There are 41,000 people that have been ordered deported but remain in Canada. The union that represents customs and immigration officers says it is becuase the enforcement aspect of their work isn't given enough priority.

Auditor General Sheila Fraser is reporting that Canada's border agency has lost track of 41,000 people who have been ordered out of the country.

In a report tabled Tuesday, Fraser said that the numbers of people in Canada illegally may be growing because the Canada Border Services Agency is failing to monitor its detention and removal decisions properly.

"If people can come into the country and stay here illegally, why would they go through what was a very long and complicated process to become a resident in Canada," she asked at a press conference in Ottawa.

Hundreds of those in Canada illegally, Fraser said, are hardened criminals. But she noted that the "good news" is that the agency is focusing on tracking down the most dangerous fugitives.

Fraser noted that the agency does know the whereabouts of 22,000 of 63,000 people facing formal deportation orders.

Hours after Fraser released her report, Public Safety Minister Stockwell Day announced that CBSA had arrested 45 people who allegedly entered Canada illegally.

However, he did not say specify the date of the arrests.

A spokesperson for the Customs Excise Union says he agrees with Fraser's findings. Ron Moran told CTV Newsnet Tuesday afternoon that tracking people facing deportation is not given a high enough priority.

"The figure was startling," he said, noting, "(that) happens when you don't have enough resources."

Moran says Ottawa needs to invest in new technologies to help border agents. He said he knows of a case where one person was kicked out of Canada eight times, only to return with faked documents. Moran said new equipment such as face recognition technology is needed to help customs staff.

Fraser also criticized the agency for poorly managed holding centres for illegal immigrants facing deportation.

In Toronto, the holding centre is so overcrowded some detainees have to use sleeping bags placed on the floor.

"In another region, holding cells for individuals awaiting hearings, which are designed for three people, had been used to hold 10, without enough space for some to sit," Fraser said.

Fraser's report also addressed several other issues including issues surrounding:

  • Native children in foster care
  • The need for $10 million in repairs to 24 Sussex Drive, which would take 12-15 months to complete and require the prime minister and his family to move out 
  • Slow reporting of the spread of infectious diseases to the World Health Organization by Canada's Public Health Agency

On the issue of native children in foster care, Fraser's report noted that native kids are more likely to wind up in unevenly funded and poorly tracked foster care. The report also said that little is known about the quality of services they are given, and the formula used to provide those services goes back to 1988. That formula is too rigid, according to the auditor general. Fraser said it needs to be changed to reflect the current realities of aboriginal communities.

"Children are among the most vulnerable people in society," Fraser said. "Some of the most vulnerable children in Canada are First Nations children."

In question period Tuesday, Prime Minister Stephen Harper said that he is aware of some of the "challenges" in services for aboriginal people. Responding to a question about Fraser's report by NDP leader Jack Layton, Harper said his government has invested more than $490 million in the last two years to fix some of the problems.

Harper also noted that the prime minister's residence is adequate for now, and he has no plans to move out before the next election.

Lart from Above, there are certain things in your statement I agree with and others that I don't. I do believe that the special interest groups in this country work against anything that our immigration officials do, to try and detain certain individuals who are illegal in this country. Lawyers and the Law are also big players in tripping our immigration officials. It is time Canada begins to take a new and fresh approach in handling those who are to be deported. First of all, toughen the laws so that these people do not walk after their court hearing. For one, I agree they should wear an ankle bracelet with a GPS system attached to it, so we know there every move. Secondly, if they are to be detained, then they should be put to work while waiting their deportation hearings or deportation by cleaning up the garbage off of the highways and streets of this country. I think it's the least that we can have them do, instead of living off of us Canadians and taxpayers.

Actually if you listen to the interview that Fraser did on Mike Duffy today she said that plenty of improvments had been made.

As for the people complaining about $10M for renovations. It will cost much more to renovate than it would to build new, it's twice as much work obviously.

Hey, we are a wealthy country people! We only ever have one Prime Minister at a time. They are our head of state. They represent our country! I should hope that the house they have to live in while in office, is putting our right foot forward! 10 million is pishkes.
As for the illegal immigrants that our country hasn't bothered, don't bother them now, they are an integral part of our economy now. And NO, illegal immigrants are not on welfare! They can't get on, they are almost every last one working. Too little too late, but if you clean up your act, you can prevent people from "disappearing" in the future, come on government! It's so frustrating; our Immigration department has long been a farce. All kinds of good, valuable people who want to come here, and go through all the proper channels, have every obstacle under the sun thrown at them by this pathetic department. All the while we have tens of thousands of illegals living and working here, enjoying the benefits of our country with little worry that our Barney Fife spooks will find and deport them.

Immigration failings are more the fault of hand-wringing public servants and a legal system that has offered more visible rights to illegal immigrants than experienced by Canadian citizens. As soon as a government suggests toughening up our practices, there is an outcry that they are showing immoral, right-wing heartlessness. The government just can't please everybody!

Let me see... I think I have a couple of solutions for the gov't. I'm quite certain the $10M would build a couple of nice refineries so we could start supplying cheap gas to the rest of the country's rank and file. Besides, 24 Sussex could probably charge a small fee to give one of those renovation shows the rights to fix up the official residence. I'm also quite certain that if we offered well paid jobs at these refineries, those thousands of illegals would come pouring out of the woodwork looking for jobs. See... it's not that difficult to figure out viable solutions.

The illegal immigrants are housed better, receive better medical, better schooling for disabled chidlren and given more funding than those on welfare and/or disabled and definitely seniors on limited incomes in our provinces and territories, and that includes First Nations.

