The opposition is demanding answers about why it took so long for the government to realize the classified documents at the centre of the Maxime Bernier scandal were missing.

"Will the government confirm that the documents that lay around Julie Couillard's room for five weeks were classified briefing notes relating to the Bucharest summit and our mission in Afghanistan?" asked Deputy Liberal Leader Michael Ignatieff during Tuesday's question period in the House of Commons.

"Will the government then explain why it took them five weeks to realize the documents were missing?"

And finally, he wondered if Prime Minister Stephen Harper will be able to explain to France's President Nicolas Sarkozy "that Canada can still be trusted with confidential information?"

Couillard is the ex-girlfriend of Bernier, the former foreign minister who resigned Monday after admitting that he left the sensitive documents at her home.

Their relationship made headlines about three weeks ago when reports revealed she had past personal connections with people involved in the biker underworld.

House Leader Peter Van Loan said the report contained a mix of classified and publicly available material.

"I will not, however, discuss classified documents in the House," he said.

Bloc Quebecois MP Serge Menard said he found it incredible the government only found out in the last few days that the documents had been missing for five weeks.

"It's impossible that the Prime Minister's Office was not informed beforehand. Will the government admit that the interview with Julie Couillard forced them to make public the serious mistake by their former minister?" he asked.

Couillard revealed her side of the missing documents story in an interview, which had been pre-taped, but aired Monday on Quebec's TVA network.

"The prime minister acted as soon as he was aware and accepted that resignation," Van Loan said.

Menard asked Van Loan to formally say Harper had no knowledge of the incident before Monday.

"The Prime Minister's Office in fact had no information about the documents before yesterday," Van Loan said.

Liberal Leader Stephane Dion painted the affair as showing an "appalling lack of judgment on Harper's part."

He called for an additional investigation to see if there have been other security breaches and suggested a public inquiry is in order. But Van Loan said the foreign affairs department has been asked to "analyze the situation and ask for assistance as required."

Harper in Europe

Harper wasn't in the House of Commons. He landed in Paris Tuesday to kick off a three-day tour of Europe.

He told reporters this issue is about Bernier's carelessness with classified documents.

"You obviously don't disclose classified materials and you certainly take adequate care to ensure that they are not disclosed and they are not left behind somewhere," he said.

"Unfortunately the minister broke those rules, and that has nothing to do with who he happens to be dating, it's irrelevant in that sense but the rules have to be respected."

The prime minister said he's had no concerns directed to him by NATO allies about the security breach.

Harper has named David Emerson to replace Bernier in the foreign affairs portfolio on an interim basis.

Tasha Kheiriddin, a conservative political commentator in Montreal and a friend of Bernier, told CTV Newsnet that Bernier had no choice but to step down.

The other gaffes that Bernier made as minister, such as publicly calling for the governor of Afghanistan's Kandahar province to be fired, made things worse for him, she said.

"This will certainly damage his political career," she said. "There's always ways back from the depths, but this is a long road, I fear, because this is really a sign of poor judgment."

The Bernier affair could also damage Conservative prospects in Quebec, where the party hopes to make gains," she said.

Bernier had been seen as a rising star. "Having a weaker Quebec cabinet contingent can only hurt the prime minister," Kheiriddin said.

So she says that the documents were addressed to Bernier and she knew that they weren't for her eyes. then she says that she didn't know what to do about them so she called a lawyer 5 weeks later. Oh I don't know, how about calling Bernier the next day and telling him that some documents addressed to him were left behind. As usualy people will blindly believe all this crap. I say yes, let's bring in the RCMP and get to the bottom of the WHOLE STORY. Also she claims that her apartment was bugged, but never called the police to report it. She just happens to call some "professionals" in the field to check out her apartment for her. Yeah right!

My biggest concern is the liability that is now opened up, Ms Couillard has been painted with a terribly black brush. This brush was used by all sides in the Government, and I think we may have sullied the reputation of a person who did not seek a public persona. I hope she can return to a somewhat normal life, after this all blows over and the next tempest in a teapot rocks the Commons.

Mr Harper and his gang keep bring up the former Liberal governmnet and their mistakes- yet The Conseratives are racking up there share .

When the sponsorship scandal broke, PM Martin called the Gomery inquiry, and the gov't got taken down anyway and was defeated on that issue alone. When Harper's ministers' many scandals break, he says it's nobody's business. I would like to quote Mr. Harper and his gang from their time in opposition when the adscam broke and yet government was "trying to move on and get business done".

For Bernier to be so cavalier with classified documents shows a real disregard for the importance of his position. The PM did the right thing by having him resign right away.

Poor judgement on the part of the Prime Minister in this whole affair of leaked security documents and poor handling of not owning up to what happened earlier.

