft that flew as close as 55 kilometres outside Canada's northern borders.

"On 24 August, two CF-18 Hornet fighter aircraft were launched and visually identified (two) Russian aircraft, the TU-95 Bear, approximately 120 nautical miles (216 kilometres) north of Inuvik, Northwest Territories. At their closest point, the Russian aircraft were 30 nautical miles (55 kilometres) from Canadian soil. The CF-18s shadowed the Bear aircraft until they turned around," Soudas said in the email.

But the Liberals say the Russian flights are routine and the Conservatives are playing domestic politics at the expense of international diplomacy.

"How are we going to work with a country we have just chastised for not even coming into our airspace?" Bagnell said.

The Conservatives have been bullish on defending Canada's Arctic sovereignty during their time in office and are selling the public on their controversial $16-billion purchase of 65 new F-35 Lightning II stealth fighters.

Harper, who is in the Canadian north for his annual Arctic tour, used the incident to plug the new fighters.

Critics have said the Harper government has not been able explain why they specifically need the F-35, which was a sole-sourced contract.

About 12 to 18 Russian military flights occur near Canada's airspace a year without incident.

Former Canadian diplomat Colin Robertson said the Russian aircraft flown in Tuesday's exercise date back to the 1950s, and while they are designed to carry bombs, they are not particularly powerful and are easily intercepted by CF-18s.

By design, the exercises are "simply probing" sorties that Russia stepped up in 2007, Robertson said.

"The important thing to remember is we're at peace and in fact we're collaborating with the Russians," Robertson told CTV News Channel.

"But it does underline, as the prime minister's visit does…the North is part of Canada and we're determined to exercise our sovereignty there and that does mean we're going to have to put some investment on the Forces side."

According to Robertson, these kinds of incidents are unlikely to compromise diplomatic relations with Russia, or other nations that seek to lay claim to the Arctic.

"This is likely not going to be an impediment to what would be really important, and that is the idea of us sitting down with the Arctic Council to try and set out the really serious problems, (including) passes through the Northern Channel -- whether you're taking the Russian route or the Canadian route -- resources and boundaries, and how we exercise that sovereignty against real threats, which could be for example terrorists."

In late July, Defence Minister Peter MacKay said two CF-18s were scrambled to intercept two Russian military planes 463 kilometres east of Goose Bay Labrador.

"This was a message, clearly, to them that we will have CF-18 fighter planes there to greet them every time," he told CTV News Channel at the time.

Russian policy similar to Canada's

Russian officials at the time expressed confusion to The Globe and Mail, saying their planes never entered Canada's airspace and were conducting routine training.

According to a briefing document prepared for MacKay based on a 2008 Russian Security Council policy statement, Russia's policy in the Arctic is similar to Canada's.

"While media reports have portrayed the policy as aggressive and inflammatory, the document is quite moderate in tone and makes it clear that Russia will pursue its interests in the Arctic in accordance with international law and in a co-operative manner," said the May 13, 2009 briefing note, which was obtained by The Canadian Press.

"There is nothing in this Arctic policy that is cause for alarm."

While the Russian policy statement did not address flyovers such as Tuesday's, the briefing document concluded that Russia's intentions in the Arctic do not "raise concerns from a Canadian defence perspective."

Russia was intent on socio-economic development in the North as well as military security. However, the Russians appear to be focused primarily on border guards, the briefing document says, as well as a "functional coast guard system" in the region.

That's been a common thing ever since the Cold War started. It died down a bit for a while after the fall of the USSR and Russia was broke, and now they're doing it again. Sending jets out is the proper response - that's what NORAD has always done.The difference is that in the past, the Defense Minister didn't show up on TV every time, acting like a kid playing with his toy soldiers.

As a Canadian I do want the the Russians to know I care how close they come and that this is my country. Don't forget folks who is helping Iran right now with their nuclear reactors despite the knowledge that their crazy leader wants to totally blow up parts of the world namely our neighbors to the south. As a country we need to let others know we are here and will take notice. To just "let them be" is totally reckless. I am glad we have a military that is watching what goes on even in the remotest parts of our country. God bless our men and women who hold our freedoms high!!!!!

