A crucial vote on the future of Ottawa's $6-billion light rail transit plan has passed, with city council approving the design of the plan and voting to move forward with an environmental assessment.
"I go into this vote light-hearted. I go into this vote with a sense of joy because we are doing the right long-term, we are making the right long-term decision for the City of Ottawa and this will expose us to many opportunities," Mayor Larry O'Brien told council.
"They will thank us in 2060, 2070 for the wisdom of this council, approving the functional design today, which will lead to a project in the next term."
Council voted 19-4 to approve the functional design of the plan and move forward with an environmental assessment of the project.
The first phase of the project is estimated to cost $2.1 billion, a price tag that has jumped from a previous estimate of $1.8-billion.
The phase includes building a downtown tunnel, and laying light rail tracks from Blair Road to Tunney's Pasture.
The newest mayoral candidate criticized the light rail plan when he announced his intentions to run for mayor on Tuesday.
Jim Watson told CTV Ottawa he's uncomfortable with the cost of the project. He said the vision for transit should be planned around the budget, "not the other way around."
At Queen's Park, Premier Dalton McGuinty weighed in on the issue, saying it's up to the people of Ottawa to decide what kind of transit plan they want.
"We've committed to a plan in principal, but in terms of the specific details, where the specific routes are going to run, that's not something that we've agreed upon in any kind of form," said McGuinty.
The provincial government has committed $600 million in funding for the project. The federal government has committed $200 million in funding, so far.
However, even if the federal government comes through to match Ontario's financial commitment, taxpayers in Ottawa will still be on the hook for about $300 million.

We have needed and should have had a LTR or subway ever since they started to build the 417 / queensway, as most of it had to be built up through Ottawa they could have put it under the 417 but oh no people said it would be to much money then.
Well guess what we need it now more than ever, these buses are killing us with their diesel fumes, noise and are not reliable service due to many things including the weather, Ice,Snow etc etc.
Now it is going to cost ten times or more than it would have in 1967 or there about, we all know it is badley needed but still they are crying about the costs, well it is going to cost 200 times more if we wait another 20 years.
Between the Pro & the Feds we will get about 1,200,000.00 (not used to those high numbers 1 billion 200 million that would be about two thirds of the cost, what more do you want for God sake folks let's get on with it, I think that would be the way to go, do it now, pay off what we can uhntil we die and leave the rest to our kids or leave it go and our kids will have to do it and pay for the whole thing. I say Do It Now.

I'm sick of everyone always complaining about the people we choose to run our governments. You have to admit folks, Ottawa's population is growing far beyond what buses can handle and the only reason the price keeps growing is because people keep thinking THEY have a better solution and stalling the process.
Those of you who complain about the congestion on our downtown streets, much of that is due to the never ending lineup of buses stopping on every street corner. You complain about transit because YOU don't use it. Property taxes are too high?? Get a smaller house (you don't need 3000 sq ft for a family of 4!)
I admit, I don't believe councillors are the smartest people in the world but there are 2 things you have to keep in mind:
A) They are tax paying citizens just like us and I'm sure they don't want to see their taxes going up either.
B) I don't recall seeing YOUR name on the ballot at the last election. Either let our elected officials do their jobs, let government work, or step up to the plate and show us YOUR home run swing! (And if this league is too big for you, might I suggest moving to Prescott where they don't have these things to worry about.)

Come-on McGuinty, don't be flinty, pay your 1/3, $700 million not $600 million (you just did that to support the nay-sayers and raise a stink - how much did you give Toronto?). Come-on Mr. Baird, it is your city too, put in the federal $700 million now. The plan is right, the time is right.
Stop crippling this beautiful city.

Now the question is whether the people of this city will allow themselves to be scared off this vision by the likes of the self-serving wannabes (yeah, I mean Jim Watson).
Jim should leave the politics out. This is good for all of us and for many decades to come.
I was thinking of Jim, but if he's going to impede progress I'm going to have to give my vote to O'Brien. No offense. Jim's a nice sort of guy but he isn't right for the job.

The downtown tunnel is mandatory...read my lips MANDATORY! We just can't have these trains running above ground, hindering all kinds of surface traffic, be it pedestrian, emergency vehicles, or other transit vehicles. We also cannot have these trains stopped by surface snow, or freezing rain, not to mention the hazards they would present with live wires all over the surface. These are Electric Trains people. We need this tunnel, and as we found out before, any other plan is not sellable to the majority. Also, our transit has to be weatherproof.
I agree that our current group of councillors are incompetant. I agree that this plan should have been done years ago.
Let's just get on with it, get it built, and enjoy the finished product.
If you were out driving before Christmas, you have a glimpse of our future if we don't get this built starting now. It was hell on wheels.

There are some people who need to go back to primary school and re- learn the basic concepts of common courtesy, discipline and discretion. Over-inflated Government Contracts, have got to be made illegal-talk about getting away with extortion (so to speak) legally and laughing all the way to the bank over and over again. Really people-just whose money is it anyways?! The next election is too long to wait for accountability! Suggestions anyone?--

No if you let the citizens vote on every major project your asking for trouble.

City council votes on it? Who cares about city council's vote - us taxpayers should be able to vote on this. Who the hell is funding this project anyways? In the end, it's the taxpayers. And when the costs overrun, who is going to pick up the tab? Taxpayers.
I have lost faith in the City of Ottawa council and mayor. Let's get rid of these clowns next election.
