MOSCOW — Quebec's premier says he is now confident the NHL is keen on bringing a team back to Quebec City.

Jean Charest tells The Canadian Press that he discussed the issue with league commissioner Gary Bettman at a Montreal Canadiens game last week.

The premier says Bettman seemed sincerely interested in bringing pro hockey back to the provincial capital, a decade-and-half after the Nordiques left to become the Colorado Avalanche.

He says the commissioner appeared convinced of two things: the economic viability of a team in Quebec, and the prospect of finding investors.

The men spoke in Montreal at the Habs' 100th anniversary game last Friday.

The premier says several factors -- including revenue-sharing and a salary cap -- have made pro hockey more viable from a business standpoint than it was in the 1990s.

"I find it encouraging that the National Hockey League sees viable market conditions there," Charest said Thursday in an interview during a trade mission to Moscow.

"The real question for a hockey team is whether it's economically feasible and, in a market like Quebec, I believe the answer is yes."

He conceded that the team will remain a pipe dream as long as Quebec doesn't build a new, modern arena. The city administration wants to build one but expects almost all of the money -- $250 million -- to come from public funds at the federal and provincial levels.

"We're still far from having a hockey team," Charest warned.

"We would need a multi-purpose centre and I believe in that project because a city of Quebec's size needs a multi-purpose building."

But one prominent sports economist suggests that if the project were truly smart economics, private investors would already be lining up to build the arena with their own money.

Michel Poitevin, head of the University of Montreal's economics department, notes that the Montreal Canadiens were purchased, and their Bell Centre was built, without public funds. So was the city's Saputo stadium for the Montreal Impact soccer team.

Bettman is very sly. By giving Quebec City a team, he can appease those calling for another Canadian team while avoiding infringing on another team's territory. He thinks that this will reduce or eliminate the clamouring to move the sunbelt franchises. At the same time, expansion means expansion fees that can be used to offset operating losses.

Lets put a team in Quebec City, and one in Hamilton and another in Winnepeg. Then all of the Canadian teams form their own league and we shut out the Americans. It's our game, it's our Stanley Cup. As long as Bettman is at the helm, Canada will be at a disadvantage. Only by having a true Canadian Hockey League will we ever get a proper standing.

Hmmm, use public funds from the tax payer to pay for an arena so that a multi billionaire owner (and subsequent millionaire players) get the arena and make additional millions more for themselves. But you can still buy the 5 dollar hot dog there, or buy a 100 dollar ticket, so its ok. Any government that supports this will lose my vote.

Surely Qubec City will have more fans attending the game the the Flordia Panthers did the other night, there were more empty seats then fans and it was a televised game!

Betmman knows after the Hamilton fiasco he has alienated Canadian Fan who are demanding another team. He is now playing politics in potentially offering one to Quebec. This is Bettman playing games again with the Canadian people. Offering a team to Quebec City, while ignoring stronger requests from Hamilton and Winnipeg will only infuriate the Canadian population more.Bettman must go!

Bettman is the NHL's worst nightmare. Just watch -- a couple losing seasons in Quebec and then the team will fold and move to Honolulu.

Rick in NB, Ste Marie:1. There is no way the NHL will expand anymore. It has already failed miserably at this and this would only dilute the talent even more. 2. Bettman loves USA too much. He wants a team in Kansas City and Las Vegas.3. The only way a team gets to Quebec City or Winnipeg is via relocation....and there are already US cities ahead. 4. Quebec City and Winnipeg cannot support a team that is not winning a lot (ie the leafs right now). There aren't enough people to go to the games and make it economically feasible. You have to sell at least 16 000 tickets a game and I don't see that happening during the down years in a Franchises cycle. 5. As much as it would be nice to have more NHL teams in Canada, Bettman is the commissioner. C'mon people get a dose of reality, Bettman has never liked the idea of giving Canada more teams. He just wants to brand name the NHL like the NBA or NFL in the states. Too bad he doesn't realize we care about Hockey a whole lot more than our neighbor to the south.

I wouldn't believe the NHL. They have their own business startegy and it has nothing to do with Canada. They would like to see a team start in Japan before they would allow a franchise in Canada.Tean didn't work in Quebec and it won't work there again.

Greg Boudreau: I have to disagree with your comment on WHY Quebec City lost their Team. The main reason was, The Governments at that time, both City Hall and The National Assembly of Quebec would not provide funding to build a New Arena.

Don't bring Winnipeg back into this.We already got fleeced once by the NHL and we definitely don't want another NHL team in here.Bombers, Moose and Goldeyes are fine for us......NHL stay away.........''Yeah I know, the moose are an NHL farm team...........

I hear that Gilles Duceppe will be the GM. Apparently if he doesn't get everyone's first round pick for the new team, he's threatening to separate.

How can it loose. It will have unlimited (CANADIAN taxpayer) cash to fund it, just like everything else in that province. Easy to build a winner when everyone else foots the bill.

Bettman has been a disaster for the NHL.The Quebec option is certainly a step up from moving northern teams to the sunbelt. But there is absolutely no reason for keeping a team out of the Niagara area when the league is lacking profitable markets.Time to get a Canadian who has some respect for the history of the sport and can this marketing wannabee.

They can't give Quebec a professional hockey team, then Toronto would want one too. Ha Ha !!

We were in the Lac St-Jean region and Quebec city this summer and people were really excited about the prospect of a NHL team returning to Quebec. As I am from Winnipeg they were asking about the multi use MTS centre and thought that would be a good fit for Quebec city.

Winnipeg had its chance to show the world it deserved a team back. They destroyed the Jets arena, and when the Memorial Cup was played in Winnipeg, the building didn't even sell out... It wasn't even half full! That's not a good way of showing higher ranked organizations like the NHL that you're ready for a hockey team again. If you can't even sell a building out for something like the Memorial Cup, then you're not going to sell out for something like the Winnipeg Jets. Winnipeg can't support a team. Not enough people care in that city. Same is said about Quebec. It had its chance and it failed. Colorado is doing very well since they got there. If anything, the NHL needs to LOSE some teams. I can name a few to start, and go back to the 26 team system. 30 are just getting out of hand.

While I strongly support another Canadian hockey team, Hamilton should be higher up on the NHL's priority list.Balsillie had everything in place; an arena, financing, and a proven market.Get rid of Bettman!

Bettman is an American and the NHL is controlled by Americans! It is unlikely we will see another team in Canada. The reason teams failed in Winnipeg and Quebec was because our dollar was so low. They would be a very good fit now

I'm sure Winnipeg could support a new team, and maybe even Hamilton. I'm just not sure about Quebec City. It's less than 3 hours from Montreal and is a small market. I have never understood why Seattle doesn't have an NHL team. Do they think they'd be in competition with the Canucks?

I just hope that the City Of Quebec can support a team, that is the reason the Nordiques left in the first place not enough revenue to support the team. The city is going to also need a new arena, and that is not going to be cheep. I think there is going to be a lot of factors that are needed to be addressed before this can happen.

Eugene, Who's being duped? This sounds like the real thing. Now if hockey fans can get the NHL board of govs to look west and see Winnipeg as a viable team, i could almost foregive them. I don't give Bettman any credibility, he's just their lap dog.

Bettman is a moron and a puppet.Predicting what he will do next is a challenge.Be sure he will make an effort to do what is least expected and is also tne most useless. That said.I wish the people of Quebec and the people of Winnipeg good luck.Hockey fans everywhere benefit from a stronger league.