What would the Liberals do differently? Ignore the fly-bys? Invite them for tea? Tell the public its no big deal to have Russian bombers close to our air space? Send up a warm and fuzzy greeting to all the bomber pilots? If you are going to criticize, it is not too much to ask you to state a specific alternative(s) - assuming you even have one in mind.

If the Russians are just on exercises why do they come so close to our borders then, they did palnt a Russian flag underwater at the Arctic so are watching us. Again our Government is getting flack for protecting Canadians and our territories. Gordon O'Connnor was right when he said that Prime Minister Harper could pave our streets with gold and the opposition party STILL wouldn't be happy(I know thats their job) but come on let's get serious and fight for Canadians, not for power. It seems to me that the Conservatives are (BRAVE) and doing things that should have been done years ago in all cases. Getting the job done and its good to see for a change. Keep up the good work and I am on your side even in the gun regisry, if someone wants to shoot someone registered or not they will and from what I've heard 2600 policemen across Canada don't agree with gun registry and keep up the good work in the North.

My grandfather was active airforce during the 50's and 60's, flying around the Atlantic coast of Canada and US all the time. This is and has been a routine and regular occurance. No big breaking news story here. The US does this all over the world, but actually uses spy equipment as they fly along the maritime border. All of that said we do need to maintain the ability to scramble and meet them quickly.

Congrats for the first time in decades to a PM that actually wants to provide our military with the best and latest equipment possible in the F-35 it is about time and long overdue. The most disturbing commentary is coming out of the Liberal and NDP parties who would rather have the government purchase 35-40 year old outdated aircraft and technologies. The Canadian people should not forget the mess the Liberal party caused back in 1993. At the end of the Conservative term in 1993 the Conservatives had put forward a plan to modernize some of the equipment being used by the Canadian military. They planned to retire the aging decrepit and accident-prone Sea King helicopters and replace them with the Cormorant helicopter. They also planned to buy a number of new and modern nuclear-powered submarines to allow them to patrol Canada's shorelines. When the Liberals took power they promptly canceled the Cormorant contract (paying almost $500 million in penalties) and instead of buying the modern nuclear-powered subs, they decided to buy some used diesel-powered submarines from Britain which turned out to be plagued by problems. The Liberals and NDP should shut up and stop jeopardizing the lives of our military.

Do we have a pre-determined policy of what distance outside of our airspace do we "intercept" and fly beside Danish and American aircraft or is it just Russians we "intercept"? Does anyone in our forces ever fly in International Air space and do we get "Intercepted"!

Well, it's good to know that the Russians only fly this close to North America to perform their "training" exercises or practice. Sets my mind at ease. Wonder what would happen if it was the other way around though? I think I'll leave my door unlocked tonight, in case someone needs some "training" on getting into houses without being caught for whatever their reason. Whatever the reason for training this close to North America, specifically Canada, why practice here? The big Military game is already being played on their continent. Take your ball and go home...problem solved.

I am disturbed by the people who post that it is "stupid" to send Canadian fighters to shadow Russian Warplanes. These are WARPLANES flying very close to our sovereign territory. It is never "routine" when warplanes approach your borders, it is a provocative act and we as a country have to respond. People are saying it feels like the Cold War all over again and since the Soviet Union collapsed, that the Russians have suddenly become "Nice Neighbours". Communism was just an economic and political system, the Russians are still Russians and they continue to poke and prod and try to intimidate their neighbours, and since we are linked by the Arctic, they are one of our neighbours. Yes we can improve relations with them, and yes they are a far more agreeable country to deal with than they were during the Cold War, but they have not changed who they are and how they conduct diplomacy and military affairs. Don't automatically think that our response to a provocative act by a foreign power is somehow driven by an internal political agenda. This is defence of the realm and we better not let our guard down.

I remember when a reporter asked Dion what the Liberals would do to help secure Canadian rights in the Arctic, Dion answered with "We will increase the number of environmental flights". Whatever that means! What would the Liberals and their cohorts say if Russian bombers were entering Canadian airspace without our permission? I bet they would complain as well.

