MONTREAL — Police erected a security perimeter around the U.S. Consulate in Montreal on Saturday night after a man threatened to blow the building up.

Police say they got a phone call from a man who said he was outside the consulate and wanted to detonate a bomb.

When officers arrived, they say a man in his late 20s told them he had bomb in his backpack that he would detonate if they approached.

The consulate and several nearby buildings were evacuated and sections of several downtown streets were closed.

A SWAT team was called in and police negotiators talked to the man for about two hours until he laid down his backpack and surrendered. No bomb was found.

Police spokeswoman Lynne Labelle says the suspect, who claimed to be a member of al Qaeda, will be charged with disturbing the peace, and will undergo a psychiatric examination.