Equality is something that the past and present government do not comprehend, that is understand, as they have not walked 10 steps in their shoes let alone a mile in their own posh shoes.

With recent studies from Stats Canada saying Canada's quality of life has gone down tremendously since 1980, I think it is very safe to say that Canadian's want and demand immigration reform! I will not stand by and watch another generation pass by and see the quality of life go down even further then what it has already badly gotten to. Stephen Harper we are asking for you to do the right thing, especially during this recession, and reform our immigration. Give Canadian's an immigration policy that will benefit Canadian citizens, not the banks and corporations!

I agree with the previous suggestion of putting GPS ankle bracelets on people due for deportation, it would serve the purpose of finding them and be a lot cheaper than housing them in detention.

And my understanding of the $10 million needed for 24 Sussex is that it's not for furnishings but structural repairs, which as someone else suggested, would give the sitting opposition of the day another reason to complain, so the work has always been put off.

From what I read the place is cold, drafty and damp and suffering serious structural neglect.

I vote for a new 24 Sussex completely. I'm sure they could do it for less than $10 million.

The Sussex Drive home is property of the Canadian people I might add, and not the PM's himself, as many would like to believe or portray to others. It is a historical residence, and most like needs historical restoration just like the parliament buildings undergo.

Are we supposed to be shocked by this report? Year after year we hear about bad money management and no accountability, but is anything ever done about it?!?!? If any one of us handled corporate finances like this we would have been fired ages ago. I think someone needs to define "transparency" for everyone in government.

Big suprise regarding 'losing' 40,000+ people to be deported, they don't even deport the people on that list when their whereabouts are known. It is time for Canada to get a backbone and start refusing entry and deporting those who are here who shouldn't be for the protection of the remainder of the Canadian citizens

The the reason we want foreign people to recertify is probably because the professional association would not get their fees and we would miss cheap labour doing jobs Canadians don't want to do. Nurses and Doctors who are fully trained abroad have to go through their Associations which want big bucks to recertify people who are probably better trained overseas than the ones here language has nothing to do with it. If we have a shortage these disgraceful bottlenecks in the system should be streamlined.

Once again Sheila Fraser gets my vote for most valued Canadian. I always look forward to her reports. A no-nonsense, non-partisan critique on where government is screwing up. Who is surprised to see that the effectiveness of our immigration policy is a joke left over from the Liberals, with 41,000 people roaming our streets with no legitimate identity. Glad to see Jack Layton is working on the problem (just kidding).

Why is it with each PM the furnishings have to be changed? I was reading it is the responsibility for each new PM to furnish and decorate. No wonder it is so costly.

Make it a National Landmark. Furnish all of the rooms accept the private bedrooms/sitting rooms. Allow only a professional decorator or curator to add/subtract furnishings.

Do not allow the first ladies to do the decorating themselves. That way shag carpet and leopard prints on the grand staircase is not in the cards. The style of this house and it's use means transitional or traditional not modern yuppie.

With no airconditioning and no proper heat the mansion surely needs repairs.

This has got to be done but not the government way. Too many have their little "ins" and that is why it costs so much for repairs that would be half for a normal person.

Get an independant in there, have 5 estimates like everyone else. Lets get this fixed but lets do it reasonably. One stage at a time.

If it is too costly to repair as a home, then turn it into a museum and build a new house for the PM.

We "lost track" of 43,000 illegals? And yet there are still groups and individuals out there who are against Canada tightening up its immigration laws? What does this say about Canada? Other than "come to Canada no matter what you're background, you'll get lost in the shuffle at some point in time." We NEED the immigration laws tightened up. We cannot afford,morally, financially, or in any other manner, to let just anybody come in to the country no matter who they are!

Why cant we have a public tender for 24 Sussex renovation? I bet there's a lot of small construction companies or even groups of contractors who'd love to have such a customer, even if it means working with 0 profit or even below cost.

How is a jail holding illegal immigrants for long periods of time in cramped quarters any better than the way Brenda Martin was treated in Mexico?

It should be a quick process deporting immigrants. Go to court, kick them out, put them on a plane that day. No one gets the chance to run.

The fact remains that you cannot improve what you do not measure - what I would like to see is the return on our tax investment - what did we spend and what improvements or benefits did we realize as a result?

People who have deportation orders issued could be held in detention, put on bail, given GPS ankle bracelets, etc. Once a person has been ordered out of the country, it makes no sense to just let them wander out of the hearing without restriction.

A temporary refugee camp, like many European countries operate, would be paradise for legitimate refugees and a strong deterrent for false claimants.

The problem with 24 Sussex is that it needs massive renovations to be even remotely appropriate for a head of state to host guests etc. Apparently, the place is shockingly bad inside, with trudeau-era shag carpeting in some rooms.

But imagine what would happen if anyone dared to try and spend the $10 million + it would cost to repair it. The NDP and Libs would have a field day!!!

Immigration officials also face resistance from community groups who are in turn supported by members of government in opposition to Government Policy when attempting to deport criminal and/or illegal immigrants.

It seems that all they need to do is make some friends and have a kid or two here in Canada, and suddenly they CAN'T be deported because they've "established themselves" here. Take the Lucy Liu situation in Kingston for example when she claimed "Sanctuary", and the similar case that followed. There are too many flexible rules when it comes to our immigration system.

Once they're out, they can make their case to return, but until such permission is granted, keep actual citizens safe and remove the illegal element.

Not only should the airline industry not be allowed to regulate itself, the medical industry should be independantly regulated as well. Its the reason why so many immigrant professionals are not able to have their credentials recognized.