The Tu-95 is a contemporary of the U.S. B-52 (which is still the main component of the U.S. Strategic bomber fleet). It is the fastest large turboprop ever built with a maximum speed of 920kmh (575mph.). Not a whole lot less than the cruise speed of an F-18 which is reported to be 1060kmh (660mph) – you can’t go screaming around the sky in a fighter at supersonic speed without running out of fuel in a real hurry.The B-52 is still in service with the USAF, and they plan to keep them in service until 2040 – so these 50 year old antiques are still powerful weapons.The only Tu-95 versions in service with the Russian Air Force are 58 Tu-95MS Cruise Missile carriers, they DO NOT carry bombs. They are designed to fly outside defences and launch nuclear armed cruise missiles deep into enemy territory. And; the F-35 is not a sole source aircraft. A multi-national competition was held more than a decade ago – takes a long time to build something so sophisticated. The two top contenders were funded to build demonstration and test aircraft; and the F-35 won the competition.

I think it is pretty safe to say that regardless of who, if any country in the world ever used military force against Canada, the rest of the world would be up in arms to defend us. We have made a lot of friends over the years. Even if the U.S. attacked us we would have many nations jumping to our defense.

But in our case where our boarders aren't close, it can be seen as suspicious as to why they are flying so close.Good on Cold Lake for scrambling the jets and keeping everything in order.None of you know what the Russian planes are capable of whether they are taking pictures, dumping materials or are actually weapons loaded.Let the military do their job!

Anyone who believes that it is the PM, Min Of Defence who orders interception of unidentified aircraft closing on Canadian airspace is completely unaware of our NORAD agreement. The order would come from NORAD in Colorado which is co manned and co led by Canada and U.S. military officers. The decision to intercept or not is not by some misguided or ignorant politician.

GOOD EXCUSE to buy those F-35 Lightning II stealth fighters....... We won't need those Huge Ice Breakers..... The Ice is melting anyways..... The North Pole is but a point on top of this Globe. The boundaries of China, Russia, Scandinavia, Greenland, Canada, Alaska and others merge into this one spot. None of these countries can manoeuvre around this spot without entering into foreign territory and flying at above Mach 1 in a F-35 will make it more and more difficult to remain within your boundary the further up North you go. It should not be surprising if incursions into other territories occur on a daily basis up North. NORAD keeps a look out for such events, But for Steven, this was good opportunity to push for the F-35's, for what immediate purpose? Don't ask me.

As a Canadian who has been living in Russia the last few years, I think its time for Canada to get closer to the bear and distance itself from the eagle. Together with Canadian know how and Russian Resources (Canadian too) these two countries could control the world markets - but no Canada needs to keep its head warm by sticking it up the Americans butt. America is on its last legs thanks to the socialist program of the Obama administration - Canada would do well to cozy up to the bear at this time. A perfect solution from Liberal HQ - no expensive new planes to buy, no additional troops to deploy, no aggressive moves, full of the usual compassion, lots of fury but no results and, since it can't get anywhere near the Russian planes, no one gets offended, etc. etc. - oh, and did I mention that the bus produces less greenhouse gasses than the planes? Even if the Russians were testing our airspace 100 times a day for the past 1000 years, I still would want to be informed about it every time and want Canada's security forces to escort them away from our airspace every time(just like when we escort them off the ice when we win gold in hockey). Many people don't understand that the Russians are testing our response time. If CF-18's were not sent up, the Russians would edge closer and closer to our airspace. They did exactly this during the Cold War and starting to do it again: flex their muscles. People who post dumb remarks like what a waste for our fighters to intercept them completely show ignorance of what the Russians are trying to accomplish. Or do they want Russian bombers flying over Canadian territory without our knowledge or permission? Sheesh!