You only get hit harder when you avoid the true facts and the Prime Minister sure hid the facts. It was only when Julie Couillard went public did the Prime Minister decide to own up to the facts.

I'm surprised there isn't more focus on the clear motivation to keep heroin supply lines open, right from source to market.

It doesn't seem incredibly likely that anyone in Canada is at elevated direct risk of terrorism because of this affair. However, it would clearly be in the interests of underground markets that all steps within reach be taken to ensure supply lines remain efficient. It is pure common sense that information about NATO operations in Afghanistan, along with a role in security at an airport in North America, could help "organizations" smoothly run their "businesses". If there is a LOT of profit to be made, why should we be surprised to see sophistication?

Some Canadians may think it is cool to bury this affair, but let's not forget that our neighbors to the south probably won't like that very much.

We have an obligation to take appropriate measures to reassure our friends ... and it would probably be quite naive to think that a simple resignation clears this slate. Financial motivations need to be considered.

I hope they "don't" have an "inquiry" into this. You realize the "inquiry" business is a business in itself for political lacky's and their unemployed (usually ex politicians)friends who get paid hundreds of thousands of dollars to sit on the board of inquiry. It's all a scam to keep the political brethren employed and soaking the Canadian taxpayers for their hefty salaries $$$ as well. Scandal = Inquiry = Scam = Taxpayers Pay!

PM Harper sincerely wants the best for this country and the Canadian people. However, his government is predominantly young and inexperienced and they make mistakes.

The Liberals, on the other hand, who have had the power and responsibility for more of my 50 + years, really should know better (as in when they are stealing from the publics tax purse, etc..)

This was a sad mistake on Bernier's part, but it's over, he's gone, lets move on.

As for PM Harper, I feel sorry that he has to always either deal with his own peoples incompetence, or the nincompoop Liberals, which you know won't let this sorry story go for at least another two weeks!

All this talk about loss of confidence in the gov't, the sky is falling on Harper, etc. is overkill. (I wouldn't be surprised if a large number of posts here were written by Lib/Bloq/NDP staffers). Lots of speculation and VERY little facts other than a minister left papers where he should not have done so. Not the first time a minister has done so. Bernier has now paid with his resignation.

Unless the opposition has any FACTS let them be quiet and stop trying to fabricate news based on innuendo's from disparate politicians aided by their friends in the media.

It is not about Couillard, not about the minister in question but it is about MR.HARPER ,the prime minister of Canada, who for weeks kept us in the dark , played with buddies in commons and now comes out as MR. It's not like Liberal PMs ever did whatever it took to protect their Ministers. I remember when Alan Rock was accused of taking free fishing vacations at the Irving's lodge in NB and Chretien told everyone to buzz off. Then the HRDC minister can't explain where a billion dollars went and Chretien defended her too. Chretien chokes a guy protesting and he is heralded as the "street fighter from Shawinigan" He also tells anyone who questions his actions to ,"buzz off". So Harper tries to defend his Minister and is called every name in the book. It happens all the time, but Liberals seem to have short memories. I'm sure Harper wasn't too happy with Bernier's gaffes but had to try and save face since he put him in the portfolio. I guess this broke the camel's back and he had no choice but to can him. So before Ignatief and his crew get all high and mighty, they should look back on their own party's history.

Bernier’s resignation is what the opposition was calling for and they rightfully got it. For me, it is not that I expect politicians not to make mistakes; they are human after all like any one of us. What gets my goat is when politicians don't own up to their gaffs and say "I messed up." For all the supposed mistakes Bernier made, and in my mind this is the only news worthy one, he showed integrity for resigning voluntarily. The character assassinations that the Liberals have been attempting however, is despicable. I wonder if they ever grow tired of their own nagging voices.

Wow, this is absolutely shocking, a Minister of Foreign Affairs leaving classified and gov't documents behind at his GF's house ... Oh and the cherry on top of all this, a guy who was elected as a Liberal, crosses the floor the very next day to the Conservatives, is now the new Foreign Affairs Minister, Emerson sold us out to the US on Forestry, I can only imagine him dragging his feet in this portfolio. Harper and the Tories absolutely disgust me, they have no competent individual in their caucus, hence the reason why none of them are allowed to speak their minds or state their opinions, because whatever comes out is always appauling and offensive.

I say out with the Tories, and in with the humble, sincere, intelligent, and respectful Stephane Dion and the Liberal Party of Canada!!

Unfortunately a national party in Canada has to pander to regional interests ahead of competence. Harper has a lightweight Quebec bench but it would be impossible to not have French Canada represented in some key cabinet posts.

Julie Couillard had the secret files for 5 weeks and says that she did not read them, did not copy them and did not show anybody else so PM Harper says that there was no breach of national security.

