Project Green: The Highlights and the Costs

OTTAWA Project Green is the name the federal government calls a series of measures it announced today to meet Canada's obligations under the Kyoto Protocol. The government's goal is to reduce harmful greenhouse gas emissions by 270 megatonnes by 2012. Ottawa estimates it will cost about $10-billion to hit that target. Here's a breakdown on the programs within Project Green:
Climate Fund
A market based institution to buy and sell reduction credits domestically or internationally.
Reduction target: 75-115 Megatonnes (Mt)
Estimated Cost: $4-5 billion
Partnership Fund
A fund for the federal government to invest, with other partners, in green projects, such as an east-west extension of the hydroelectric power grid or building a carbon dioxide pipeline.
Reduction target: 55-85 Mt
Estimated cost: $2-3 billion
Large Final Emitter System
Investments in new green technology, buying emission reduction credits domestically and internationally.
Reduction target: 45 Mt
Estimated cost: Cost borne by emitters
Automobile industry
Commitment to producing more energy efficient fuels.
Reduction target: 5.3 Mt
Estimated cost: Cost borne by industry
Renewable Energy
Investment in wind power, solar and other clean energy systems.
Reduction target: 15 Mt
Estimated cost: $1 billion
One-Tonne Challenge
An education plan to show Canadians how to make cost-effective, energy efficient purchasing decisions.
Reduction target: 5 Mt
Estimated cost: $120-million
Greening government
Government procurement and program delivery to be set up with an eye towards cutting energy consumption.
Reduction target: 1 Mt
Estimated cost: Funded through existing funding
Reduction Programs
Program spending like improving home energy efficiency, programs for the retrofit of commercial and institutional buildings; and for improving public transportation.
Reduction target: 40 Mt
Estimated cost: $2.8-billion
Carbon sinks
Managing Canada's forests. Forests can help neutralize greenhouse gases.
Reduction target: 10 Mt
Estimated cost: Not costed
Project Green Overall
Reduction target: 270 megatonnes
Estimated cost: $10-billion
Note: Government officials caution that, because each component of the plan is interdependent, adding up the high or low end of each range will not produce an accurate representation of targets or costs.