Hmmm... I wonder why the Russians sent long range bombers and not long range spy planes? Maybe we should let them come into Canadian airspace before we see what they are up to. Every responsible government is pro active with it's defence. I applaud the military for making sure the Russisans knew they were being watched. Come on people, if you saw a Russian bomber flying over your house and heard that "our jets" weren't scrambled until after the Russians crossed the line, I'm sure your response to this story would be somewhat different.

My family used to own a cottage up north. One spring we went up to open the place, and noticed a surveyor's stake planted right in the middle of our property. The neighbor had brought in a surveyor and re-established the property line per his interpretation of the registry. If we had been there the day the surveyor came, we could have argued, or flat out told him to leave. But we were not present to defend our border and had to take this neighbor to court. I see a similarity here. If Canada doesn't show-up to say "Hello, welcome to Canadian airspace", what's to stop anyone from planting a flag or setting up an outpost, runway, airbase, sea port. The Germans had landed on Canadian soil during World War 2 without our knowledge, and even set-up listenning posts. It can happen again.

Our government is correct to move ahead with defense purchases. We need a credible defense force by land, sea and air. We cannot afford to fall back to the policies of the Chretien years. Purchases should be on a steady, planned basis and they will be large sums of money but Canada still under spends on defense based on our population size and the vast size of our country and our large GDP.For those who are not aware there is a multinational interest in the resources in the arctic. The Russians will try to assert their position in every way possible including use of intimidation. Canada cannot be seen to be a weak or passive participant and the present government is the only one in decades who have shown more than passing interest in sovereignty. They need all the political backing they can get from within Canada and our opposition parties should not be undermining their efforts.

For all we know, the Conservatives asked the Russians to fly into out airspace on purpose to justify the need to purchase these aircrafts that we need. The way i see it, with the military presence of the US below us, no one dare attack Canada or the US, NORAD is shared between both, everything we do military wise is shared within both countries, if they would attack Canada, the US would get involved in a second, on September 11 I recall Canada was the only country to help the Us during this ordeal, we allowed all US planes to land on Canadian soil, it goes both ways.

I remember; I remember too that we were in that position because the LIBERAL governments of the last 40 years had starved our defence forces of the tools they needed to get the job done. What are the plans of the current Liberal leadership? Will they cancel the CF-35 contract (should they even gain a majority government, or even in an NDP/BLOC coalition), as they did a helicopter contract, and leave our airforce hanging until the last CF18 has fallen from the sky (like the Sea Kings), unable to protect our North? There is a lot of anti-conservative posting today, but at least they are getting the job done and treating our troops properly in terms of equipment. Too many heads stuck in Liberal sand. Try reading something other than feel-good propaganda.

The timing was good. The Prime Minister is in the North to asset our sovereignty. The PM is saying this is Canada and Canadian territory. The diplomatic response from the Russians is to fly in the disputed region of the North which is their way of saying " we are making our claim to". The two events are not a coincidence, they are simply a reflection of diplomacy. This may have been happening for a long time, but the timing of this one in particular is not run of the mill, it is a message. Not menacing or threatening, but a response to the PM's own assertion of sovereignty.

This is actually all a subtle form of diplomacy. I know that sounds odd but international diplomacy is often about convoluted messages and reading between the lines. One need only look at any number of messages during the cold war. Russia is testing to see how much interest Canada really has in the arctic. If we did not send up planes they would take it as a sign of our disinterest. Thus they would make further incursions, until finally laying their own claim. The less we react the more we accept the status quo and the more Russia can claim. Thus we must send our own planes to indicate that we still assert our own claims. This lays the groundwork for actual talks in the region and shows we are serious. Over the next couple of years a formal treaty will be drafted. And yes we need new planes, not because we will be at war with russia but because our current planes tend to fall out of the sky on their own. Not a good thing for planes to do. Thus we need new planes. We have not hit that critical stage yet, but we are close. The new planes are flexible and good for multiple mission parameters and in multiple conditions.