Julie Couillard says that her box spring under her mattress had had a listening device implanted for a time. PM Harper does not believe her and dismisses the allegation.

Is Julie Couillard an honest person, a liar, a part time liar and part time honest person or what?

I'm glad he resigned. This is a serious security breach and the opposition has every right to demand answers reagarding this incompetency.

I also think Julie Couillard has given us every reason to be suspicious of her and her motives. In her interview it says "Couillard said she contacted a lawyer after finding the document and was told that it was the property of the Canadian government.
"The document was given back,'' she said."

Who contacts a lawyer when she finds out her boyfriend (or ex) left something at her place???? Most people would call him up and say "hey, you left something here. Do you want me to drop it off or will you pick it up?" Suspicious, suspicious, suspicious...

It has nothing to do with Quebec. Bernier was a rookie MP who was given too high a profile portfolio. He should have been quietly moved to another ministry months ago before things got out of hand. The problem lies with Harper who simply refuses to admit wrongdoing by his government, errors of judgment or possible scandal. Bernier isn't the first MP to take the fall for Harper's arrogance and he won't be the last.

I think what people like M.T.A and Gary Keigan need to understand is that asking the questions on this Bernier issue is real government issues. National security was at risk with leaving files laying around in an unclassified area. Unfortuantely there is no room for error when it comes to public office and our national security. You would be thinking different if terrorists gained access to our country and bombed us because of this mess up. I am sure Maxime Bernier is a good man, but not all good men are meant to be leaders. The opposition is doing its job by asking where did we go wrong and how can we fix it, so this doesn't happen again.

Oh yes, because, of course, if the shoe were on the other foot, Harper and his minions would be saying " look, this is a small matter, lets get back to the business of the country". Pure nonsense. It's always the oppositions fault with you conservatives. You can never take responsibility for yourselves. Honestly I don't know who is more inept, the conservative ministers or the Prime Minister who never seems to know what's going on. Harper is the captain of this gong show and will be the one left standing when the show is canceled. It is astonishing to read some of the defences and rationalizations being spewed about by some Conservative supporters.

They appear to have no concern whatever that sensitive and confidential information about NATO allies and the mission in Afghanistan has been floating around untethered.

They appear to care more about how it looks for the demagogue of their idolatry that they do about cabinet confidentiality, NATO security or the safety of the Canadian men and women serving in Afghanistan.

But answer me this o grand and glorious journalists: Why was Bernier wandering around with these documents in his possession a good few weeks after the Romania NATO conference? Did he just happen to wander by Ms Couillard's house wit them? Did he deliberately go there with them? Is that all he had with him?

Who is the lawyer? Who else is this lawyer known to represent?

Who are the "security experts"? What's their track record?

If our allies are left with too many unanswered questions it could be hard sailing ahead.

We already know Harper won't answer any.

Do citizens still have the right to know? Does the news media have any role to play?

No and no as far as I can see in our brave neo world.

I think the Liberals better get their own affairs in order. They have absolutely nothing to gain as far as policies go, so they have to go at the Conservatives with mud. The once proud Liberals just keep sinking in their stature. I am not saying in the least, that Bernier shouldn't have resigned. As soon as the PM found out there was a breach....he acted. Even "Joe Who" acknowledges that. Bernier is now replaced and the country moves on. Allow for an investigation to be sure that there were no other breaches and move on. But no, the Liberals will beat this drum for weeks. Typical nonsense!

i don't usually comment, but tend to read some now and then and I can't help but notice that most of them are by Conservative supporters bashing the opposition at any chance they get, whether they're in power or not, I find that really immature - the JOB of the opposition (which by the way make up over 60% of the house and therefore means over 60% of Canadians supported them in order to elect them) is to question and criticize the government, the reason they do so is because both sides have almost opposing policies on big issues - and for crying out loud, question period is only 1 hour out of an entire day's worth of government work, meetings, commissions, committee hearings etc. -- the opposition are not opposing for the sake of it, they're opposing because voters put them there to stand up for their policies and against those of this government, Harper has to realize that the majority is not neo-conservative or reformist like him, they're more or less centre-left or progressive conservative...and thus he has to face reality and negotiate, which he has refused to do to date --- this affair will simply embarass him abroad.

Prime minister Harper continues to show leadership fatigue. This is a clear sign of micro management. Leadership is viewed by the company you keep and relationships. He should set a new standard by demanding security clearence from all cabinet ministers and partners. This would be a first for Canada and the confidence and the respect we would benifit would shadow the Bernier affair.

Harper said his government would be different than the Liberals. I guess being worse is in fact different. Now a Liberal who crossed the floor will try to repair the damage with our allies. Can you imagine if Bernier's ex has in fact passed information about airport security to organized crime. This may not be over for some time.