I have to say that I am quite surprised by these complacent comments from Canadians. Canada has always protected our land borders, air space and the 200 miles of ocean surrounding Canada. Do the Russinas fly close to our arispace all the time, I have no doubt that they do. I also do not believe that it was by accident that Russian planes were approaching our air space yesterday while our Prime minister was visiting the north. Do you not understand that there is an unbelievable amount of oil under the arctic ocean and three countries are competing with Canada with the claim that it is theirs? Pick up some history books and give them a good read. Russia was not saying a friendly Hello to Canada! They are pushing at Canada like a school yard bully. The Russians, under the leadership of the similar old crowd of communist thinking ideaologists from the past are and will aways be taunting Canada and other neighbouring nations. Attempting to expose their weaknesses towards exploiting them for their own use towards solidifying economic might in the world. Make no mistake about that. Canada must be prepared to defend what she claims as hers. Its not words that will keep the Russians at bay. Our military might comprising of planes, submarines, ships and most importantly, our soldiers (same as the Russians) is what will be needed to back up our words, to keep them at bay. Its not bleeding hearts that will protect Canada in her time of need, its her military at the ready that will be called upon to do that, if and when (we should pray that such a time never comes) should that time ever come.

Most of the people criticizing the PM are not saying that we shouldn't defend the north: they're merely saying Russian provocations into Canadian air space have been going on for sixty years, and therefore, this ain't "news", it's "olds". The Russians fly by, our jets scramble, it's over. Happens all the time. It's as common as a Conservative prime minister putting on a sweater, for example. Yes, by all means, Prime Minister, defend our Arctic sovereignty! But don't use an everyday event like this as an attempt to score brownie points with gullible Canadians.

Yes...this is a news worhty story. Why? Simply because of what as at stake in the Arctic and Russia said that they would deploy military tactics and it appears as if they have done so. Yes, this is a thing that they use to do in the past and no, I doubt that they are threatening Canada with any military action (even though their bombers are carrying nukes) at least not yet.However they do this routinely to see if we are going to respond and they see how quick our response time is. If we sit back and do nothing and allow them or anyone for that matter to fly in and around our air space without any sort of visual contact, then they would fly in and out whenever they please and it could come to the point where our northern sovereignty is threatened. So for many of you here who think this isn't something that should have at least have been mentioned in the news think again. You live in the southern most regions of Canada, you do not know how many times Canada's security has been threatened, but you are entitled to your opinion even though the majority of the people leaving comments here, have not a whiff or a clue on national security.

Yeah the odds of them doing anything to us are slim, but I think its important that we show the world that we can still stand up for ourselves and even tho we are nice, we still pay attention, and will ensure that there are never going to be any problems. And I live near Cold Lake. Those jets are flying around almost every day practicing and such. For them to decide to take a trip is nothing. Almost every day they are flying around doing something. I say good. I want the world to know that we don't just sit here with our feet up, expecting the US to help if something goes bad.

Clearly the Russians are attempting to argue the sovereignty of Canada's northern border, the theory being if you do not defend your border then you give up all claims to it. Canada is right to meet all potential breaches with appropriate measures. In trademark rulings, if you do not vigorously defend your product name and identity, you may lose it. Just a thought.

And unless Canada shows by real actions that it will protect its territory in the north all the words in the world do not mean a thing. Because as much as we wish the world is made up of peace loving peoples and countries the fact is it is not.And if we do not take any steps to let the world know that we will protect Canada (as other posters are saying). The world will not see this as Kindness or Tolerance but as weakness to be exploited.

Way back in the 1960s during the cold war, I was stationed at the then CFB CHatham N.B. nuclear base. A couple of tims a week we scrambled pairs of super-sonic CF 101 flighter jets to intercept Russian planes flying to Cuba. They followed them a hundred miles or so off Newfoundland until they veered off out of Canadian territory - the 200 mile limit. I don't recall ever hearing about it in the news. Harper propaganda is all this is.

Russian and before them Soviet bombers fly like that routinely, NORAD greets them with a couple of Canadian fighters, they wave at each other, and nobody reports it in the news. This has been a normal occurrence for more than half a century. Imagine in Europe, where it's all close borders, planes have to fly near others borders all the time. This is common. Stop making it seem we are at war with them. Are they in our space?
